The regulations relating to online transmission and reproduction in the library on the copyright law revised in December 1999. In this aspect it examines to relate terms and regulations for digital information and online transmission. And it reviews information center's role and copyright law of the document delivery service in the digital environment.

이용자가 요구하는 정보량의 급증과 다양한 정보 제공을 위해 도서관들이 네트워크를 형성하고, 전문적인 원문 제공 기관들이 이용자들에게 양질의 서비스를 제공하고 있지만, 대부분의 대학생들은 소속 도서관의 서비스에만 의존하고 있다. 대학생들이 특별한 이용 권한 없이 소속 도서관의 승인만을 통해 원문 제공 기관의 다양한 서비스를 이용할 수 있는 원문서비스 게이트웨이 시스템을 구현하였다. 게이트웨이 시스템의 통합 인터페이스를 통해 분산된 자료들의 통합 검색 및 원문 신청, 내역 소회 등의 서비스를 쉽게 이용할 수 있다.

To find out the status of document delivery and interlibrary loan services and the use of information technology in special libraries, questionnaires were sent to 328 special Libraries nation wide with at least 1 librarian, listed In the Korean Libraries Statistics 1994-1995(1996). $46.6\%$ were returned and 152 Questionnaires were analyzed. For document delivery, $61.3\%$ use BLDSC$47.5\%$ use KINITI. 87 libararies $(57.2\%)$ participate In interlibrary loan activities. To send requests, FAX and telephone is used the most, while FAX and print copy is used the most to receive the requested documents. $45-75\%$ use various information technology including online databases, Internet, e-mail, etc., and the use of information technology was related to the budget of the libraries. The costs, budgets, and slowness was the problems raised by the most. To improve the document delivery services, the most urgent thing is establishing cooperative system using BBS or Internet. Network systems to facilitate interlibrary loan should be established ultimately.

인터넷의 활용과 컴퓨터 기술환경의 새로운 패러다임 변화는 디지털도서관의 등장을 가져오게 하였으며, 동시에 이미 온라인 서비스를 실시해오던 여러 분야의 정보센터들로 하여금 어떠한 유형의 데이터도 저장, 관리, 제공하며 정보라는 상품을 생산해 내는 정보시장(Information Marketplace)의 역할 자로서 요구하고 있다. 본 논문에서는 1980년대부터 진행되어온 도서관 서지자료의 Database화 작업과 병행하여 도서관 이용자에게 보다 광범위하고 효용성 있는 정보를 제공하기 위한 디지털도서관의 이론적 배경에 대하여 기술하고, 디지털도서관의 주요 소장정보인 원문이미지정보의 처리기술에 대한 이론을 정리하며, 현재국내에서 추진중인 원문이미지정보시스템의 분석을 통하여 향후 디지털도서관 구축시 비교분석 모델을 제시해보고자 한다.

학술연구를 수행하는데 도움이 되는 중요한 정보 중의 하나는 학술연구자가 연구 중인 분야의 최신 논문에 대한 원문 정보와 이 논문이 실려 있는 학술지의 소장 정보라고 할 수 있다. 이러한 정보를 효과적으로 학술 연구자에게 제공하기 위해 첨단학술정보센터(Korea Research Information Center: KRIC)에서는 전문학술정보센터(Special Research Information Center: SRIC)로 지정된 대학도서관에서 구독하는 학술지에 게재된 논문에 대한 목록 데이터를 통합하는 학술지논문 종합목록 시스템을 구축 중이다. 이 시스템에서는 기존의 대학도서관에서 사용하고 있는 목록기술규칙인 MAEX(MAchine Readable Cataloging)대신 인터넷 기반의 디지털 도서관에 적합한 형태를 가지는 더블린 코아를 새로운 목록기술규칙으로 채택하였다. 이러한 더블린 코아를 사용하게 되면 목록자는 전문적인 교육 없이도 간편하게 새로운 목록을 작성할 수 있다. 학술지논문 종합목록이 구축되면 학술연구자들은 원하는 논문이 검색된 경우, 원문이 구축되어 있으면 인터넷을 통해 곧바로 원문을 볼 수 있고, 원문이 구축되어 있지 않다면 복사/팩스 서비스 시스템을 통해 원문을 제공받을 수 있게 된다.

