Research for Space Activities of Korea Air Force - Political and Legal Perspective (우리나라 공군의 우주력 건설을 위한 정책적.법적고찰)

  • Aerospace force is a determining factor in a modem war. The combat field is expanding to space. Thus, the legitimacy of establishing aerospace force is no longer an debating issue, but "how should we establish aerospace force" has become an issue to the military. The standard limiting on the military use of space should be non-aggressive use as asserted by the U.S., rather than non-military use as asserted by the former Soviet Union. The former Soviet Union's argument is not even strongly supported by the current Russia government, and realistically is hard to be applied. Thus, the multi-purpose satellite used for military surveillance or a commercial satellite employed for military communication are allowed under the U.S. principle of peaceful use of space. In this regard, Air Force may be free to develop a military surveillance satellite and a communication satellite with civilian research institute. Although MTCR, entered into with the U.S., restricts the development of space-launching vehicle for the export purpose, the development of space-launching vehicle by the Korea Air Force or Korea Aerospace Research Institute is beyond the scope of application of MTCR, and Air Force may just operate a satellite in the orbit for the military purpose. The primary task for multi-purpose satellite is a remote sensing; SAR sensor with high resolution is mainly employed for military use. Therefore, a system that enables Air Force, the Korea Aerospace Research Institute, and Agency for Defense Development to conduct joint-research and development should be instituted. U.S. Air Force has dismantled its own space-launching vehicle step by step, and, instead, has increased using private space launching vehicle. In addition, Military communication has been operated separately from civil communication services or broadcasting services due to the special circumstances unique to the military setting. However, joint-operation of communication facility by the military and civil users is preferred because this reduces financial burden resulting from separate operation of military satellite. During the Gulf War, U.S. armed forces employed commercial satellites for its military communication. Korea's participation in space technology research is a little bit behind in time, considering its economic scale. In terms of budget, Korea is to spend 5 trillion won for 15 years for the space activities. However, Japan has 2 trillion won annul budget for the same activities. Because the development of space industry during initial fostering period does not apply to profit-making business, government supports are inevitable. All space development programs of other foreign countries are entirely supported by each government, and, only recently, private industry started participating in limited area such as a communication satellite and broadcasting satellite, Particularly, Korea's space industry is in an infant stage, which largely demands government supports. Government support should be in the form of investment or financial contribution, rather than in the form of loan or borrowing. Compared to other advanced countries in space industry, Korea needs more budget and professional research staff. Naturally, for the efficient and systemic space development and for the prevention of overlapping and distraction of power, it is necessary to enact space-related statutes, which would provide dear vision for the Korea space development. Furthermore, the fact that a variety of departments are running their own space development program requires a centralized and single space-industry development system. Prior to discussing how to coordinate or integrate space programs between Agency for Defense Development and the Korea Aerospace Research Institute, it is a prerequisite to establish, namely, "Space Operations Center"in the Air Force, which would determine policy and strategy in operating space forces. For the establishment of "Space Operations Center," policy determinations by the Ministry of National Defense and the Joint Chief of Staff are required. Especially, space surveillance system through using a military surveillance satellite and communication satellite, which would lay foundation for independent defense, shall be established with reference to Japan's space force plan. In order to resolve issues related to MTCR, Air Force would use space-launching vehicle of the Korea Aerospace Research Institute. Moreover, defense budge should be appropriated for using multi-purpose satellite and communication satellite. The Ministry of National Defense needs to appropriate 2.5 trillion won budget for space operations, which amounts to Japan's surveillance satellite operating budges.

과학기술부 우주센터 건설 추진계획

  • 과학기술부는 우주개발의 기반시설이 되는 "우주센터"를 전라남도 고흥군 봉래면 예내리 하반마을(봉래면 예내리 하반마을, 동경 127.30도, 북위 34.26도)에 건설하기로 하였다. "우주센터"에는 총 150만평 규모의 부지에 5만평의 시설이 들어선다. 예산은 1,300억원을 투입하여 2005년까지 완공할 계획이다. "우주센터" 건설부지의 선정은 '99년부터 전문가로 구성된 "우주센터건설자문위원회"가 수행한 경상남.북도, 전라남도, 제주도의 11개 지역에 대한 입지조건 평가를 기초로 하였다. 이 결과, 전라남도 고흥군 봉래면 예내리 지역과 경상남도 남해군 상주면 양아리 지역이 최종 후보지로 추천되었다. 이에 우주센터 건설 추진계획 내용을 원문 그대로 게재한다.

  • Adventure of human race for space exploration is toward outer region of solar system. Recently the main targets of space explorations are becoming mainly the Mars, Venus and asteroids instead of the Moon which was the popular place human wants to explore. There are several technical challenges as spacecraft goes far and far away from the Earth, and among them communication protocol is one of the most challenging problems. In this paper, several international technical trends regarding deep space communication protocol technologies in an aspect of software implementation is presented. It is expected that these references are helpful for the development of the lunar orbiter pathfinder which is planned to be launched in 2017.

