본 논문은 웹 사이트 평가 기법과 웹 접근성 평가 기법을 비교함으로써, 웹 사이트 평가 기법에 비해 적용 기법이 상대적으로 부족한 웹 접근성 평가 기법의 문제점을 지적하고, 이에 따른 다양한 웹 접근성 평가 기법의 활용을 제안한다. 웹 접근성이라 함은 정보기술이 발전함에 따라 소외되기 쉬운 장애인이 웹을 쉽게 사용할 수 있도록 하는 것으로써, 어떤 사용자라도 보편적으로 웹을 사용할 수 있게 하는 것이다. 그러나 웹 접근성에 대한 국내외의 노력에도 불구하고, 적용되고 있는 웹 접근성 평가가 실제로는 장애인이 웹을 사용함에 있어 많은 도움이 되고 있지 않다. 따라서 실제적인 도움이 되는 웹 접근성 평가 방법의 개발과 시행이 시급하다 하겠다. 본 논문은 웹 사이트 평가 및 웹 접근성 평가 기법을 비교 조사함으로써, 현재 적용되고 있는 평가 기법의 현황 및 동향을 조사하였다. 이러한 자료를 바탕으로, 웹 접근성 평가에 있어 평가 기법 범위의 협소성과 한계를 지적하였다. 또한, 웹 접근성 평가의 평가기법상의 한계가 웹 접근성을 포함한 통합적 웹 사이트 평가의 개발에 문제가 되며, 그에 따른 많은 문제가 발생함을 지적하였다. 그리고 웹 접근성 평가에 대해 다양한 평가 기법을 활용함으로써 생기는 이점을 제시함으로써, 다양한 평가 기법을 적용한 웹 접근성 평가 방법 개발의 타당성을 제시하였다.

웹 접근성은 주어진 웹사이트를 이용할 때 전문적 능력에 관계없이 웹 사이트에서 제공되는 모든 정보에 편리하게 접근하고 이용 할 수 있도록 보장하는 것이다. 최근 전 세계적으로 웹 접근성에 대한 많은 관심과 관련 기술들이 개발되고 있으며, 국내에서도 인터넷 웹 접근성 콘텐츠 접근성 지침이 한국정보통신 표준으로 제정 되어 이를 기준으로 한국형 웹 접근성 평가프로그램이 개발 보급되었다. 또한 웹 접근성 향상을 위한 국가표준 기술 가이드라인이 정해져 공공부문 및 민간 부문에 웹 접근성에 대한 지침 준수를 단계적으로 적용하고 있다. 이에 초등학교는 2011년까지 웹 접근성 지침을 준수해야 하는 상황에 있다. 이에 본 논문에서는 국내 지역별 초등학교 홈페이지의 웹 접근성을 평가 비교하여 국내 초등학교 홈페이지의 웹 접근성에 대한 실태를 확인하였으며, 웹 접근성에 대한 관심을 증가시키고, 웹 접근성의 향상 방안을 제시하였다.

최근 인터넷 웹 콘텐츠의 접근성에 대한 표준화의 준수와 웹 접근성 향상을 위한 노력이 정부와 공공기관 그리고 기업까지 확산되고 있다. 이 논문에서는 한국형 인터넷 웹 접근성 지침에 대하여 살펴보고, 웹 접근성 평가도구인 KADO-WAH 프로그램을 다운 받아서 프로그램을 활용하고 일선 학교에서 적용할 수 있는 방안을 제시한다. 또한, 웹 접근성 평가 도구를 활용하여 교육 관련 홈페이지를 웹 콘텐츠 접근성 지침에 따라서 평가하는 방안을 제시한다. 평가 결과에 따라 나타나는 검사 항목 통계 보고서를 토대로 웹 접근성 준수 여부를 분석한다. 마지막으로, 평가 결과 나타난 오류와 경고 항목을 평가보고서에서 요구하는 방향으로 수정하여 교육용 홈페이지의 웹 접근성을 향상시키는 방안을 제안한다.

