Space agencies such as NASA, ESA, and the US military provide guidelines and standards for PA(product assurance) requirements and plans. In recent years, major satellite manufacturers around the world have been mitigating PA requirements and processes by tailoring. PA tailoring has been implemented to improve the cost and schedule efficiency. PA tailoring can be accomplished based on various factors such as mission, classification of mission risk, complexity, development cost, life cycle, etc. In this study, PA tasks according to the mission risk classification proposed by NASA are investigated, and the tailoring method is suggested for the optimization of the development cost and schedule. In particular, the classification of mission risk for the satellites under development or operation in Korea is performed, and PA characteristics in accordance with mission risk are analyzed.

Demand for spectrum resources is increasing with the development of mobile telecommunications and so is their economic value. As a way to enhance the economic efficiency of use of spectrum resources, many countries have focused on the management of public and broadcasting spectrums which have traditionally been undercharged compared to their economic values. In this paper, we discuss the economic value valuation of the frequencies for the fisheries communications. The estimated value is the average value of the total equipment cost of the mobile communication services that their service coverage is nation-wide, and the value that adjusted the auction price for the LTE service frequencies in 2011 to the characteristics of fisheries communications.

In this paper, we propose "flexible routing with flex" to provide fast delivery by using the flexible routing for the delivery vehicle and crowd-shipper named flex. To this end, we have introduced an algorithm that can build the delivery plan for delivery vehicles and flexes. The introduced algorithm uses the 2-opt algorithm to construct routes with low complexity and acceptable quality, and the revised saving algorithm to assign customer orders to the flex. The algorithm allows the vehicle and the flex to function complement each other without separating the delivery vehicle from the flex. The experiments consider the 3 different instances named Random, Mixed, Cluster, and show that "the flexible routing with flex" has a better result than "vehicle only". The sensitivity analysis of the flex cost and time penalty shows "the flexible routing with flex" can provide better service not only to the customers who are serviced by flex but also to the customers who are serviced by the delivery vehicle.

This paper analyzes the effect of profit incentives within the setting of bounty open source project. A simple decision-making model based on classical utility maximization is presented for open source developers that includes income effects from the bounty prize. We then simulate the decisions of multiple developers to assess the effect from the bounty prize. Our result shows that learning costs can greatly reduce the software quality improvement benefit from bounty project. It also suggests that open source projects can benefit more when they have multiple small bounty projects than a single large bounty project since it reduces the learning cost and the opportunity cost for the open source developers.

Defense R&D is a key process for securing weapons systems determined by mid- and long-term needs to cope with changing future battlefield environments. In particular, the test and evaluation provides information necessary to determine whether or not to switch to mass production as the last gateway to research and development of weapons systems and plays an important role in ensuring performance linked to the life cycle of weapons systems. Meanwhile, if you look at the recent changes in the operational environment of the Korean Peninsula and the defense acquisition environment, you can see three main characteristics. First of all, continuous safety accidents occurred during the operation of the weapon system, which increased social interest in the safety of combatants, and the efficient execution of the limited defense budget is required as acquisition costs increase. In addition, strategic approaches are needed to respond to future battlefield environments such as robots, autonomous weapons systems (RAS), and cyber security test and evaluation. Therefore, in this study, we would like to present strategies for improving the testing and evaluation of weapons systems by considering the characteristics of the security environment that has changed recently. To this end, the improvement strategy was derived by analyzing the complementary elements of the current weapon system operational test and evaluation system in a multi-dimensional model and prioritized through the hierarchical analysis method (AHP).

CALS는 제품의 라이프 사이클과 관련한 정보를 표준화하고 이를 관련 정부 및 기업 간에 상호 교환 및 공유하여 효율을 증가시키고 비용을 절감하자는 것으로 가상 공간에서의 기업 통합 및 가상 기업을 목표로 하고 있다. 이러한 기업 통합 및 가상 기업 구성을 위한 기업 간의 정보는 데이터 소스의 형태로 이질적이고 분산된 환경 하에서 독자적으로 존재하며 자율성을 가지고 운영된다. 따라서, 이질적인 기업 간 정보에 대한 통합 뷰를 제공할 수 있는 CALS 통합 데이터베이스 기술이 필요하다. 본 연구에서는 데이터 소스에 대한 이질성을 플랫폼 수준, 데이터베이스 관리 시스템 수준, 그리고 시멘틱 수준으로 구분하고 분산 환경하의 이질성을 해소하는 프로토타입을 제안한다. 제안된 프로토타입은 분산 객체 컴퓨팅 환경을 기반으로 구축되었으며, 인터넷 환경하에서 운용될 수 있도록 Object Web으로 구성되었다.

