Using data envelopment analysis, this paper annually estimates Malmquist total factor productivity indices and decomposes them into productive efficiency change, technical change, and scale change components for three publicly-owned rail transit properties: the Seoul Subway Corporation(SSC), the Seoul Metropolitan Electrified Railways Sector of Korea National Railroad (SMESRS) and the Busan Urban Transit Authority (BUTA). The paper then conceptualizes that the property produces a single output(car-kilometers) using four inputs(labor, electricity, car and maintenance, and track) and uses unbalanced panel data consisted of annual observations on SSC, SMESRS and BUTA. The results show that the average annual growth rate of productivity of the three properties is 6.6 percent, which is 0.5 percent less than the average annual increasing rate of their labor price. They also show that the greatest part of the growth in productivity is explained by technical change and to a lesser degree by scale change and changes in productive efficiency though each of the three components contributes more than 20 percent to the growth in productivity, These results suggest that the three properties should base the increasing rate of their wages on the growth rate of their productivity and utilize existing technologies more efficiently prior to introducing new ones to raise their productivity, and that all the three components should be considered to evaluate their productivity more correctly.

The purpose of this study is to understand the educational types and educational status of institutions that operate virtual training contents distributed by K University's Online Lifelong Education Center and to examine the role and improvement measures of institutions that supply virtual training contents. To this end, a survey was conducted on 56 institutions that operate virtual training contents distributed by K University's Online Lifelong Education Center in 2020, and a survey of 44 institutions that responded finally was analyzed. The analysis results are as follows. First, virtual training education media responded that a total of 52 courses were applied to the content process using PC, the theory+virtual training type is the most, and one to two weeks of practice period were the most. In addition, when looking at the current status of education, the subjects of virtual training were mainly students, and the institution itself recruited, and the largest number of respondents was 1-20, the number of courses opened was 1-3, and the number of teachers and instructors in charge was 1-3. Second, they responded that it is necessary to develop various virtual training contents as a virtual training content supply institution, present ways to apply and utilize virtual training curriculum, and improve the quality of virtual training content. Third, as an improvement plan for virtual training content distribution institutions, it demanded strengthening the linkage of virtual training content, training using virtual training content by teachers and instructors, suggesting various virtual training content linkage, and strengthening virtual training content quality management. Therefore, this study is meaningful in that it identified the overall operation status and status of virtual training content management institutions and examined ways to establish and improve the role of public virtual training supply institutions.

This study analyzed whether the difference in the management and rulings of the information disclosure deliberative committees (IDDCs) is between the central agency and the local agency. This study found that first, the IDDC of the local agency had a more desirable meeting format and committee composition than that of the central agency. However, there were less differences in the IDCC rulings between the two agencies. Second, the IDDCs of the central agency and the local agency were influenced by different factors. Third, the change of the political regime strongly influenced the IDDCs meeting format and rulings in the central government. However, it rarely influenced the IDDCs of the local government. A comparative analysis showed that there were differences in the management and rulings of the IDDCs between the central agency and the local agency. With these findings, the study concluded that the IDDCs of the two agencies need to be approached differently.

Domestic urban railway are operated by urban railway operating public enterprises, which are owned by the 6 major metropolitan local governments and private operating companies, which are established under the Private Investment Act. Among urban railway operating companies, several public enterprises that operate urban railways with many experience, performance, human resources, and public nature are making efforts to promote overseas business. Therefore, this study examines the outlook for railway and urban railway overseas business, and provides implications for the overseas business approach of domestic urban railway operating public enterprises through data research and comparative analysis on the overseas business approaches and overseas business characteristics of domestic and foreign urban railway operating public enterprises. The results were derived and suggestions for the direction of overseas business were presented. I expect that suggestions will serve as a reference for domestic urban railway operators to promote overseas projects with preparation, implementation plan and direction.

