  • 1997년말 발생한 외환위기 이후 불확실성의 증대로 시계열모형을 이용한 경제예측에 한계가 노정되고 있다. 이를 극복하기 위하여 경제주체의 기대(expectation)를 파악할수 있는 기업경기실사지수를 경제예측에 도입할 필요가 있다. 본고에서는 기업경기실사지수를 이용한 모형과 시계열모형을 추정하고 이들을 예측력 측면에서 비교, 분석해보았다. 분석결과 불확실성이 높았던 외환위기이후 기간에는 기업경기실사지수를 이용한 모형이 시계열모형보다 예측력면에서 우수한 것으로 나타났다.

Growth of Felonies after the 1997 Financial Crisis in Korea (외환위기 이후 흉악범죄의 증가와 정부의 범죄억지정책)

  • The Korean economy successfully overcame the macroeconomic downturns driven from the Asian financial crisis in a very short period of time. The economic shock, however, generated a variety of social problems, one of which was the increase in felonies (homicides, robbery, rape, and arson), or degradation of public safety. We argue that the Korean criminal policy has not been effective to ameliorate the rising trends in crime caused by the financial crisis. In order to substantiate this claim, we assess the effectiveness of criminal policy: policing, sentencing, and corrections. First, there has been resource shortage in policing since the 1997 financial crisis. For the past ten years, the investment of human resource and budget in the police has been virtually stagnant, as well as in prosecutors' investigation activities. The insufficient resource allocation in policing caused a huge decline in arrest rates and prosecution rates. Second, the Korean judicial system has not increased the severity of punishment. Comparing the pre- and the post-financial crisis period, the average length of prison sentence by the courts has declined. Given the degrading in the quality of crime and the decreasing amount of inputs into the policing and prosecution, the government should have increased the severity of punishment to deter crime. Third, we found that the government hired more officers and allocated larger budget into prison and probation. However, it is difficult to suggest that the increased level of resources in correctional programs have been effective in preventing released prisoners from committing future crimes. This is because the number of repeat offenders convicted of more than a third offense increased dramatically since 1997, pushing felonies upward. In sum, the government organizations failed to respond respectively or to make coordinated actions, eventually causing a dramatic increase in crimes. This research brings explicit policy implications. In order to prevent possible additional degradation of public safety, the government must put more efforts into increasing the effectiveness of policy and to investing more resources into said policies. We also emphasize the importance of the institutional mechanisms which foster policy coordination among the Police, the Prosecutor's Office, the Ministry of Justice, and other relevant government organizations.

Declines in Exchange Rate Pass-through to Export Prices in Korea (우리나라 수출가격에 대한 환율전가율 변화)

  • This paper investigates changes in the extent of exchange rate pass-through to export price in Korea. First, empirical results show that export prices have become less responsive to the exchange rate since the financial crisis in 1997. The decline of exchange rate pass-through to export prices suggests that Korean exporters are more likely to use profit margins to absorb part of the impact of exchange rate changes, consistent with pricing to market phenomenon. Second, this paper finds asymmetries in the response of export prices to exchange rate changes. In the post-crisis period. appreciations are more likely to be offset by markup adjustment than depreciations. Third, this paper documents that a significant portion of the decline of exchange rate pass-through is a result of both increased volatility of exchange rate and increased competition with China in the world market.

  • Recently, the economic trend of internal enterprises toward the world market appears to exceedingly associate with industrial plants. Such circumstance would limit the diversity of project items and cause various issues of extreme disproportion of overseas construction market at the same time. Consequently, it seems essential to inspect the present state of bookings in the civil engineering and construction fields including the service corps, regarding the former period (from the year 1990 to 1996), the depressed period (from 1997 to 2000), and the latter period of monetary crisis (from 2001 to July 2006), based on the critical situation in foreign exchange occurred in the late 1990's; also important to look into the shifts of the representative items in such fields by regional groups of principal nations throughout the world. Therefore, the current situation of bookings in overseas construction companies should be clarified, and ultimately, appropriate measures should be established.

Information Asymmetry and Financing Behavior of the Korean Firms (정보비대칭과 기업의 자본조달)

  • This paper performed empirical tests of the validity of the pecking order theory which explains financing behavior of firms under information asymmetry. The results of regression analyses using the data of listed manufacturing companies in the Korean Stock Market from 1981 to 2010 have shown strong evidences supporting the pecking order theory. Especially regression coefficients of change of debt on funds deficit and control variables were found to be almost (+1) with statistically significance, which is interpreted as being consistent with the pecking order theory. Same results were found when I performed regression analyses by dividing the sample period into pre-currency crisis period, currency crisis period and post-currency crisis period and using 2 regression models. Change of tangible asset were found to function as collateral rather than reducing information asymmetry and as the firm size decreased, use of debt increased and as profitability increased use of debt decreased, which are consistent with the pecking order theory.

  • This study investigated the determinants of the foreign direct investment (FDI) by the Korean firms. We focused on types of FDI such as market-seeking, efficiency-seeking, strategic asset-seeking, resource seeking investment and institutional distance including economic distance, political distance and cultural distance which were affecting Korean FDI decision. We tested our hypotheses using Korean FDI data collected between 1980 and 2010. The result showed that Korean FDI to be associated with market-seeking, efficiency-seeking, strategic asset-seeking investment, and institutional distance such as economic distance. We also examined Korean FDI before and after IMF, and the results indicated that before IMF, Korean FDI was associated with market-seeking and strategic asset-seeking investment. However, after IMF, Korean FDI was associated with market-seeking, efficiency-seeking, strategic asset-seeking investment, and institutional distance such as economic distance.

  • The purpose of this paper is to analyse the change in the productivity of Korean life insurance industry by Generalized Malmquist productivity indices. Generalized Malmquist indices will be decomposed into three components such as pure efficiency change, scale efficiency change, and technical change. The principal findings indicate an overall increase in productivity driven more by technical progress than pure technical efficiency and scale efficiency.

  • In this article, I were trying to analyze the listed manufacturing companies' trend of productivity and the corporate education & training effect after the financial crisis. According to the analysis, the listed manufacturing companies have decreased their productivity since financial crisis, and from such declining trend. jobless growth and a growth without physical and human capital investment has been observed. Furthermore, there is no efficient labor force coordination within the manufacturing industry; In order to analyze the effect of education & training investment on productivity more deeply, I have practiced the dynamic panel data analysis from constructing the micro panel data which consists of company level information 1997~2008. According to the consequences, dynamic panel data analysis solved the problem of the overestimating education & training effect fairly well.
