The document delivery service has been influenced by the changing digital information environment and the copyright law. This paper proposes the key points for the improved documents delivery service through trend analysis of BL(The Great Britain), NLA(Australia), subito(German speaking countries), JST(Japan), KISTI(Korea) and KERIS(Korea) and copyright law in each country. The purpose of this study is providing with the clues for developing strategies that can satisfy the users' needs in document delivery service for libraries and information centers.

Science-based Industry which is future growth industry leading national competitiveness in knowledge-based society is highly science-dependent field when developing technologies. And highly science-based field is absolutely dependent on core scholarly papers. Due to researchers' need of academic papers related to developing technologies and advances of linking technologies, it is possible to link service between patents and scholarly papers. This paper's purpose is to describe on implementation linking service between EPO patent and papers that cited on search reports. First, it describe case study of other linking services. Second, it describes a kinds of data used in linking services. Lastly, it describe implementation of linking different kinds of contents (patents and papers) in KISTI.

This study examined the disclosure and utilization of presidential records by the Presidential Archives in order to expand the use of presidential records. In addition, as issues for the disclosure and expansion of the use of presidential records, the disclosure and provision of the original text, the cancellation and disclosure of designated records, the expansion and reinforcement of research and utilization support, and content were confirmed. In addition, as issues and implications for resolving these three issues, the redesign of the presidential records management work, the revision of the Presidential Records Act, expert collaboration and research, and the preparation of mid- to long-term work plans were suggested.

This study aims to suggest the ways to reinforce academic library's research support services for professors and researchers in Korea. For this purpose, this study collected the development plans of academic libraries in Korea, and analysed the plans for supporting research activities, and also analysed each library's homepage. And this research classified the research support services of academic libraries into eight types for further analysis. The types are 'subject guide', 'academic information literacy', 'research analysis service', 'research consulting', 'research ethics education', 'thesis writing guide', 'bibliography management program', 'interlibrary loan·original text copy'. As a result, it is shown that the most libraries emphasized 'custom-tailored user education' and marked it on development plan. As subsequent plans, libraries provided the action plans of 'expansion of scholarly DB instruction on each subject', 'expansion of custom-tailored research support services', 'construction of research support service system' one after another. This study suggests 'activation of subject guide service', 'expansion of academic information literacy programs for supporting research', 'introduction of research performance analysis services', and 'support for establishment of research ethics' as ways to strengthen academic libraries' research support services.

This study is to present improvement plans by examining how Korean literature house websites provide information services. Seventy-nine Korean literature houses out of eighty-eight members of the Korean Literature House Association were studied, except nine that did not construct websites. Three core elements, including website style, literary works information and writer information, together with thirteen sub-elements, were derived from precedent studies. As a result, it was found that 90% of the literature houses were operating websites, but the classification criteria for the literary works and cataloguing rules were not unified, and literature information was not provided sufficiently. Thus, this study suggested improvement plans such as support to build a website, developing cataloging guidelines for literature houses, providing more full-text literature and providing information about literary works and writer.

The National Assembly record is considered one of the most valuable public records because it has great value as a historical evidence of democracy. Therefore, it is not only used as a reference or evidence for work, but also used for academic purposes. Academic information users can improve their intellectual skills in our society, lead to indirect innovation, and provide customized services to them, which can increase the continuous viewing and utilization rate of records management institutions. Therefore, the purpose of this study was to propose a plan to activate the academic information service of the National Assembly Records Preservation Center, which is in charge of the National Assembly records. To this end, interviews were conducted with practitioners in charge of literature research, case studies, and services at the National Assembly Archives and users of academic information. It proposed improving awareness of the National Assembly Archives, strengthening online services, and customized user services.

This study aimed to analyze the overall operation status of the Bank of Korea library representing the economic library in Korea, investigate user satisfaction and demand, and to propose a direction for the development of the economic library in the future. To this end, a case study was conducted on changes in the external environment of major libraries at home and abroad, and a user survey was conducted. As a result, the future tasks include introducing smart systems, robotics some library services, non-face-to-face service response spaces that reflect the times, introducing big data analysis services, strengthening user-tailored systems, and activating SNS communication. It proposed developing specialized libraries, online reference and research support services, and providing original DBs for publications to strengthen expertise, maintaining and expanding cloud services, maintaining and expanding cooperative projects, and collecting national knowledge and information.