최근 급격히 증가하고 있는 모바일 데이터 트래픽으로 인하여 이를 효과적으로 수용할 수 있는 수동형 광 가입자망(PON: Passive Optical Network) 기술에 대한 요구사항도 높아져가고 있다. 특히, 서비스 제공 시간을 줄이고 망 신뢰성을 향상시키며 망 운용관리 비용을 줄이기 위하여 PON 인프라인 광 분배망(ODN: Optical Distribution Network) 링크에 대한 실시간 장애 검출 기술과 물리적 광 커넥션의 자동인식 및 통합관리 기술에 활발한 연구 및 표준화가 진행 중이다. 본고에서는 PON 링크의 실시간 장애 검출 기술 및 광 분배망 자동인식/통합관리 기술동향에 대하여 소개하고 연계된 국제 표준화 진행사항에 대해 알아본다. 마지막으로 ETRI에서 연구 개발 중인 스마트 RN(Remote Node) 기술에 대해 기술한다. 스마트 RN 기술은 장거리(60Km 이상), 고분기(128분기 이상) 추세로 진화되고 있는 PON망에 적용하여 자동화된 광계층의 장애 검출 및 ODN 인프라 자동인식/통합관리 기능을 제공한다.

현재 인터넷 상에서 급속하게 전자 상거래가 이루어지고 있으나, 아직까지 신용 카드에 의한 초보적인 온라인 거래에 불과할 뿐, 본격적인 전자상거래가 이루어지지 않고 있다. 그러나 기반 관련 기술과 법규가 표준으로 채택된다면, 빠른 시간 안에 전자 상거래의 기술적 진보가 이루어 질 수 있으며, 또한 관련 어플리케이션도 무수히 많이 개발될 것으로 예상된다. 이런 전자 상거래 관련 어플리케이션의 개발에 있어서 경쟁력은 빠르고도 범용적인 개발을 할 수 있는 플랫폼을 개발하는 것이다. 전자 상거래 플랫폼은 어플리케이션의 개발 기간을 단축하여 Time-To-Market을 줄이며, 개발비용의 감소와 상품 및 전자상거래 서비스를 단기간에 제공할 수 있다. 범용적인 플랫폼의 개발에 있어서 인터넷의 성능을 크게 좌우할 수 있는 것은 대량의 멀티미디어 데이터를 어떻게 빠르게 전송할 수 있는가를 설계하는 것이며, 또한 전송된 멀티미디어 데이터를 각각의 클라이언트에서 효율적으로 네트워크 트래픽(Network Traffic) 없이 운용할 수 있는 설계 기법을 제시한다.

포항가속기연구소 PLS-II 저장링에 설치 운용을 위한 타원편광 언듈레이터(EPU114)용 초고진공 진공 챔버는 전체를 기계가공 후 용접하여 제작하는 기존의 방식을 바꾸어 알루미늄 압출 공법을 적용한 진공 챔버의 개발과 본제품 제작을 완료하였다. 압출 공법을 이용한 초고진공용 진공 챔버 제작은 기계가공 및 용접비용의 절감과 동일 형상의 진공 챔버를 상대적으로 쉽게 대량 생산을 할 수 있는 장점이 있다. 알루미늄 압출형 초고진공 진공 챔버의 기계, 진공 특성을 달성하기 위하여 정밀금형 제작기술, 특수압출기술, 표면처리기술 등이 필수적이다. 본 발표에서는 초고진공 진공 챔버 개발을 위하여 적용된 압출 공법의 소개와 함께 압출 공법이 적용된 타원편광 언듈레이터(EPU114)진공 챔버의 제작, 초고진공 진공달성, 설치 등의 과정을 내용으로 한다.
