A Dynamic Analyses on the Influences of the Governance Decisions for Cheong-ju Won-heungi Eco-Park (청주 원흥이생태공원 조성과정에서 나타난 거버넌스 의사결정 영향력 변화 분석)

  • To establish governance, which is rising as the new urban management system, it is significant to prepare Good-Local governance model that is proper to regional conditions and characteristics. This study analyzes changes in influence of governance participants appeared during the process in ecological park in Chungju Won-heung, using new methodology comparing ideal form and real condition regarding the influence of decision making, which is the key factor of governance. The result of this study showed that influence in participation of governance decision making improved gradually and this developed as Good-Local governance decision making by developing consultation regarding the new regional issue when it comes to operation and management. For further study, general model needs to be established through applying and analyzing suggested analysis method to various governance cases to evaluate the level of influence, which is the key component.

  • 불과 3년 전까지 조용하고 한적한 농경지였던 고양 원흥지구. 서울 근교에 위치해 바쁜 삶에 지친 도시민들에게 잠시나마 여유로운 풍경을 선사해 주던 이곳이 최근 서민들의 안락한 보금자리로 변화하고 있다. 국내 내로라하는 대형건설사들이 모여 지역 곳곳에서 아파트 단지를 조성하고 있는 것이다. 헌데 그중에서도 우수한 안전관리로 남다른 유명세를 타고 있는 현장이 있다. 그곳은 바로 SK건설이 자연친화형 주거단지를 목표로 건설하고 있는 '고양 원흥 A6BL 아파트 건설공사 3공구 현장'이다. 이곳은 대지면적 7만 $3533m^2$에 지상 1층~10층/22층 규모 아파트 19개동 1,392세대를 조성하는 현장으로, 작업반경이 매우 넓고 하루 출력인원만 600여 명에 달한다. 그런데 이런 거대한 사업규모에도 불구하고 이곳은 지난 2011년 착공 이래 단 한 건의 사고도 없이 무재해 현장을 이어가고 있다. 어떻게 이곳이 우수한 안전현장의 반열에 올라섰는지, 직접 찾아가 그 비법을 살펴봤다.

Impact Analysis of an Eco-Park on the Adjacent Apartment Unit Price by Using the Hedonic Model - With a Focus on the Cheongju Wonheung-ee Park and Adjacent Apartments - (헤도닉 모델에 의한 생태공원의 인접 아파트 가격 영향 분석 - 청주 원흥이공원과 인접 아파트를 대상으로 -)

  • The purpose of this research is to demonstrate the necessity of conserving and maintaining eco-parks by estimating their economic value. Wonheung-ee Park in Sannam 3 District of Cheongju City was chosen as the subject and a quantitative estimation was conducted. The quantitative analysis utilized the hedonic price model that estimates the value of non-market goods. The summarized results of this study are follows. The subject park influenced the prices of its neighboring apartments. The most important factor was the distance between the park and the subject apartment. When the distance was longer than 400m, the impact was greatest. The quantitative assessment also showed that apartment prices and the distance between an apartment and the park had a negative relationship. When the distance increased by 1%, apartment prices decreased by 0.430%. This means that within a certain distance, the closer an apartment is to the park, the higher is the price. Demonstrating the economic value of eco-parks, this study also supports the importance of preserving eco-areas. It generally shows that when we develop a city, we should refrain destroying the ecosystem.

Evaluation of Trophic State of a Small-scale Pond (Wonheung) in Ecological Park (소규모 생태연못(원흥이 방죽)의 부영양화 평가)

  • Many small-scale ponds that serve as ecological habitat, recreation and irrigation are faced to eutrophication problem, which causes aesthetic nuisance and ultimately loss of their functions. Thus accurate evaluation of the trophic state of these ponds is essential to provide rational information to the stakeholders so that they can develop effective management actions. In this study, the trophic state of a small pond (Wonheung) that experiencing water quality degradation due to vicinity land development was assessed using various Trophic State Indexes (TSIs) and statistical analysis including Principal Components Analysis (PCA) based on the field monitoring data obtained from May to December, 2007. The results showed that the pond is under eutrophic state with average total nitrogen (T-N) and total phosphorus (T-P) concentrations of $708.1{\mu}g/L$ and $59.3{\mu}g/L$, respectively. The factor loading plot obtained from PCA showed distinct two influencing factors, PC 1 and PC 2. PC 1 was grouped by T-P, Chlorophyll a (Chl-a), suspended solids (SS), TN/TP ratio, and transparency that all strongly related to the eutrophication state, while PC 2 by temperature, conductivity, dissolved oxygen (DO) and turbidity that explains the seasonal water quality variations. The limiting factor was identified as light rather than phosphorus by both T-N/T-P ratio and TSI indexes analysis. The results and methodology adopted in this study can be used for water quality assessment for other small ponds and lakes.

  • The purpose of this research is to analyze the water quantity of the rainwater detention system based on the Planning Simulation in Residential Areas. The contents of this research consists of two main parts. The first part is to calculate the supply water quantity of the rainwater detention system and the demand water quantity of the Wonheungs' ecological park. The second part is to analyze the difference between demand and supply of water quantity, based on the Planning Simulation, in the rainwater detention system. This research will contribute to the establishment of the environment-friendly site planning methods which increase the quality of residential environment in apartment housing.

  • 우리 나라가 본격적인 국가개발계획을 추진한 이래 지난 40여 년간 급속한 경제성장과 산업화의 영향으로 농촌인구의 급격한 도시 유입이 이루어지고 이에 따라 도시지역은 비대해지고 농촌지역은 과소화되는 등 농촌 내외의 상황변화에 따라 일반적으로 변화의 속도가 늦은 농촌사회도 많은 변화를 경험하게 되었다. 그런데 이러한 농촌의 변화에 대한 미시적이고 횡단적인 연구는 많이 이루어지고 있으나 장기적이고 생활 측면에서 접근한 연구는 미흡한 실정이다. 따라서 본 연구는 '93∼2002년까지 10년 동안 대구ㆍ낙동강권역의 사례지역인 대구시 달성군 다사면 이천리(도시근교), 경북 상주시 사벌면 원흥3리(평야지), 의성군 봉양면 사력1리(중간지), 문경시 동로면 생달1리(산간지) 4마을에 대한 실태조사를 실시하여 농촌생활의 장기적인 변화를 분석하고, 2000년대 바람직한 농촌 미래상 정립을 위한 기초자료로 활용하고자 이루어졌다.
