Analysis of the Effectiveness of Emergency Response Measures during the Design Basis Accident of the Research Reactor 'HANARO' using MACCS2 Code (MACCS2 코드를 이용한 연구용원자로 '하나로' 설계기준사고시 비상대응조치 효과분석)

  • Nuclear emergency planning is to plan sheltering, evacuation and iodine prophylaxis for the residents living in the area where the emergency plan is needed, the area is confirmed based on the dose assessment using the source-term through an accident analysis and the data measured from meteorological tower. In this study, the does change before and after protective measures was assessed stochastically based on the one year meteorological data in the condition of the maximum hypothetical accident which can be considered at the research reactor 'HANARO', and the optimized protective measures were derived based on the reference levels defined as a residual dose by ICRP 2007 recommendation which can be applied in a emergency exposure situation. The optimized protective measures for the HANARO in the maximum hypothetical accident were the evacuation to radius 300 m, the sheltering from 300 m to 800 m, the iodine prophylaxis only for the emergency workers under the protective measures for non emergency workers.

Derivation of Intervention levels for Protection of the Public in a Radiological Emergency in Korea (주민보호조치를 위한 국내 방사선비상 개입준위 산출)

  • Intervention levels for protection of the public in a radiological emergency are theoretically derived by the cost-benefit approach with the concept of justification and optimization. Intervention levels on the sheltering, evacuation, temporary relocation and permanent resettlement for protection of the public are estimated with the cost to protective countermeasures and the value from dose averted which are the site specific parameters. As a result, it is confirmed that IAEA guidelines for intervention levels are applicable to the radiological emergency in Korea. Optimum ranges of 5 - 10 mSv/2days for sheltering, 25 - 130 mSv/week for evacuation, 15 - 90 mSv/month lot temporary relocation and 600 - 3,500 mSv/lifetime for permanent resettlement for intervention levels are also provided. The result can be applied as useful data to update intervention levels under the theoretical background in Korea.

A Study on the Performance Improvement Plan of Inflowing Air Emission (유입 공기의 배출 성능 개선방안에 관한 연구)

  • Purpose: In the event of a fire in a high-rise building, if the smoke control area is not effectively protected, smoke or flames enter the stairwell, making it difficult to evacuate. When inflowing air is discharged from a closed corridor, a negative pressure is formed in the corridor, the pressure in the smoke control area becomes excessively high, and the force required to open the door during evacuation is exceeded. Also, if the air introduced into the hallway is not exhausted, the smoke may flow back into the smoke control area. This paper tried to identify the problems caused by the inflowing air and to find out how to improve the performance. Method: Using the CONTAM program, simulations were performed with the basic conditions and the modified conditions. Result: If the inflowing air was discharged from the sealed corridor, overpressure occurred in the Smoke Control Area and exceeded the opening force, and the prevent smoke backflow was insufficient in the layer where the inflowing air was not discharged. Conclusion: "Differential pressure exhaust damper" application, simultaneous opening of two exhaust dampers, and automatic window installation between corridors and outdoors improved the exhaust performance of inflowing air.