2000년대에 들어오면서 전자정부 구현의 일환으로 중앙부처를 중심으로 전자문서관리시스템의 사용이 의무화되었다. 2004년 '공공기관의 기록물관리에 관한 법률'에서 공공기관으로 규정된 국내의 모든 기관에서 전자문서시스템을 사용하기 시작하였고, 다가오는 2005년부터 자료관시스템의 도입이 의무화됨에 따라 국내의 공공기관에서 전자문서관리시스템의 사용은 더욱 확산될 전망이다 본 연구에서는 자료관시스템의 효율적인 도입 및 운영에 대한 구체적인 방안을 제시하기 위하여 먼저 미국, 영국, 캐나다, 호주, 일본 등의 국가에서 이미 시행되고 있는 관련 시스템과 2003년 8원 정부기록보존소에서 제시한 '행정기관의 자료관시스템 규격'및 이를 근거로 하여 행정자치부로부터 인증 받은17개의 자료관시스템에 대해 살펴보았다. 또한 인증 받은 시스템을 도입하여 사용 중에 있는 4 군데의 시범 기관의 운영 사례를 시스템 자체의 문제점, 운영상의 문제점, 관리상의 문재점 등에 초점을 맞추어 살펴봄으로써 현행 자료관시스템 규격의 개선점 및 자료관시스템 운영에 있어서의 필수적인요건을 제시하였다.

The Advanced countries including Japan, USA and European countries are adopting automatic system(e.g., auto-measurement using CCD camera) for measuring pantograph sliding plate and wheel abrasion to minimize manpower for E.M.U(Electric Multiple Unit) inspection and maintenance as part of management rationalization of railroad Corporation since late 1980's. In Korea, as part of scheme of business rationalization, automatic system for measuring pantograph sliding plate and wheel abrasion started to draw industry attention since late 1990s, and the system started to be installed in newly built depots of Korea Railroad Corporation since 2002. This study hopefully provides the base for realizing business rationalization and applying the advanced technology developed by Korea, the country of powerful IT basis, to overseas railroad organizations by examining automatic system for measuring pantograph sliding plate abrasion using existing CCD cameras produced domestically and in foreign countries to study cases(organizations in Korea) for improvement of measurement, management and inspection of pantograph sliding plate abrasion using CCD cameras with new cutting-edge technology; and by applying the study result to railroad organizations in metropolitan areas in Korea.

As circumstances of scholarly communication have been changed over time, there is a growing interest among academic institutions in collecting, preserving, and creating value-added services from digital contents being created by members of the academic community. The purpose of this study is to build an open access based Institutional Repository(IR) in the university for scholarly communication. For this study, this paper analyzes the example of, and makes a full range of process and implementation plan, and then suggests a realistic model of IR which is for dissertations/theses, academic journals, working papers, etc. The intellectual property right issues related to IR are also discussed.

A total of 133 defense records centers exist in the country, and checking their common problems, as well as the inherent problems and strategies of individual archives, is necessary to solve them. The Strategic Management Model of the defense records centers is a tool developed to check the archives' operational problems and solve them strategically. The researchers tried to help the military records centers in checking the problems and obtaining the strategic judgment of the commander to improve their work process. This study proposes the use of the model in individual defense records centers that establish midand long-term development plans with policy agencies, such as the Ministry of National Defense, to establish a records management policy and improve the said records centers. Based on literature studies, 67 items were developed in seven areas, reflecting the characteristics of experts' verification, statistical analysis, and defense records centers. This study also proposes the improvement of the records centers' strategy by citing cases that exhibit the use of the strategic operation model by the Ministry of National Defense.

This research is objective that we investigate the effects of transformational leadership type of the head of pre-school institution on its operation and management. In order to test, we selected the subject of 200 teachers at 50 preschools in Seoul city randomly and we measured leadership type of the head and the level of its operation and management to 174 pre-school teachers. Based on the collected questionnaire, simple correlation and multiple regression analyses were conducted to produce the following results: First, analyzed result, participants were higher recognition that the relationship between the institution head's transformational leadership and its operation and management, and between the two variable were significant static positive correlation. Second, we analyzed the difference between type of transformational leadership to the institution head's perceived by its teachers individuals variables. As a results, we found that the academic ability(a college to university graduation) was significant the ethical leadership and teachers gives a positive evaluation on the head's transformational leadership regardless of the teacher's background variables. Third, we analyzed the transformational leadership affect institution on its operation and management. its results, the transformational leadership was significant on its operation and management. In particular, it were affect according to the order, political leadership, educational leadership, cultural leadership. Our finding contribute that pre-school institution have to change consistently, and were asked higher quality by enhancing competition, politics and its operation and management. in order to it is important that there is transformational leadership of the head.

'정부출연연구기관 등의 설립ㆍ운영 및 육성에 관한 법률'이 시행 공포(1월29일)됨에 따라 연합이사회 체제가 출범되었다. 우리나라 연구개발체제에 일대 혁명으로까지 받아들여지고 있는 정부출연연구기관 연합이사회의 운영방식과 이에 수반되는 문제와 개선점 그리고 선진 여러 나라의 사례를 점검해 보았다.
