대규모 매립 및 호안 축조를 통한 산업단지 개발사례

  • 온산국가산업단지는 정부의 중화학공업 육성 정책에 따라 1974년 4월에 산업기지 개발구역으로 지정되어 조선, 화학, 정유 등 많은 기업체들이 약 26백만$m^2$ 면적에 입주하여 운영 중이나, 사업영역 및 공장시설 확장과 관련 산업 집적화에 필요한 추가 산업용지 수요가 증대되고 있는 실정이다. 이에 따라 부족한 산업시설용지를 확보하고자 울산만 외역에 대규모 매립 및 호안 축조를 통해 국가산업단지 개발을 추진하게 되었으며, 개발에 따른 계획수립과 개발사업의 개요, 추진과정에서 애로사항 및 대응방안 등 제반 공정현황을 소개하여 기타 해역에서 유사사업을 추진시 참고할 수 있도록 하였다.

  • 여수 국가산업단지(이하 여수산단, 구 여천산단)는 울산지역과 함께 1967년부터 중화학공업 육성을 위한 석유화학단지로 조성되기 시작하였다. 이 지역은 안전사고와 환경오염으로 인한 피해 분쟁이 빈발하였으며, 휘발성유기화합물질 (VOCs)로 인한 대기오염 문제가 최초로 제기된 지역이기도 하다. 이에 따라 환경부에서는 1996년 9월 여수산단을 대기보전특별대책지역으로 지정하고, 석유정제 및 석유화학 제품 제조시설 등에 대하여 VOCs 배출억제 및 방지시설을 설치하도록 하는 한편, 기존 배출시설에 대해서는 엄격한 배출허용기준을, 신규배출시설에 대하여는 특별배출허용기준을 각각 적용하고 있다.   • This study suggest a plan for a small and medium auto parts enterprises in Ulsan Industrial Complex to do cooperation activity for management rationalization. To derive the plan, it is considered that characteristics of auto parts industry, existing status of cooperation activity, and faced problems of the small and medium enterprises in Ulsan area. Suggested plan may be well used for basic information of auto parts company's cooperation, and may contribute to expand cooperation activity.

Identifying Potential Industrial Symbiosis through GIS Based Resource Circulation Information (GIS 기반 자원순환정보 구축을 통한 잠재적 산업공생관계 파악 연구)

  • The objectives of this paper are to introduce the GIS based resource circulation information, and to identify additional(or potential) industrial symbiosis based on existing industrial symbiosis and linkage-pair of industry by material. The resource circulation information contains information of the reuse of materials, water, and energy for all manufacturing companies in Ulsan Metropolitan City. The information can further be classified into the three steps -- input information(raw materials), flow information (products), and output information (by-products). The survey data from 3,768 industries and institutions in Ulsan Metropolitan area were collected and built into the GIS to analyze the mechanism of the industrial symbiosis. The results of this study strongly suggest that there are some additional industrial symbioses using by-products(materials, steam, waste water) and further efforts should be given to make them more effective. We expect that the methodology of building the resource circulation information of this study can be helpful to other local governments that try to build similar system.

Soil Contamination of Heavy Metals in National Industrial Complexes, Korea (국내 주요 국가산업단지에서 중금속에 의한 토양오염)

  • BACKGROUND: Contamination of soils by heavy metals is the serious environmental problem. In particular, industrial processing is one of the main sources of heavy metal contamination. The objective of this study was to investigate the distribution characteristics of heavy metals in soils collected from industrial complex. METHODS AND RESULTS: In this study, the soil contamination and enrichment factor (EF) of heavy metals were investigated in three national industrial complexes such as Yeosu, Ulsan and Sihwa Banwal industrial complexes. The target heavy metals includes Cd, Cu, As, Hg, Pb, Cr, Zn, and Ni. The results showed that the contents of Cd, Hg, Pb, Zn and Ni in Yeosu and the contents of Cu, As and Cr in Sihwa Banwal were higher than in any other industrial complex. The results of principal component analysis(PCA) in Yeosu, Ulsan and Sihwa Banwal complex could be explained up to approximately 81.4, 69.1 and 70.9% by two factor, respectively. Enrichment factors of Cd, Pb and Zn in all the investigated industrial complexes were above 1.0 that was the value judged to be a high contamination. And EF of Cr was above 1.0 in Sihwa Banwal complex. EF of Zn in all sites was generally high from the other heavy metals. CONCLUSION: Therefore, soils maybe significantly affected by heavy metals (especially, Cd, Pb and Zn) present in the emissions from industrial complexes.

우리나라 항만에서의 액체화물 관계 분석

  • 세계의 주요 자원중 하나인 원유는 산업의 가장 기초적인 부분을 담당하고 있다. 대한민국은 대표적인 원유수입국이며 원유 자원 등을 수입을 하지 못한다면 내수 및 가공후 수출에 큰 위험으로 다가온다. 그렇기에 원유 수입 등의 액체화물 수입이 필수적이다. 차별성을 두기위해 액체화물 항만간의 경쟁을 확인하고자 울산, 대산, 여수광양항을 선정하였다. 항만들은 석유화학단지를 보유하고 있는 항만이며 원유는 수입후 정제를 통해 석유정제품, 화학생산공업품의 물품을 생산한다. 시계열 데이터를 이용한 VAR 모형을 이용하였다. 이를 수행하기 위해 단위근 검정을 실시하였으며 토다 야마모토 인과 검정을 통한 항만간의 관계를 확인하였다.