  • CubeSats are being utilized in various fields such as Earth observation, space exploration, and verification of space science and technology due to their low cost, short development period, enhanced mission-oriented performance, and ability to perform various missions through constellation and formation flights. Recently, as the availability of CubeSats has increased and their application areas have expanded, the demand for high-speed transmission of large amounts of data obtained by CubeSats has increased unprecedentedly. Laser-based free space optical communication technology is capable of transmitting large amounts of data at high speeds compared to the existing radio communication methods, and provides various advantages such as use of unlicensed spectrum, low cost, low power, high security characteristics, and of use a small communication platform. For this reason, it is suitable as a high-performance communication technology to support CubeSat missions. In this paper, we will present the core components and characteristics of CubeSat-based space laser communication system, and recent research trends, as well as representative technology development results.

  • 우리가 살아가는데 있어서 기상 정보는 없어서는 안 될 중요한 정보 중 하나이다. 과학 기술이 발전됨에 따라 인류의 활동 범위는 지구를 넘어서 우주 공간까지 확대되었는데, 이로 인해 우주 공간에서의 기상 정보와 같은 우주기상에 대한 정보가 필요하게 되었다. 우주기상은 태양으로 인해 형성되는 태양과 지구 사이의 공간에서의 전자기적 변화를 일컫는 말로, 우주 시대에 접어들면서 이에 관한 관심이 급격하게 증대되고 있다. 본고에서는 국내외 우주기상 자료 및 서비스 현황을 소개한다.

  • The distribution of the space debris caused by any source affects the DBS & FSS wave propagation for satellite communication. In this paper, the normalized expansion coefficients are evaluated with varying the volume distribution density of space debris and the operating frequency, and then the attenuation and phase shift are calculated by using the normalized expansion coefficients. Conclusively, the attenuation and phase shift are mostly affected with the real and imaginary part of the amplitude function, respectively, which represented by electric field component of the Bessel function. The results of this paper adapted for the design of the link budget for satellite communication system and the reconsideration of space environment as the space debris increses by geometric progression.

회원사 탐방-21세기의 선택-항공우주산업과 기술을 선도하는 항공우주연구소를 찾아서

  • 지난 4월 25일 종합과학기술심의회에서 국책사업으로 "다목적 실용위성 개발사업"의 기본계획, 개발체계, 정부부처간 역할분담 등 세부계획이 심의.의결을 거쳐 확정되었다. 이 사업은 오는 97년까지 정부지원 1천4백15억원 민간출연 2백35억원을 포함 총 1천6백50억원을 투입하여 해양탐사.환경관측.과학실험 등에 활용할 수 있는 지구저궤도용 다목적 실용위성을 개발 발사하는 것을 목표로 추진되고 있다. 다목적 실용위성 개발사업은 추진 체계 및 일정이 최종 확정됨에 따라 항공우주연구소를 사업총괄 주관기관으로 오는 9월부터 본격적으로 착수될 전망이다. 인공위성연구센터가 우리별 1호와 2호를 성공적으로 발사하여 우리나라 위성분야의 새로운 장을 열어 놓은데 이어 다목적 실용위성 개발사업이 구체화 됨에 따라 사업의 총괄 주관기관으로 선정된 항공우주연구소를 탐방하여 홍재학소장과 대담을 통하여 구체적인 사업추진 계획과 전망을 조명함은 물론 우주 첨단과학 기술의 산실인 항공우주연구소의 활동상황과 앞으로의 포부를 들어 보았다.

  • 연구회는 2002 Space 정책포럼의 제1차 행사로 지난 5월 8일 서울 팔레스호텔 로얄볼룸에서 유희열 과학기술부 차관 초청강연회를 개최하였다. 이날 "국가 우주개발계획 및 전망"을 주제로 한 강연회에서는 산.학.연.관 각계 분야 정책 관계자 및 전문가 70여명이 참석하여, 국가우주개발 기본계획 추진현황과 발전전망을 조명하고, 정부 정책 발전방향과 단계별 기술개발 및 발전방안에 대한 논의를 진행하였다. 인류의 생활공간이 대기권을 넘어 우주공간으로 확대되고 있으며, 21세기 우주시대의 도래와 함께 첨단 우주산업 및 기술 발전을 상업적 측면에서뿐만 아니라, 외교.안보 분야 이용 증대 기대 및 국가 경제성장과 국가 위상제고에도 기여하는 등의 중요성에 비추어 정부차원의 전략적 정책으로 추진하여야 한다는 데 의견을 모았다. 이에 이날 강연회의 강연 내용을 초록으로 엮어 싣는다.
