해운이슈 - 한국신용평가, '풍전등화 국내 해운업계, 본원적 대책 마련 시급' 발표

  • 발주잔량의 감소와 세계경기 회복기조 등을 감안할 때, 수급여건은 저점에 근접해 있다. 그러나, 해상물동량 증가율의 둔화, 대형선박 위주로 되살아난 발주 등을 감안할 때, 운임지수 등 시황회복은 상대적으로 느리게 진행될 전망이다. 2012년부터 상위선사의 뚜렷한 실적차별화가 나타나고 있으며, 국내선사는 상대적으로 취약한 선종다각화와 자본력, 계열 및 정부의 저조한 지원 등으로 금융위기 이후 재무구조가 가장 큰 폭으로 악화되었다. 상위선사의 실적우위는 일시적 차이가 아닌 선박의 대형화와 높은 연료효율성, 우수한 글로벌 네트워크 등 구조적 원가경쟁력의 차이에 기인하고 있다. 상위 3개 선사는 초대형선박의 추가인수와 P3 Network 구축으로 원가경쟁력이 더욱 향상될 전망이며, 재무여력을 갖춘 경쟁선사들도 선박가격이 낮은 상황에서 고효율의 대형선박을 발주, 원가경쟁력을 제고하고 있다. 반면에 호황기 고가에 선박을 확보한 국내선사는 과중한 재무부담으로 인해 선박대형화와 글로벌 네트워크 구축에 동침하지 못하고 있어 원가경쟁력의 차이는 더욱 심화될 전망이다. 더딘 시황회복과 상위선사의 단위당 운송비(Unit Cost) 하락 등을 감안할 때, 빠른 시일 내에 운임상승을 통한 큰 폭의 성과개선을 기대하기 어렵고, 과중한 재무부담은 투자여력의 위축으로 이어지고 있다. 여기에 중국 유럽선사가 정부로부터 대규모의 직접적 지원(대출, 지급보증)을 제공받고 있는데 반하여, 우리 정부는 장기적 관점의 지원이나 대책을 유보한 채, 제한된 유동성 지원만을 하고 있다. 재무부담에 따른 악순환을 깨고 원가경쟁력을 확보하기 위해선, 비핵심자산 매각, 자본유치 등 구조조정을 통한 재무구조 개선, 투자여력 확보를 통한 글로벌 경쟁력 회복, 정부차원의 지원과 조정 등 가능한 모든 방안을 총 동원하여 재무구조를 개선하고 투지에 나서는 것이 시급하다. 하지만, 불황으로 체력이 소진된 해운사의 자체적인 노력만으로는 한계가 있다. 기간산업의 국가경쟁력 차원에서 국내 선사의 자체노력은 물론, 정부 또는 금융기관 등 유관기관들의 확실한 지원이나 의사결정이 필요한 시점이다. 그렇지 않을 경우 국내 해운산업은 어두운 터널의 끝을 벗어나지 못하고 글로벌 경쟁사와의 격차는 더욱 벌어지게 될 것이다. 다음은 한국신용평가에서 발표한 "풍전등화 국내 해운업계, 본원적 대책 마련 시급"의 주요 내용을 요약 정리한 것이다.

A Study on the Outcome of International Trade Practice in Commitment of Electronic Trade (전자무역의 몰입이 무역업무성과에 미치는 영향에 관한 연구)

  • This study tried to analyzed the relationship outcome and commitment in order to suggest to a outcome for commitment decision-making of e-trade. 6 hypothesis were constructed for analysis based on previous literature review. The subject of this study is to analyse on electronic trade practice outcome on the international trade practice commitment. This paper investigates the outcome determinants of e-trade commitment. There are 250 sended samples and 188 returns, 168 of them are analyzed on commitment for a electronic trade outcome. The first, multiple regression result shows that the international trade practice outcome are positively affected by the "Overseas market research commitment", "e-L/C Practice commitment", "Clearance Practice commitment", "e-B/L or global logistic commitment", "Payment or e-Nego commitment". However, The "Commerce practice commitment" factors does not affect in the electronic trade practice outcome.

  • I proposed small ambulatory robot actuators using piezoelectric benders. In order to make the motion of the biomimetic robot legs similar to the movements of the cockroaches or similar insects, two pairs of legs in the diagonal direction in the four leg structures are required to make the same movement. And elliptical displacement is realized by taking into account horizontal and vertical displacement of multimode oscillations and driving them by electrical signals with differences step by step, for example of 90° the T-shaped robot actuator showed wide range of speed (From 2 mm/sec. up to 266 mm/sec.) and ability of transportation (up to 10 g with 50 mm/s). Locomotive performance of the robot was competitive to the preceding robots, and moreover, the modular type actuators of a segmented myriapods robot could be added and removed for different tasks or performances.