인공지능 기계학습에 의한 한문고전 자동번역기는 승정원일기 뿐만 아니라, 한국 고문헌 중 천문 기록에 특화되어 한자로 된 천문 고전을 한글로 번역해 서비스하고 있다. 한국천문연구원은 한국지능정보사회진흥원이 주관하는 2019년도 Information and Communication Technology 기반 공공서비스 촉진사업에 한국고전번역원과 공동 참여하여 이 자동 번역기 개발을 완료한 것이다. 이 번역기의 개발 목적은 초벌 번역 수준일지라도 문장 형태의 한문을 한글로 자동 번역하는 것이며, 이 연구는 현재 번역기 운용 현황을 서비스 별로 분석하고자 한다. 자동 번역관련 서비스는 크게 3가지이다. 첫째, 누구나 웹 접속을 통해 사용 가능한 한문고전 자동번역 대국민 서비스이다. 1년간 자체 시험을 거쳐 2021년 1월 12일 시험판을 오픈하여 운용 중에 있다. 둘째, 기관별로 구축된 코퍼스와 도메인 특화된 번역 모델 등을 관리할 수 있는 한문고전 자동번역 확산 플랫폼 서비스이다. 대국민 서비스와 함께 클라우드 기반으로 서비스되며, 한국고전번역원이 관리를 담당한다. 셋째, 자동번역 Applied Programmable Interface를 활용한 한국천문연구원 내 자체 활용이 가능한 천문고전 자동번역 서비스이다. 서비스 현황 분석은 기관별 관리 서비스에 해당되는 한문고전 자동번역 확산 플랫폼에서 집계하여 제공하는 대시보드의 통계 기능을 활용한다. 각 서비스별 문장과 파일 번역 이용 건수, 번역 속도, 평균 자수 뿐만 아니라, 번역 모델 프로필에 따른 이용률 분석이 가능하다. 이에 따른 주요 분석 중 하나인 올해 전체 번역 이용 건수는 한 해 각 기관의 평균 방문자수 대비 87% 성과 목표에 해당되는 약 38만 건에 근접할 것으로 예측된다. 이 자동 번역기는 원문 해독 시간을 단축시키는 효과와 함께 미번역 천문 고문헌의 활용성을 높여 다양한 연구에 기여할 것이다.

본 논문은 HWP, DOC와 같은 전자 문서에서 사용자가 제공한 구조적인 규칙과 XML 기반 전자 문서 변환 기법을 이용함으로써, 사용자의 관심 영역에 해당하는 다양한 형태(표, 리스트 등)의 정보를 효과적으로 추출(변환)하여 저장하기 위한 방법에 관한 것이다. 본 논문에서 제시한 시스템은 3가지의 중요한 요소들로 구성되어 있는데, 1)전자문서의 원시 XML 문서로의 변환 방법 2)XML 기반 구조적인 규칙과 작성된 규칙을 이용하여 원시 XML 문서에서 정보를 추출(변환)하는 방법, 3)추출 된 정보에서 최종 XML을 생성하거나 DB에 저장하는 방법이 그것이다. 전자문서의 변환을 위해서 독립적으로 동작하는OCX 기반의 전자문서 변환 데몬(Daemon)을 개발하였고, 사용자의 정보 추출(변환)과정을 돕기 위해서 XSLT를 확장한 형태의 스크립트 언어를 개발하였다. 스크립트 언어는 비교적 간단한 문법 구조를 가지고 있고, 데이터 처리를 위한 자체 정의 함수와 변수를 사용한다. 추출된 정보는 원하는 형태의 데이터 포멧으로 생성하거나 DB에 저장할 수 있다. 본 시스템은 전자 문서 원문 정보에 대한 데이터베이스 구축 및 서비스의 제공, 혹은 구축된 데이터베이스를 이용하여 다양한 현황 통계를 제공하는 분야에서 유용하게 사용할 수 있다. 실제로 연구과제관리시스템과 성과정보시스템에 적용하여 그 성과를 입증하였다.

본 논문에서는 한국어 데이터와 모델링, 추가 평가 지표를 통해 Text Summarization 분야에서 한국어로 좋은 성능을 내기 위한 방식을 제안한다. KoBART의 크기를 키우고 PEGASUS의 GSG를 사용하는 KoBART-GSG 모델을 제안한다. 이때 ASR 모델을 사용하여 한국어 데이터를 구축하고 추가 학습을 진행한다. 또한, 생성된 요약문과 원문에서 Attention 기법으로 키워드와 핵심 문장을 추출하여 지능형 텍스트를 구성하는 새로운 방식을 제안한다. ASR Open API와 제안한 방식을 사용하여 오디오 파일을 텍스트로 변환하고 요약하는 강의나 회의 등 학계와 산업에서 사용할 수 있는 서비스를 제공한다.
