  • This study intends to design a model that can effectively service policy data necessary for the implementation of new national agenda in order to provide high-quality policy information services that go beyond those of the existing Policy Information Portal (POINT) of National Sejong Library. To this end, it was determined that providing an integrated search environment, in lieu of data search through individual access, was necessary. Subsequently, four possible models for a national agenda service model were presented. First, designing a computerized system for both interface and electronic information source aspects was proposed for the national agenda service system operation. Second, designing the Linked Open Data system and the time-series service system for national policy information, providing the translation service of overseas original data, and securing the researcher's desired data were presented for the national agenda service information source operation. Third, strengthening public relations for policy users, building and promoting the site brand, operating SNS channels, and reinforcing the activation of auxiliary materials and the accessibility of external services were proposed for public relations of national agenda service. Fourth, expanding the information network with Open API, cloud service, and overseas libraries was proposed for collaborating and cooperating with the agenda service.

  • The exponential increase of digital contents brought about the e-Challenge crisis to the librarians. How can all the e-resources be managed effectively? How can we detect all the broken links? How can we assist the users to the right resources? This paper concentrates on building CLICK(Cooperative Link Center in KOREA) as a knowledge compass by collecting diverse science & technology information and creating tight coupled links between information resources for reference linking and providing users with the optimal route for the resource per user. If the publishers, Abstract & Index DB, Searching Portal, Electronic Libraries, Full-text DB and Aggregator can be linked by using a standardized way through a CLICK, the service channels can be diversified. • There is a recognition that traditional resource sharing methods such as interlibrary lending and document delivery are now inadequate to meet user needs in the increasingly networked environment. The current study identifies barriers to resource sharing and provides analysis of stakeholders engaged in resource sharing. Focused interviews with six professional librarians were also carried out to seek out deeper understanding of perceptions of barriers among librarians. Results show that the size of the library was not necessarily result in active resource sharing. There was a wide gap among librarians in terms of their attitudinal and organizational orientations towards resource sharing. Barriers specifically identified in the study include the narrowly defined notion among librarians of what constitutes research and the untested fear of swamping where there is an imbalance of collections. Overall, while resource sharing is recognized as an integral part of library services, it seriously lacks funding and staff. The study recommends earnest efforts to build librarians' community to invigorate resource sharing among libraries.

  • In the print world libraries have served as the archival repository for journals that they owned. In the age of digital information, however, with the licensing of electronic journals libraries purchase access to journal contents rather than paying for ownership. Libraries note the potential benefits of electronic journals, but also quake at the thought of inaccessible electronic journal contents caused by lack of preservation, changing technology, or publisher requirements. It is real that libraries have not yet stepped in to create archives of the electronic journals they are purchasing. In the digital environments, publishers, libraries, and other information providers are not the independent units that we used to be. It will take us all working together to solve the problem of preserving access to electronic journals. Thus, it is reasonable that a national library would be charge of making a comprehensive archiving policy on electronic journals, and that cooperative agreements of local libraries can help divide responsibility for different subject areas or materials.

  • We live in the inundation of information. Information of telecommunication standardization is also overflowing. Accordingly it is not easy to search information front web sites scattered all over the world and to find information which we want to use from the result of searching. For instance, none the less most of standardization organization provides their own search facilities on specification, it is difficult to find specification without information about the specification such as number or title of that specification. In this paper, we introduce Standards Knowledge Management System(SKMS) which provide the easy way of finding information using knowledge map. The SKMS collects information from the standardization-related web sites and categorizes information according to keyword. And users can easily find information with the pre-defined knowledge map.

  • Government publications, as the important media of communication between the public and the government, have served as informational sources to provide a variety of information. Although technological development led into sharp changes in the types and services of government publications, the Korean service of government publications has yet to respond to the changes properly. The web service of government publications is provided only in the archives-based way with no consideration of the characteristics of the government publications, so that it is considerably difficult to use the service. Therefore, based on literature research, request of information disclosure, website survey, and interviews, this work overhauled the web service of government publications provided by the National Archives of Korea, and suggested an improvement plan of the service. This study is meaningful in the point that it suggested an improvement plan for the web service of government publications, which have been managed as a sort of archives but have been placed in the blind spot of service, through interviews with the persons in charge of government publications in relevant public organizations and the National Archives of Korea.

  • Article 22(1) of the Library Act, which was completely revised in December 2006, stipulated that regional representative libraries are statutory organizations, and Article 25(1) of the Library Act, which was revised again in late 2021, renamed them as metropolitan representative libraries and expanded their duties. The reason why cities and provinces are required to specify or establish and operate metropolitan representative libraries is that in addition to their role as public libraries for public information use, cultural activities, and lifelong learning as stipulated in Article 23 of the Act, they are also responsible for the legal works of metropolitan representative libraries as stipulated in Article 26, and lead the development of libraries and knowledge culture by serving as policy libraries, comprehensive knowledge information centers, support and cooperation centers, research centers, and joint preservation libraries for all public libraries in the city or province. Therefore, it is necessary to analyze and diagnose whether the metropolitan representative library has been faithfully fulfilling its legal works for the past 15 years(2009-2023), and whether it is properly providing the results of its statutory planning and implementation on its website to meet the digital and mobile era. Therefore, this study investigated and analyzed the performance of the metropolitan representative library for the last two years based on the current statutory tasks and evaluated the extent to which it provides them through its website, and suggested complementary measures to strengthen its web services. As a result, it was analyzed that the web services for legal works that the metropolitan representative library should perform are quite insufficient and inadequate, so it suggested complementary measures such as building a website for legal works on the homepage, enhancing accessibility and visibility through providing an independent website, providing various policy information and web services (portal search, inter-library loan, one-to-one consultation, joint DB construction, data transfer and preservation, etc.), and ensuring digital accessibility of knowledge information for the vulnerable.
