The purpose of this study is to induce a librarian to construct databases lawfully and the user with a copyright and the fair use. Based on information from web sites, the domestic medical libraries(32) were investigated for analyzing how to deal with copyright problems. The results show that only 28% of the medical libraries provide users with information on copyright at their web site. The terminology used was different among libraries. 44.4% of the libraries use 'copyright law' and 33.3% 'copyright' The terminology appeared at the 'notice' menu and 'library guidance' menu. The detail part of copyright contents was shown at 'the data copy and transmission', 'full text DB use', 'thesis and dissertation service', 'FAX/file transfer', 'Image(Ariel)', and 'interlibrary loan'. In general, there was a necessity to the correct understanding of the copyright and fair use.

본 연구에서는 학술정보의 효율적 관리 및 서비스 체제를 수립하고 활용성을 강화하기 위해 논문 자동 수집 및 구축, 논문 투고 및 심사, 전자출판, XML 자동 구축에 이르기까지 전주기 기능 구현에 방안을 제시하고 이를 구현한 사례를 소개하고자 한다. 기존 Peer-Review 시스템은 데이터 수집 및 변환파트와 투고 및 심사, 전자출판 파트, XML 구축 파트 등으로 분리되거나 별도로 운영되어 왔다. 본 연구에서는 이러한 기능을 통합적으로 구현하기 위해 KISTI의 Peer-Review 시스템인 ACOMS와 XML 기반 학술정보서비스 시스템(KpubS) 기능 및 프로세스를 통합한 구현 방안을 제시하고 이를 시스템으로 구현하였다. 그러나 아직까지 원문 PDF를 XML로 완전 자동 변환할 수 있는 기술은 없는 상태로써 반자동 변환 기능을 탑재하였다. 본 연구 내용은 다양한 수집 채널을 통해 입수된 학술정보 및 XML 자료에 대한 입력체계를 제공하고, XML 본문으로부터 메타데이터를 자동 식별 및 추출하여 학술정보 DB를 구축 저장하며, 구축된 DB 및 XML 기반의 전자출판 기능 제공과 함께 웹서비스 단계까지의 전주기 공정에 대한 프로세스 모델 및 시스템에 관한 것이다. 이에 데이터베이스 구축을 위한 시간 및 비용을 절감할 수 있을뿐만 아니라, 시맨틱 태깅 및 수식, 표, 그림 정보 제공 등 이용자에게 다양한 형태의 서비스를 제공할 수 있게 되었다.

Korea Institute of Industry and Technology Information(KINITI) provides the mailing service(Techno-Radar) of information on new technologies, products, and industrial trends to activate information distribution and to build a customer-centered information providing system. The information is classified into the manufacture industry, knowledge industry, and general information. Users can receive these information of their interest via e-mails. This report describes the ways to post information and to register and also emphasizes the importance of providing original materials, analysis and evaluation data of the industries as well as the mailing service to set up a user-centered information service system in the future.

과학기술 분야 학회에서 발생되는 고급 학술정보는 산업ㆍ경제적 측면에서 그 효용 가치가 매우 크다. 따라서 국가 경쟁력 강화를 위해 전략적 차원으로 첨단과학기술정보를 디지털화하여 부존자원화 하고 효율적인 서비스체제를 구축하는 것이 매우 중요하다. 이러한 일련의 과정을 수행하는 것이 학술정보관리시스템이다. 한국과학기술정보연구원에서는 학술정보관리를 위하여 관계형 DB와 KRISTAL-II 기반의 관리시스템을 개발하여 운영하고 있다. 하지만 시스템에 종속적인 메타데이터의 형식과 복잡한 관리 프로세스 그리고 다양하지 못한 검색 서비스 제공과 같은 단점을 가지고 있다. 본 논문에서는 데이터의 저장관리와 빠른 검색을 제공하는 KISTI의 최신 IRMS인 KRISTAL-2002만을 사용하여 새로운 학술정보관리시스템(ACMS)를 설계하고 구현하였다. 또한 ACMS는 학술정보의 처리를 메타데이터의 표준인 XML을 사용함으로써 데이터의 유효성 검증과 타 기관의 상호대차 및 원문 교환을 손쉽게 하였다.

The purpose of this study is to assess the development, current states, and problems of MEDLIS document delivery service. With the analysis of MEDLIS transaction data from 2001 to 2011, we identified continuous usage decrease, unbalanced contribution by type of institution, high dependence on back issues, use differences among subfields of medicine, relatively low success rate, and various reasons for failure. Based on the results, recommendations for the maintenance of union catalog database, technical support for search capability enhancements, establishment of back issue archiving policy, user training and publicity, and membership expansion are suggested to promote the service.