The purpose of this study is to describe the information environment of ST information users in Korea by examining their needs and satisfaction for documents. Comparison was made between the statistics of KISTI DDS and NACSIS-ILL document copy service, and data from the survey conducted for KISTI's ST information users in 2001 were analyzed. Findings include the low demand for documents delivery, low success rate in obtaining documents from domestic institutions, including KISTI, relatively high reliance on foreign DDS institutions, and difficulties in getting documents with speed, timeliness, and cost-effectiveness. It seems urgent to implement the strategic plans for more comprehensive and well-organized collection development and resource-sharing, and improvement of DDS.

Changes in document delivery service environment such as spread of web-based research information communication and direct communication between users and information providers have considerable effects on document delivery service institutes. Swift advances in information technology have allowed users to receive information on their desktops via web. Web-based document delivery makes the massive scale of reproduction and distribution possible so it needs to protect the copyright holders' rights. This study identifies the current trends and issues of document delivery service environment and reviews electronic document delivery services of foreign countries. Also this study introduces the domestic electronic document delivery service, e-DDS, and evaluates the copyright issues for the service.

The purpose of this study is to analyze user satisfaction on scholarly journals and document delivery services(DDS) at foreign journal supporting center, which is founded at K University in 2007. The number of 72 users answered the quality of scholarly journals, and 69 users answered for the DDS survey. For the scholarly journal survey, up-to-date, usability, and expertness were asked, and fastness of DDS and easiness of application procedures were asked for the DDS survey. This study reveals that overall users using or visiting foreign journal supporting center are satisfied with the quality of scholarly journals and DDS.

통신 인프라의 구축으로 인한 인터넷 사용의 급증은 과학기술정보 유통 구축에서도 큰 변화를 가져왔다. 과학기술정보가 수록된 original text에 대한 수요가 발생했을 때 이를 획득할수 있는 가장 손쉬운 방법은 이제 인터넷을 통하는 것이다. 인터넷이 생활전반에서 활용되기 이전까지 원문복사서비스를 제공받기 위해서는 최장 2개월 최소 2주 이상을 기다려야만 했다. 이제 과학기술정보의 원문을 필요로 하는 수요자들은 짧게는 2시간 정도의 기다림 뒤에 original text의 copy를 얻을 수 있다. 여기서는 인터넷을 통해 이루어지는 원문복사서비스의 현황과 연구개발정보센터에서의 관리시스템, 이용자 인터페이스 개발, 전자결제시스템의 도입에 관한 사례를 다루고자 한다.

한국과학기술정보연구원(KISTI)은 국내 과학기술자의 연구를 돕기 위해 국내외의 여러 기관으로부터 정기적, 또는 비정기적으로 발간되는 학술지, 연구보고서, 특허 및 각종 동향, 분석 정보를 수집하여 서비스하고 있다. 국내에서 생산되는 정보는 그 발생양이 방대하지 않고 일정 수준 이상의 서지정보를 담고 있으며 원문정보까지 제공이 가능하기 때문에 정보의 질이 비교적 높은 편이나, 해외에서 수집되는 학술 정보는 데이터 처리량이 방대하기 때문에 처리시간이 오래 걸릴 뿐만 아니라, 기본적인 서지 정보만을 담고 있어 원문 서비스나 초록 및 주제 분류 등의 부가적인 서비스를 위해서는 추가적인 데이터 가공이 필수적이다. 따라서 본 논문에서는 데이터 처리 속도와 이용자 중심의 해외학술정보의 원문 및 부가 서비스 제공 등을 고려한 데이터 가공 방법에 대해 연구한다.