  • Korea has achieved a remarkable growth by pursuing externally-oriented growth policy since 1960s. That is, we imported raw materials and spare parts, manufactured them into products and exported them, which led to successful economic development. Therefore, our marine business has played an important roles as one of key industries. The development of marine business has contributed to efficient distribution and cost reduction in addition to production of added value and creation of employment creation, which improved external competitive power. In spite of economic importance of marine business, national perception on it is in general low and its developmental conditions are considerably poor. Therefore, this study aims to speculate the effect of Port-related business on regional economy using regional input-output tables.

  • The increase of international and domestic trade according to global industrialization and economic growth has raised the national logistic cost in connection with physical distribution of articles. In order to reduce these costs and rise up national industrial competitiveness, Korea has also tried to improve the efficiency of logistics with various methods as advanced countries did. Especially, Korea government has decided standard dimension of pallets with T11 ($1100{\times}1100mm$) on the basis of unit load system in early 2000s, and certification program for logistics equipments has been operated to keep up the compatibility for the equipments and packaging with modulation of T11. Consequently, this certification program has contributed to extend standardization for logistics and to grow up 3 party logistics, but compared with advanced countries, the rate of national logistics cost to GDP (gross domestic product) still shows about 3% gap as demands for certification have been decreased in the recent. In this study, therefore, we proposed the development of logistics certification system based on social needs as a policy device to activate logistic industry as well as improve the efficiency of national logistics after we had analyzed all of certification programs for logistics being run in Korea. Namely, the first is the development of certification project for Northeast Asia's logistics corresponding to necessity for applying returnable transport system according to increasing the amount of trade between Northeast Asia's countries. The second is the development of certification project for safe transportation of packaging corresponding to costumer's needs for safe transit according to the growth of electronic commerce and the increase of global distribution.

  • We call this world network society. Logistics is one of important network systems which connect people, materials and information. The World Economy Conditions of 21st Century has been Changed so rapidly. These Changes are more conspicuous in Northeast Asia than other Regions. China, North Korea and Russia have reformed their Economical and Social Systems, which enlarged the Trade Volume and Traffic Demand in this Area and between Europe. The Railway System Crossing the Eurasia Continent, such as TSR(Trans Siberian Railway), TCR(Trans China Railway), TMR(Trans Manchuria Railway), TMGR(Trans Mongolia Railway) and TKR(Trans Korea Railway), have been becoming very important to enhance the International Transportation efficiency and to connect each continents by International Railways. This Paper investigated and surveyed the logistical Environments surrounding this Korea Peninsula. And concerned with the Crossing Continents Railway, TSR,TCR(TMR, TMGR), TKR, operating Conditions and Tasks that must be considered and solved were also investigated. Especially the Current Logistical Conditions of China, Russia, and North Korea and their Problems were surveyed. And the SWOT of these Railways were analyzed and compared. The Visions and Goals of these Inter-Continental Railways were suggested in terms of their Rationalization of Operations and efficient Connections among many Countries. Not only the Policies and Strategies/Tactics which should be considered but also and Many detail countermeasures which should be introduced and adopted were suggested.

  • By reviewing domestic and international papers, this study examines various fields in which drones are used, and based on the results, fields are suggested in which drones can be used for the work of firefighters. Overall, the research results show that drones are most commonly used for search (51%), disaster and fire monitoring (35%), and delivery (14%). Specifically, in the search field, using a drone is more efficient in terms of manpower, equipment, time, and cost than using people, which is the current practice. Secondly, in disaster and fire monitoring, drones can analyze and identify disasters and fire sites in real time. Therefore, it was confirmed that the use of drones is helpful in securing the safety of firefighters and identifying a disaster site. Third, research in logistics shows that drones can secure the so-called golden time in emergency situations by delivering rescue and relief supplies, emergency medicine, and blood in short order. In a rapidly changing disaster environment, and considering aging in firefighters, this study is meaningful in that it promotes drone utilization in the firefighting field by investigating basic data on drone utilization plans.

  • The first successful sustained powered flight by Wright Brothers was further extended to the rapid development of aviation technology, that led to transpacific flights, the invention of supersonic planes, and enabled hundreds of people to travel in the space, in addition to the fact that around 10 people had stepped on the moon, all of which were made possible within the very same century. However, on the back side of this most wondrous human technology, the vulnerableness to the aviation accident has been constantly accompanied with, right from the very beginning stage of the aircraft development. Moreover, the development of future aircraft is being focused on the aircraft performance, the increment of the number of passengers aboard and also its speed. In proportion to these phenomena of mega sizing the aircraft, the development of new technology and the increment of air traffic volume, the number of aviation accident is expected to augment, resulting in the enormous loss of human lives and properties. In order to prevent the disastrous aviation accident as such, it is essential to conduct the accident investigation in a specialized, systematic and scientific manner. In search for the method to attain the effective function of the aviation accident investigation organization, in this study, issues were examined as follows: The full-time Board Members and the establishment of an integrated investigation agency, The systematized security of status as an accident investigator, Inclusion of a human factors specialist in the investigator group organization, liability limit of an accident investigator Stipulation of the definition and the investigation scope of an accident and serious incident, along with the main body of conducting the investigation into the accident involving both civil and public aircraft, in the regulations related to the accident investigation.

