Most of the research regarding economic effects of policy loans has thus far been focused on whether policy loans can improve the financial status or the management performance of small and medium enterprises (SMEs). Unlike previous researches, this study implemented an empirical analysis focused on the contribution of policy loans to easing the liquidity restriction of investment. To analyze whether investment liquidity restriction can be alleviated or not, this study attempted an empirical analysis utilizing the nonlinear Euler equation induced through optimization of investment and GMM (generalized method of moments) as its analysis methodology. With the SMEs that received policy financing from the Small and medium Business Corporation (SBC) in 2004, this study analyzed three years of panel data before(2001~2003) and after(2004~2006) receipt of policy loans. According to the empirical results, it appears that policy loans had effects on resolving liquidity restriction of investment, implying that policy financing eases the liquidity restriction of SME investment and would contribute to the growth and development of SMEs. Further, I checked robustness of empirical results using Tobin's q model. The empirical results also support that policy loans help to resolve liquidity constraint. With these results, it is understood that the critical view to date, which has emphasized the ineffectiveness of policy financing due to it having no or insignificant economic effects, may be wrong.

서울,수도권 중심의 주택 정책으로 인해 지방의 주택 시장이 큰 시름을 앓고 있다. 지금은 지방의 경제 및 주택 시장 상황에 맞는 정책 개선이 시급하다. 지방의 주택시장을 면밀히 살펴본 후 불필요하거나 과도한 정책은 완화 또는 배제시키고 필요한 정책은 반드시 적용시키는 작업이 필요하다는 목소리가 높다.

The purpose of this study is to analyze various issues that may arise from the recent deregulation of telemedicine implemented by the government, propose initiative preparations for the implementation of telemedicine policies, and suggest implications for the basic conditions and direction of the deregulation of telemedicine. Recently, deregulation policy cases in telemedicine include that designation of a special zone for regulatory freedom in Gangwon Province, allowing physician-patient telemedicine and telephone counseling and prescription cases in the COVID-19 crisis. There are four main issues that could arise with the deregulation of telemedicine: safety, effectiveness, differences in access to health care and the economic industry, and legal responsibility. As a initiative preparation, this study proposed a pilot project for telemedicine and enhanced support for face-to-face care complementary tools, vitalizing remote co-operation, policy model that do not disrupt the medical delivery system, and legal maintenance. In conclusion, as a suggestion of basic premise and direction in the implementation of telemedicine deregulation, the implementation of initiative measures to address issues concerning telemedicine, the review and regulation of conditions to be considered in the implementation of telemedicine, and the establishment of a close communication and cooperative sturcture with medical providers.

미국은 WTO 기본통신협상을 통하여 통신서비스 시장개방을 위한 토대를 마련해 두었으며, 최근에는 실질적인 시장개방 효과를 거두기 위하여 추가적인 규제완화를 제 외국에 요구하고 있다. 그 대표적인 예가"규제완화 및 경쟁정책에 관한 일미간의 강화발의안(Enhanced Initiative)"에서 나타나고 있는 일본에 대한 통신접속료 수준의 인하 요구이다. 본 고에서는 1998년 5월에 시작되어 2000년 7월에 결착을 보기까지 3차에 걸쳐 일미간에 전개된 통신협상 전개과정을 개관한 후,"규제완화 및 경쟁정책에 관한 일미간의 강화발의안에 대한 제3차 공동현황보고서" 내용 중 통신분야, 특히 상호접속과 관련된 내용을 주로 살펴보고 우리나라 통신정책에 시사하는 점이 무엇인가를 고찰하고자 한다.

This paper estimates the effect of household size and its changes on income inequality. Household formation is an important inequality-reducing mechanism through income pooling and collective consumption. The increase in small households, reflecting lower fertility rate and the increase in both nuclear and old families, has weakened the inequality-reducing effect of household formation. In contrast, additional workers in households and their income have strengthened the inequality-reducing effect of household formation. Given the increasing trend of old families, these results suggest for a balanced policy package that promotes employment and does not discourage co-habitation in order to maintain the inequality-reducing effect of household formation.

정부에서 올해 부동산 관련 정책을 여러 차례 발표했다. 이들 정책은 아직 본격적으로 시행되는 단계는 아니다. 관련 법제를 재정비하고 국회 심의 단계가 남아 있다. 게다가 정책 하나하나에 찬반이 극명하게 갈리고 있는 상황이다. 이에 따라 국회에서 다뤄질 규제 완화 대책에 관심이 집중되고 있다.