The importance of web accessibility becomes important due to a legal obligation to comply with web accessibility. However, there are few educational programs developed on web accessibility for vocational high schools in Korea. In this study, to explore the future possibilities of web accessibility curriculum the survey with information teachers of 97 vocational high schools was conducted along with review of the curriculums of the domestic and foreign web accessibility educational programs. The survey results indicate that (1) the information teachers have only basic conceptual understandings on web accessibility and (2) they have little intention on teaching web accessibility at their vocational high schools due to current educational conditions and the lack of web accessibility knowledge. The results of this study could be employed as references for the web and web accessibility educational courses at the vocational high schools.

Importance of Web accessability for handicapped persons is ever increasing in the information society with increasing role of the Web. The Web accessibility of handicapped person related Web sites were compared with the school Web sites in order to figure out the realities of handicapped person related Web site's accessibilities. According to the experiment, the Web accessibility of handicapped person related Web sites got lower scores than general school Web sites. The research result shows that more improvement efforts for the Web accessibility of handicapped person related Web sites are required.

The development of a web has made our life more convenient than ever before; however, the elderly and disabled people have not advantage on it. Due to "Anti-Discrimination against and Remedies for Persons with Disabilities Act" enacted in 2008, the importance of web accessibility education has been important, but education on the web accessibility has not been actively implemented yet. Thus, in this paper the trends of web accessibility education in both domestic government agencies and private organizations are reviewed. In addition, its trends on the foreign government agencies, private organizations, and institutions of universities are summarized. To achieve this research goal, literature review was carried out and data collected from the both domestic and foreign countries were compared. Based on the review, the way to vitalize web accessibility education in Korea is discussed. The contribution of this paper is that web accessibility education of domestic and foreign institutions are compared for the first time and thereby, the implications for activating web accessibility education are suggested.

최근 인터넷에 접근할 수 있는 웹 접근성 향상이 많은 분야에서 이루어지고 있지만, 교육용 홈페이지에서는 이에 대한 인식이 부족한 형편이다. 이 논문에서는 한국형 인터넷 웹 접근성 지침에 대하여 알아보고, 웹 접근성 평가도구인 KADO-WAH 프로그램을 활용하여 교육 관련 홈페이지를 웹 콘텐츠 접근성 지침에 따라서 평가해 본다. 평가도구로 평가가 이루어지지 못하는 부분은 일선 학교 컴퓨터 관련 교사들에게 설문지를 통하여 웹 접근성 평가를 받고, 그 결과를 분석한다. 평가도구에 의한 평가와 설문조사에 의한 평가에는 어떤 차이가 있는지 살펴보아 교육용 홈페이지의 웹 접근성을 높이는 방안을 갈구하고자 한다.

최근 우리나라의 인터넷 이용자수는 급속히 증가하고 있다. 그러나 인터넷을 이용하는 환경은 매우 다양하여 환경에 구애받지 않고 인터넷을 이용할 수 있는 데에는 한계가 있다. 이러한 점에서 볼 때, 누구나 환경에 구애받지 않고 정보에 접근할 수 있도록 보장하는 것은 매우 중요하다. 이에 본 연구에서는 웹 접근성에 주목하여 국내외의 웹 접근성 동향을 살펴보고 웹 접근성을 보장하기 위한 법 제도와 웹 접근성 실태를 소개하였다. 그리고 우리나라의 웹 접근성 지침을 근거로 종합전문요양기관에 대한 웹 접근성 실태를 조사하였다. 조사 결과 웹 접근성을 제대로 준수한 의료기관은 거의 없었으며, 향후 웹 접근성 확보를 위하여 인식의 제고, 지속적인 교육 및 홍보, 법 제도적 보완 등을 제언하였다.

A website should be developed by considering web accessibility for being possible to access the Internet without any difficulties through the Web. In order to do this, after evaluating web accessibility with targeted 15 web sites based on KWCAG 1.0 which is a guideline of Korean type web contents accessibility and WCAG 2.0 which is a guideline of W3C's web serviceability by using KADO-WAH 2.0, this paper suggests improvements of web accessibility after deriving problems of web accessibility according to a web site type.
