A Study on the Revision of Regulations for Effective Operation of Anchorage (정박지의 효율적 운영을 위한 세칙 개정방안)

  • The criteria of operating anchorage and the unit of anchorage capacity have not been unified and the different terms have been used in same matters in each regulations related to the anchorages provided in major domestic ports. The competent authorities and vessels which are going to use anchorages are confused due to those situations. This paper suggests the schemes to unify criteria of operating anchorage, the unit of anchorage capacity and terms used in same matters through reviewing the anchorage operating regulations provided in major domestic ports. In addition, this paper suggests that the principles of anchorage naming, the unit of anchorage capacity and the number of vessels that can be accommodated should be established at the next revision of regulations through reviewing the status of anchorages in major foreign ports to minimize the confusion on operating anchorages.

  • 협회는 표준화 최고 의결기구인 기술총회 제7차 회의를 지난 11월 24일 한국통신연구개발단 세미나실에서 갖고 단체표준 39건과 기술총회 운영세칙 개정(안) 그리고 ''94년도 표준화 과제(안)을 의결하였다. 기술총회 위원과 분과위원회 위원 등을 포함하여 50여명의 관계자들이 참석한 가운데, 협회 문영환 사무총장은 국내 통신기술의 발전을 위해 노고를 아끼지 않으신 여러 위원들의 노고를 치하하며, 국제표준화 활동의 적극 참여는 통신산업의 국제화를 위해 반드시 필요하다는 것을 강조하면서 산$\cdot$$\cdot$연 전문가 여러분들의 적극적인 참여와 꾸준한 노력을 다시 한번 당부하였다. 이번 총회는 최상일 기술총회 의장의 선언으로 개회되어, 장명국 표준화2국장의 TTA표준 제정절차 소개와 국가권고표준 신청에 대한 결과보고가 있었으며, 각 위원회별로 제출한 TTA 단체표준(안)에 대한 실무위원장들의 요약보고에 따른 의제 토의활동에 들어갔다. 본고에서는 제7차 기술총회 의결안건으로 제안된 단체표준(안), 기술총회 운영세칙(안) 및 ''94년도 표준화과제 승인(안)과 ''93년도 표준화 추진현황 내용을 간략히 소개한다.

Study on the Improvement of the Ship Capacity Standard of Korean Harbour Facilities based on the Gross Tonnage - Focused on Anchorage among Water Facilities - (총톤수 중심으로 지정된 국내 항만시설의 선박수용능력 산정기준 개선방안에 관한 고찰 - 수역시설 중 정박지를 중심으로 -)

  • The anchorage among harbour facilities should ensure sufficient water surface area for safe anchoring. A general method is to consider the L.O.A of the target ship and the depth and bottom quality of anchorage to calculate the water surface area of anchorage. However, the gross tonnage is used as a unit of the ship capacity standard of anchorage based on the detailed rules for harbour facilities operation in Korea. In this study, the gross tonnage is converted to L.O.A to calculate the actual anchoring radius of the target ship. This actual anchoring radius exceeds at 25 anchorages (among 90 anchorages) compared with the designated water surface area. Therefore, as an improvement plan of the ship capacity standard for anchorage, L.O.A should be used as a unit for anchorage based on the detailed rules for harbour facilities operation and related Korean maritime laws.

  • KoRail establishes "Guideline for earthquake acceleration measuring instrument and operation." and applies the management of the rapid transit railroad. KoRail manages the trains by train driving patterns subjected to the train operating know-how for the safety against the earthquake hazards. This paper introduces the case studies on bench blast and tunnel blast designs considering a rapid transit railroad.

  • 대부분의 기관들은 악의적인 행위들을 포착하거나 시스템과 데이터를 보호하고 사고에 대응하기 위한 시도들을 지원하기 위해 몇 가지 형태의 네트워크 기반 보안솔루션을 사용하고 있다. 하지만 기존 네트워크 레벨 보안의 한계로 인하여 시스템 상에서 일어나는 행위를 제어하기 위한 차세대 보안솔루션으로 보안운영체제를 도입하고 있다. 최근에는 전자금융거래법 등의 세칙에 의해 정보처리 시스템 내의 정보의 유출, 변조 및 파괴 등을 보호하는 것은 물론 세부 작업 내역의 로깅에 대한 요구가 지속적으로 증가하고 있다. 이에 본 논문에서는 보안레이블에 의한 시스템 보안 강화 기술을 소개하고 강제적 접근 제어 결과에 의해 생성되는 보안 로그에 대한 구체적인 관리 전략을 제시한다.

Standards for the Use of Tugboats owing to the Increase in the Size of Ships - Focusing on the Busan New Port - (선박 대형화에 따른 예선 사용 기준에 관한 연구 - 부산 신항을 중심으로 -)

  • In 2020, 24,000 TEU ultra-large container ships began arriving at the Busan New Port. In this study, the wind pressure and hydraulic force acting on the hull were calculated to obtain the horsepower required for the tugboats for safe berthing and unberthing of a 24,000 TEU ultra-large container ship at the Busan New Port. When the wind speed is 10 m/s (20 kts), 13,000 TEU container ships meet the tug horsepower standard of the current Busan port tugboat operation rules, but 16,000 TEU and 24,000 TEU container ships do not satisfy the regulations. Therefore, it was proposed to raise the standards for tugboat use by dividing the size of ships of "G/T 150,000 tons or more," which is the largest vessel under the current tugboat use standards, into two stages. Because 140,000 tons requires 12,100 horsepower, 170,000 tons requires 14,500 horsepower, and 230,000 tons requires 18,000 horsepower, the study proposed 16,000 horsepower for 150,000 to less than 200,000 tons and 18,000 horsepower for 200,000 tons or more for the use of tugboats.

A Study on the Criteria of Tugboat Requirement in Domestic Trading Ports (국내 무역항의 예선 사용기준에 관한 고찰)

  • The criteria of tugboat requirement in domestic trading ports have been determined by the administrator of regional maritime affairs and port office on the basis of the regulations for the tugboat operations and management. But, there is a little confusion that the criteria of tugboat requirement and method for calculation of them are different from port to port and total power calculated on the basis of power per tugboat requirements by the number of tugs is not in accordance with total required power for the use of tug in several ports. The comparison of tugboat requirements among domestic major ports showed that it should be necessary for the criteria to be made in unified form. Because the current criteria are only on the basis q the ordinary condition with wind velocity under 10m/s, the criteria on the condition of the wind velocity over 10m/s are suggested to be necessary for the precautions against a disaster such as unexpected strong winds or typhoon.