  • Due to the 4th Industrial Revolution announced at the Davos Forum, the World Economic Forum, in 2016, industrial trends around the world are changing rapidly and intelligently. Among them, the digital twin is drawing attention from all industries as a groundbreaking technology that reduces unnecessary costs and trial and error by implementing real objects, systems, and environments in the same way in the real virtual world and using them to perform simulation analysis. In particular, there is a lot of interest in the application of digital twin technology in solving ports safety and efficiency challenges at once. However, there is a lack of in-depth research for the application of digital twin technology in the port, and in particular, there is a lack of research on measurable data for the implementation of the digital twin in ports. The purpose of this study was to increase granularity and connectivity through measurable data investigation for the application of digital twin technology at container ports. Based on the study results, data factors for container port application were classified into crane data, operational data, physical data, and transportation data, and factor composition, correlation with factors, and fitness were confirmed through confirmatory factor analysis.

  • 1856년 7월7일 영국에서 에드워드 찰스 힐리 와 에드워드 엘리스 알렌(Edward Charles Healey & Edward Ellis Allen)에 의해 골판지가 처음 발명되었고, 15년후인 1871년12월19일에 현재의 골판지상자 형태의 특허가 미국의 알버트. L. 존스(Albert. L.Jones)에게 취득된지 130여년이상이 지난 이 시대에는 실로 다양한 분야에서 골판지를 사용하고 있지만, 주 사용분야는 포장산업의 분야이다. 과거에는 포장의 주목적은 첫째 포장 내용물(상품)의 보호 둘째 상품의 운송과 적재 및 취급의 편리성 셋째 상품 구매동기 유발의 순서이었으나 최근에는 첫째와 둘째의 목적은 필수불가결한 것이고 세번째의 상품 구매동기 유발의 목적에 더 큰 비중이 있는 추세이다. 따라서 포장재의 규격은 생산자의 입장에서는 보다 단순해지고 규격화 되는 것이 생산코스트의 절감과 생산성향상의 지름길이지만(그러나 더욱 복잡해지고 비규격화 되는 것이 제품 부가가치가 더 높을 수도 있기 때문에 여기에는 보다 신중한 판단이 필요하다.) 각종 통신기술, 인터넷과 I.T산업의 발달과 더불어 소비자가 언제라도 상품의 다양한 정보에 쉽게 접할 수있는 이 시대에는 다양한 소비계층의 NEED를 모두 만족시켜 줄려고 하는 상품 개발자의 제품설계 및 개발과 판매전략에 의해 더욱 더 상품은 다양해지고 있다.(필자의 판단으로는 앞으로 보다 더 다양해지고 복잡해지고 있는 추세이다.) 즉 다시말하면 이러한 다양한 형태의 포장재의 변화를 수용하여, 가장 높은 가격경쟁력으로, 적시에 가장빠르게 생산하여 공급할 수있는 능력을 갖춘 포장재 제조업자만이 미래에는 적자생존 할 수있다는 결론이다. 더욱이 우리나라의 현실은 대한민국 골판지 포장산업의 특성상 세계적으로 유래가 없는 적은 판매마진(과도한 출혈경쟁으로 인함)으로 인하여, 생산설비만 계속 증설하여 생산량과 규모에 의한 경제성 만으로 수치채산성을 맞추는 형태로 발전하여 왔기 때문에, 각 골판지 생산공장의 수익성은 악화일로로 치닫고 있는 실정이다. 즉 아주 적은 규모의 공장이나 아니면 많은 자금력을 이용한 대형공장만이 수익성을 유지하고 있는 것처럼 보인다.(지금과 같이 시장의 성장이 없는 골판지시징에서 시장의 총규모는 정해진 상태이고, 여기에서 서로 나눠 가지는 형태이므로, 최악의 경우는 어느 한쪽만이 살아 남는 제로섬 게임이 될 수 있으므로, 실제로는 가장 적정한 규모의 공장이 가장수익성이 높다.) 여기에서 필자는 이러한 위기에 처해 있는 우리나라 골판지산업의 생산공장에서 생산성을 저하시켜 제조원가를 높이는 요인들을 살펴보고, 이 요인들 중에서 주된 요인중의 하나인 소로트오다가 더욱 더 많아지고 있는 현실과 다가오는 미래의 상황에 대비해 골판지 공장의 완전자동화(Ubiquitous in Corrugating Factory)에 대비한 가장 효율적인 소로트생산 운영방법에 대해서 집중적으로 이야기 해보고자 한다.
