  • 최근 석유나 석탄 에너지 사용으로 인한 대기오염 및 미세먼지와 원자력 발전으로 인한 핵 폐기 물질 처리의 어려움, 방사능 오염이 발생하는 문제가 심각해짐에 따라 신재생에너지의 중요성이 대두되고 있다. 이로 인해 정부에서도 신재생에너지의 비중을 확대하기 위한 정책들이 시행되고 있는데 그 중 태양광 발전 시스템이 가장 크게 주목받고 있다. 태양광 발전이 성장함에 따라 다양한 연구가 진행되어왔으며 이 중 DC-DC 컨버터로 구성된 태양광 발전 energy storage system (ESS) 시스템이 효율이 높고 시장성이 좋아 많은 연구가 진행되고 있다. 따라서 본 논문에서는 5kW 태양광 발전 배터리 충전 시스템을 구성하여 컨버터의 동작 및 특성에 대하여 분석하고 이를 시뮬레이션을 통해 내용을 검증하였다.

External Cost Assessment for Nuclear Fuel Cycle (핵연료주기 외부비용 평가)

  • Nuclear power is currently the second largest power supply method in Korea and the number of nuclear power plants are planned to be increased as well. However, clear management policy for spent fuels generated from nuclear power plants has not yet been established. The back-end fuel cycle, associated with nuclear material flow after nuclear reactors is a collection of technologies designed for the spent fuel management and the spent fuel management policy is closely related with the selection of a nuclear fuel cycle. Cost is an important consideration in selection of a nuclear fuel cycle and should be determined by adding external cost to private cost. Unlike the private cost, which is a direct cost, studies on the external cost are focused on nuclear reactors and not at the nuclear fuel cycle. In this research, external cost indicators applicable to nuclear fuel cycle were derived and quantified. OT (once through), DUPIC (Direct Use of PWR SF in CANDU), PWR-MOX (PWR PUREX reprocessing), and Pyro-SFR (SFR recycling with pyroprocessing) were selected as nuclear fuel cycles which could be considered for estimating external cost in Korea. Energy supply security cost, accident risk cost, and acceptance cost were defined as external cost according to precedent and estimated after analyzing approaches which have been adopted for estimating external costs on nuclear power generation.

  • We develop an energy-economy Bayesian DSGE model with the two sectors of electricity generations-traditional (fossil, nuclear) and renewable energy. Under imperfect substitutability between the two sectors, a technological shock on renewable energy sectors does not sufficient to facilitate energy conversion and reduce greenhouse gas emissions. Technology innovation on greenhouse gas emission reduction is also required. More importantly, sufficient investment should be derived by a well-functioning electricity market where electricity price plays a signal role in efficient allocation of resources. Indeed, market rigidities cause reduced consumption.

  • Imported natural gas has been consumed by urban gas use and generation sector in Korea. The share of generating sector in total demand for natural gas is only 33% at 2000. This paper examines the potential of natural gas use in generation sector in the future. We build some hypothetical but realistic scenarios reflecting rapidly changing economic environment. We used standard programs for plant mix decision under those scenarios. We found that it is very likely to have high gas demand in the future, if we remove the cross-subsidizing price structure.

초점 - 제8차 전력수급기본계획(안)

  • 산업통상자원부는 '17년부터 '31년까지 향후 15년간의 전력수급 전망 및 전력설비 계획 등을 담은 '제8차 전력수급기본계획'(안)을 마련하여 12월 14일 국회 산업통상자원중소벤처기업위원회(이하 산업위)의 통상 에너지 소위에 보고했다. 이번 계획(안)은 지난해 12월 계획 수립에 착수한 이래 약 1년간 70여명 전문가들의 43차례 회의를 거쳐 작성되었으며, 그간 수요 전망, 설비 계획, 예비율 등 5차례에 걸쳐 중간 결과를 공개하여 시민 환경단체, 에너지업계 등 이해 관계자로부터 의견을 수렴해 왔으며, 지난 9월에는 국회 산업위 통상에너지소위에 중간 보고를 하였다. 기존 수급계획이 수급 안정과 경제성 위주로 수립되었던 것에 반해, 이번 8차 계획은 최근 전기사업법 개정(전기사업법 제3조 개정('17.3월) : "전력수급기본계획 수립시, 전기설비의 경제성, 환경 및 국민안전에 미치는 영향 등을 종합적으로 고려하여야") 취지를 감안하여 환경성 안전성을 대폭 보강하여 수립한 것이 특징이다. 또한 발전소 건설을 우선 추진하기보다는 수요 관리를 통한 합리적 목표 수요 설정에 주안점을 두었고, 신규 발전설비는 대규모 원전 석탄 일변도에서 벗어나 친환경 분산형 재생에너지와 LNG 발전을 우선시하였다. 이번 수급계획은 국회 산업위 통상에너지소위 보고 외에도 국회 산업위 전체회의 보고, 공청회 등을 통해 추가적으로 의견을 수렴한 뒤 전력정책심의회 심의를 거쳐 최종 확정될 예정이다. 국회에 보고된 제8차 전력수급기본계획(안) 전문을 게재한다.