Some Heavy, Metal Concentrations of Seawater and Mytilus coruscus in Ulsan Seaside (울산연안 해수 및 홍합 중의 중금속 함량)

  • To examine the contamination in Ulsan coastal area, some heavy metal concentrations in sea water and Mytilus coruscus have been measured. Sea water samples were collected on April 6 in 1995 and Mytilus coruscus samples were collected on April 2 in 1995. Total number of sea water samples was 26 and that of Mytilus coruscus was 54. The sites where the samples collected were same in sea water and Mytilus coruscus. The method of analysis was atomic absorption spectrophotometer. The results indicated that the heavy metal concentrations of sea water were varied according to the sampling stations. The concentrations of cadmium, manganese, zinc in sea water collected in the coastal area near Mipo complex were higher than those of other coastal areas, and the concentrations of lead in sea water collected in the coastal area near petrochemical complex were higher than those of others. In general the concentrations of lead, zinc, copper in sea water were proportionate to those in Mytilus coruscus. The mean concentration rates of lead, cadmium, manganese in Mytilus coruscus inhabiting in Ulsan coastal area were similar, 1070, 1370 and 1300, respectively. The concentration rate of mercury was 80, the lowest value of other heavy metals, and that of copper was 6940, the highest value. Consequently it seems to be more desirable to use Mytilus coruscus as a sample to examine the contamination of coastal area than sea water.

A Study on the Characteristics of Waste Heat from the Industrial Complexes for Residential and Commercial Sectors (가정.상업부문 이용을 위한 산업체 폐열특성 연구)

  • The characteristics of waste heat effluents from 11 industrial complexes of 7 areas were analyzed to investigate the possibility of waste heat recovery of huge amount of waste heat producing from various industrial complexes. This study presents a part of the research work for the industrial waste heat for development of energy integrated network system in broad city area, which will utilize industrial waste heat for residential and commercial areas, where they are located at some distances from the complexes. The amount of waste heat from the investigated complexes was detected as 148,913 TOE/year. However, It was analyzed 83% of the waste heat was analyzed the temperature range from 0$^{\circ}C$ to 200$^{\circ}C$. Also, it was evaluated that 82% of waste heat was exhausted by flue gases. Especially, the characteristics of waste heat for the areas where most heat concentrated, such as Tae-gu industrial complex, Ul-san petrochemitry complex, Yio-chun petrochemistry complex, and Chun-ju industrial complex were investigated more precisely. Total amount of waste heat discharged from these four areas were analyzed 114,402 TOE/year, which was occupied as 77% of the total waste heat for the studied areas, and 87% of the waste heat from the industries was exhausted by flue gaseous phase and temperature range was from 0$^{\circ}C$ to 200$^{\circ}C$ 18.1 million TOE/year waste heat was released from the fossil fuel power plants, however 95% of waste heat was analyzed as cooling water from surface condensers at power plants. The temperature range was measured from 27$^{\circ}C$ to 34$^{\circ}C$, which are unable to utilize due to its low temperature. Otherwise, 5% (894,800 TOE/year) waste heat released from power plants were observed as flue gas, which temperature ranged from 90$^{\circ}C$ to 170$^{\circ}C$.

  • One of the world's major resources is crude oil, the most fundamental part of the industry. There is no place that does not use crude oil. Petroleum refining products and chemical production industrial products are produced through nearby petrochemical complexes and ports after importing crude oil. There would be a possible relationship among the petrochemical complexes and nearby regional ports working with liquid cargoes. To confirm these relations, Ulsan Port, Daesan Port, and Yeosu Gwangyang Port were selected for this study. A Vector Auto Regressive model using time series data was applied. A Unit Root Test was performed. The relationship was confirmed through the Granger and Toda Yamamoto Causality Test.

김해시의 지역전략산업 육성방안

  • 김해시에는 약 3,000개가 넘는 기계산업을 중심으로한 전국 두 번째로 많은 중소기업이 있다. 김해국제공항이 10km 이내에 있으며, 부산항과 마산항, 가덕신항만이 자동차로 30분 거리에 있고 서울, 대구, 광주로 가는 고속도로와 울산, 양산, 부산, 창원, 진주를 잇는 동남 공업벨트의 중심지로서 사통팔달의 최적 교통조건을 갖추고 있다. 또 남해바다 해양성기후의 영향을 받아, 화훼, 과수, 채소 등의 신선농산물 재배에도 최적이며 공항을 통해서 50분 거리의 후꾸오까와, 70분 거리에 있는 동경에 이들 농산물의 신속한 수출도 용이하다. 한편 김해시는 가락국의 가야문화권 중심도시로 국립김해박물과의 개관, 문화유적의 복원 등으로 관광도시의 면모도 갖추어 가고 있다. 김해시는 이러한 입지적 요건을 최대한 활용하여 다음과 같은 지역전략산업을 육성하여야 할 것이다. 첫째, 기존의 기계 자동차 금속산업은 지식집약형 기계산업(정밀의료기기 및 첨단 자동차부품포함)으로 특화하여야 할 것이다. 둘째, 화훼 및 농산물수출은 현대화된 재배시설 및 유통시설의 조성, 수출전문생산단지 조성, 대체에너지의 개발 등으로 수출경쟁력을 제고시켜야 할 것이다. 셋째, 기존 기계산업을 정보기술산업과 접목시키는 벤처기업의 육성으로 장기적으로는 하청구조의 산업구조톨 지양하고 기술개발을 통해 경쟁력있는 중소기업을 육성시켜야 할 것이다. 넷째, 유적, 화훼 등의 관광자원을 개발하여 부산과 제주도를 잇는 관광도시로 육성시켜야 할 것이다. 끝으로 인제대학의 특성화분야인 의생명공학을 중심으로 우리나라 최초의 헬씨어밸리(healthier valley)조성올 통해 생물 건강소재산업을 개발하는 것이 바람직 할 것이다. 이상의 특화산업들이 산업연관 효과를 가지고 조화있는 발전을 할 때 21세기의 경쟁력 있는 김해시 건설이 가능할 것이다.
