  • The Republic of Korea is actively constructing and operating nuclear power plants and will maintain the nuclear energy program in spite of the current stagnation of nuclear industries in advanced countries. The significant role of Korea in the world economy is well recognized as Korea became a member of OECD. The Korean economy is rated as the eleventh largest in the world. Korea is a very important customer in the world nuclear market and is also regarded as a potential future supplier. However, the domestic and international environment for globalization of the Korean nuclear industry is not well established. This is mainly due to the past nuclear policy which has emphasized technological self-reliance with less attention to the international politics and trading. Under this background, this paper suggests the strategies for promoting the nuclear trade and expanding the influence in the decision making process of international nuclear community.

Understanding the Nuclear Technological Innovation: Focussing on the Transition Issue of 4th Generation Nuclear Energy Technology (원자력 기술혁신에 대한 고찰: 4세대 원자력 에너지기술 전환 이슈를 중심으로)

  • In this study, we conducted an in-depth literature review of the innovation characteristics of nuclear technology. We understood that the main issue may be a transition of fourth generation nuclear energy technology. We also analyzed a present status of Korean policy on nuclear energy technology and identified some implications for a successful settlement of the fourth generation nuclear energy technology. This study could provide some policy implications for maintaining the sustainable competitiveness of the fourth generation nuclear energy technology in Korea. According to our study, the factors that influence on a transition of nuclear energy technology are a policy-induced market for technical application and demonstration, stable and long-term resource allocation, constant interaction among stakeholders of innovation, accumulation of skill and know-how for an entire system. In addition, we conducted a case analysis on policy for Korean fourth generation nuclear energy technology. According to this case study, it would be necessary for Korea to pursue systematic training of human resources, active response to a social acceptance and reaction, establishment of specific plan for technical demonstration, long-term policy suggestion, and active promotion of constant interaction between stakeholders.

  • 정보처리기술이 발달함에 따라 원자력시설에 대한 사이버침해 가능성이 갈수록 높아지고 있다. 방사능방재법 및 관련 법령에 의거하여 국내 원자력시설은 각 시설 별 사이버사건 비상대응 절차를 수립하고 절차의 유효성 및 비상대응조직의 대응역량을 제고하기 위한 목적의 주기적인 사이버사건 대응훈련을 실시하고 있으며, 규제기관의 독립적인 훈련평가 결과를 통해 많은 개선사항이 도출되고 있다. 본 논문에서는 현행 원자력시설의 사이버사건 대응훈련 체계를 분석하여 사이버사건대응 훈련 정책의 개념에 대해, 국내·외 기준에 따른 사이버사건 대응훈련 정책의 요소를 식별하여 이를 개선하기 위한 구체적인 규제방안을 제시한다.

  • 태양과 바람은 화석 연료를 완전히 대체할 수 없기 때문에 원자력은 기후 변화와의 싸움에서 필수적인 요소이다. 도널드 트럼프 미 대통령이 파리 기후협약 탈퇴를 선언한 이후, 미국 내 12개 주 주지사들은 즉시 독단적인 기후변화방지 정책 행보를 표명했다. 주지사들이 채택한 정책 행보는 다양하나, 최근 여러 연구에 따르면 미국이 보유한 가장 풍부하고 안전한 에너지인 원자력발전소 가동이 가장 경제적이며 확실한 탄소 배출 감소 대책이다.

  • Public acceptance has become an important factor in nuclear power program particularly after Chernobyl accident and recent rapid democratization in Korea. Methods reflecting public opinions in order to improve public acceptance are firstly to understand what the public think about nuclear power plant and secondly to find out the public preference values for its policies. For this purpose, simplified multi-attribute utility (MAU) model was applied to analyze the public perception pattern for fire power production systems. And the conjoint analysis was applied to find out the quantitative values of public preferences for twelve policy alternatives to improve the safety and to support communities surrounding nuclear power plants in Korea. To implement these perception and preference analyses, mail survey was conducted to the Qualified sample who had the experience of visiting nuclear power plant. Diagnosis of their perception pattern for five power production systems was made by the simplified MAU model. Estimation of the quantitative preference values for potential policy alternatives was made by the conjoint measurement technique, which made it possible to forecast the effectiveness of each option. The results from the qualified sample and the methods used in this study would be helpful to set up new policy of nuclear power plant.

  • Since Fukushima nuclear disaster occurred in 2011, the nuclear energy policy of the international society has been in recession. However, In Korea, the nuclear-friendly policy had remained and even expanded over the last 60 years until the Park Geun-hye government. In other words, there was the path dependence of nuclear energy policy. Since the Moon Jae-in government that pledged to perform nuclear phase-out policy in 2017 was inaugurated, the nuclear-friendly policy began to swerve from the course of path dependence. Based on the mai logic of historical institutionalism, this study looked into the change of Korean nuclear policy by before and after the Fukushima nuclear accident. As the result of this research, the external situation of Fukushima Nuclear Accident became a critical turning point and led to a change in the government's policy on nuclear power. From an institutional perspective, it influenced the paradigm of nuclear power policy, policy decision structure, and laws of nuclear power. From a doer's perspective, it influenced political idea and social acceptability. Since Moon Jae-in government was inaugurated in 2017, nuclear phase-out policy has secured its institutional foundation and nuclear power policy has basically changed from nuclear-friendly policy to nuclear phase-out policy. Therefore, the energy policy of Moon Jae-in government gets out of the nuclear power based path dependency that previous governments pursued, keeps punctuated equilibrium, and changes to renewable energy oriented policy.

  • This study were proposed for the promotion policy on public confidence in nuclear power recovery schemes. To this end, the existing survey and secondary data review and public distrust of nuclear power plant safety issues were raised. In addition, the meta-analysis data were analyzed by using. Promote public confidence in nuclear power plants recovered three major policy presented. First, the nuclear power plant for the economical / safety communication strategy, short term / long term in terms proposed. Second, strengthen the nuclear power plant reliability and short-term communication strategy / long term in terms proposed. Finally, Korea Hydro & Nuclear Power's long-term image building measures proposed. The results of this study Korea's nuclear power plants to increase confidence in the effect is expected to be presented.

  • 산업통상자원부는 12월 20일 서울 상암동 에너지드림센터에서 백운규 장관 주재로 관계부처, 지자체, 시민단체, 업계, 학계 등 20여명이 참석한 가운데 '제2회 재생에너지 정책협의회'를 개최하고 '30년까지 재생에너지 발전량 비중 20% 달성을 위한 '재생에너지 3020 이행계획(안)'을 발표했다. 이번 계획(안)은 지난 6월 산 관 학 연 전문가들로 구성된 이행계획 수립 T/F를 구성하여 약 6개월간 각계 전문가들의 의견을 수렴하고, 관계부처 협의, 간담회 등을 통한 각계각층의 의견을 반영하여 수립하였다. 재생에너지 정책협의회는 재생에너지 정책 수립에 있어 지자체, 시민단체, 업계, 학계를 아우르는 분권형 거버넌스 구축을 위해 '17년 8월에 발족하였다.