  • Regulatory systems for decommissioning of nuclear power plants in several countries, such as Japan, United States of America, Germany, United Kingdom, France, and Republic of Korea, are surveyed. In the survey, regulatory policies, legislations, licensing process, inspection and public involvements for decommissioning are identified and compared. Afterwards, the survey results will be utilized as a reference to establish the improvement directions of domestic regulatory system.

  • 석유 등 화석연료로 인한 지구온난화 문제와 더불어 일본 대지진 이후 원자력발전의 안전에 의문이 제기 되면서 신재생에너지에 대한 관심이 한층 고조되고 있다. 이에 발맞추어 국가정책으로 녹색성장 정책이 실행됨에 따라 2030년까지 전체 에너지원 중 신에너지전원의 비중을 전체 에너지원의 11%로 확대하는 정책을 적극적으로 추진하고 있다. 따라서 신재생에너지를 통하여 얻은 전기에너지를 저장하여 사용 할 수 있는 2차 전지에 대한 연구가 다수의 산업 현장에서 각광을 받고 있다. 최근 2차 전지는 Smart Grid 및 전기자동차분야에서 폭넓게 사용 되면서 정확한 출력전압, SOC 및 충-방전 예상 시간을 추정하여 2차 전지의 과충전, 과방전으로 인하여 생기는 고장 및 사고를 미연에 방지하고 2차 전지 사용 시 편의성을 제공하기 위한 시스템에 대한 연구가 필요한 실정이다. 본 논문은 이런 실정에 맞추어 LabVIEW 프로그램을 활용하여 2차 전지의 상태를 실시간으로 감시 및 제어하는 프로그램을 제작함으로써, 사고 시 2차 전지에 가해지는 피해 방지 및 관리 시 발생하는 여러 문제점에 대한 효율적인 해결 방안을 제시하고자 한다.

A Study on Willingness to Pay for Nuclear Energy Tax using Choice Experiment (원자력 발전 신규 조세 도입에 대한 지불의사액 추정 연구)

  • It is necessary to study the need for introduction of nuclear energy tax in Korea to internalize the externality cost of nuclear power and to make more balanced taxation system considering LNG and coal power. This study adopts choice experiment method to estimate the willingness to pay (WTP) for possible new tax on nuclear power. The finding is that the tax on nuclear fuel is more preferable to other tax base with KRW2.19/kWh of WTP, compared to KRW1.46/kWh for nuclear waste. The WTP for using the tax revenue to facilitate economic activity is KRW6.39/kWh compared to KRW6.12/kWh of WTP for funding climate change investment. The finding suggests that the design of nuclear power taxation needs to focus more on the use of tax revenue than on the choice of tax base.

  • The purpose of this study is to find ways to build a desirable risk governance to respond to these uncertainties like such as increased risk due to the rapid development of modern science and technology in S. Korea. This study is about model of risk communication with scientific technology for additional construction of nuclear power plants. This study analyzed risk communication with scientific technology through new explanatory models between approval opinions of scientific professional group and opposition opinions of the public with Kori nuclear power plant of S. Korea. And then This study investigated related system for policy promotion in the field of nuclear energy of the current S. Korea. Consequently, Governance to strengthen the negotiations on nuclear technology at the time of the interaction in risk communication have been identified and the future of policy direction of the Korean Standard Nuclear Power Plant was detected.

  • External cost is cost imposed on a third party when producing or consuming a good or service. Since the 1990s, the external costs of nuclear powered electricity production have been studied. Costs are a very important factor in policy decision and the external cost is considered for cost comparison on electricity production. As for nuclear fuel cycle, a chosen technology will determine the external cost. However, there has been little research on this issue. For this study, methods for external cost on nuclear power production have been surveyed and analyzed to develop an approach for evaluating external cost on nuclear fuel cycles. Before the Fukushima accident, external cost research had focused on damage costs during normal operation of a fuel cycle. However, accident cost becomes a major concern after the accident. Various considerations for external cost including accident cost have been used to different studies, and different methods have been applied corresponding to the considerations. In this study, the results of the evaluation were compared and analyzed to identify methodological applicability to the external cost estimation with nuclear fuel cycles.