인공지능 기계학습에 의한 한문고전 자동번역기는 승정원일기 뿐만 아니라, 한국 고문헌 중 천문 기록에 특화되어 한자로 된 천문 고전을 한글로 번역해 서비스하고 있다. 한국천문연구원은 한국지능정보사회진흥원이 주관하는 2019년도 Information and Communication Technology 기반 공공서비스 촉진사업에 한국고전번역원과 공동 참여하여 이 자동 번역기 개발을 완료한 것이다. 이 번역기의 개발 목적은 초벌 번역 수준일지라도 문장 형태의 한문을 한글로 자동 번역하는 것이며, 이 연구는 현재 번역기 운용 현황을 서비스 별로 분석하고자 한다. 자동 번역관련 서비스는 크게 3가지이다. 첫째, 누구나 웹 접속을 통해 사용 가능한 한문고전 자동번역 대국민 서비스이다. 1년간 자체 시험을 거쳐 2021년 1월 12일 시험판을 오픈하여 운용 중에 있다. 둘째, 기관별로 구축된 코퍼스와 도메인 특화된 번역 모델 등을 관리할 수 있는 한문고전 자동번역 확산 플랫폼 서비스이다. 대국민 서비스와 함께 클라우드 기반으로 서비스되며, 한국고전번역원이 관리를 담당한다. 셋째, 자동번역 Applied Programmable Interface를 활용한 한국천문연구원 내 자체 활용이 가능한 천문고전 자동번역 서비스이다. 서비스 현황 분석은 기관별 관리 서비스에 해당되는 한문고전 자동번역 확산 플랫폼에서 집계하여 제공하는 대시보드의 통계 기능을 활용한다. 각 서비스별 문장과 파일 번역 이용 건수, 번역 속도, 평균 자수 뿐만 아니라, 번역 모델 프로필에 따른 이용률 분석이 가능하다. 이에 따른 주요 분석 중 하나인 올해 전체 번역 이용 건수는 한 해 각 기관의 평균 방문자수 대비 87% 성과 목표에 해당되는 약 38만 건에 근접할 것으로 예측된다. 이 자동 번역기는 원문 해독 시간을 단축시키는 효과와 함께 미번역 천문 고문헌의 활용성을 높여 다양한 연구에 기여할 것이다.

This study aims to suggest the ways to reinforce academic library's research support services for professors and researchers in Korea. For this purpose, this study collected the development plans of academic libraries in Korea, and analysed the plans for supporting research activities, and also analysed each library's homepage. And this research classified the research support services of academic libraries into eight types for further analysis. The types are 'subject guide', 'academic information literacy', 'research analysis service', 'research consulting', 'research ethics education', 'thesis writing guide', 'bibliography management program', 'interlibrary loan·original text copy'. As a result, it is shown that the most libraries emphasized 'custom-tailored user education' and marked it on development plan. As subsequent plans, libraries provided the action plans of 'expansion of scholarly DB instruction on each subject', 'expansion of custom-tailored research support services', 'construction of research support service system' one after another. This study suggests 'activation of subject guide service', 'expansion of academic information literacy programs for supporting research', 'introduction of research performance analysis services', and 'support for establishment of research ethics' as ways to strengthen academic libraries' research support services.

These days the number of copyright issues concerning libraries is increasing. The reason is a library is the place that collects and uses copyrighted materials. The copyright issues that libraries face will be more radical, because of the growing number of digital media especially appearance of a digital library. To make the current situation better, this study suggests the standard of copyright compliance policy for university libraries in order to serve within the range of copyright law. Copyright compliance policy is a reasonable guideline meeting user's intellectual needs and protecting a copyright holder's right.

In this study, considering the importance of the providing archival information services over the Web in university archives, the evaluation model of the archival information services was proposed by identifying categories and contents of it. Direction for the improvement was proposed by evaluating and analyzing the Web archival information services of some university archives in Korea. Based on the evaluation, the following directions for improvement were suggested. First, the mission and vision of the archives should be established and published over the Web. Second, the introduction to the records catalogues and records collection should be provided in detail on the Web. Third, advanced search and full-text search functions should be provided, as well as the help information for the search methods. Fourth, university archives' Web sites should provide online exhibitions and newsletters of the archives.

The National Assembly record is considered one of the most valuable public records because it has great value as a historical evidence of democracy. Therefore, it is not only used as a reference or evidence for work, but also used for academic purposes. Academic information users can improve their intellectual skills in our society, lead to indirect innovation, and provide customized services to them, which can increase the continuous viewing and utilization rate of records management institutions. Therefore, the purpose of this study was to propose a plan to activate the academic information service of the National Assembly Records Preservation Center, which is in charge of the National Assembly records. To this end, interviews were conducted with practitioners in charge of literature research, case studies, and services at the National Assembly Archives and users of academic information. It proposed improving awareness of the National Assembly Archives, strengthening online services, and customized user services.
