A Study on the Development of Sweeping Arm System for Oil Recovery by Small Vessel (소형 선박을 이용한 기름방제용 스위핑 암 시스템 개발에 관한 연구)

  • In the case of occurring marine oil pollution, it is the most effective way that to prepare all the necessary response resources in advance and to respond to incidents, but there are limits in reality. Therefore, may be an important alternative ways to use a fishing vessel registered in the affected area by massive marine oil pollution efficiently. In the United States and other developed countries, it is can be found that temporary response program by local fishing vessels(VOO program) has been developed and operated. This study was examined for sweeping arm system suitable for domestic small fishing vessels. The selected small vessel was as the model of Coastal gill-net and compound fishing vessel with classes of 2.5~3.5tons, length 8~9m, breath 2.5~2.8m, horsepower 200~250 HP and FRP materials. The developed equipment was designed that can be easily mounted on the model ship and portable structure. For increasing the field practicality, the weight of each part was composed less than 10kg for easy assembly and disassembly.

Analysis of Domestic Water Pollution Accident and Response Management (국내 수질오염사고 현황 분석과 대응 체계)

  • Domestic water pollution accidents and response management were analysed on the basis of collected data from the latest 5 years. Although average 66.7 number of accidents were happened every year, no damages of human life were reported yet. According to the data collected, the accidents were occurred at Han river, Nakdong river, Keum river, Youngsang river and other rivers, where the percentages were 25.4%, 20.3%, 12%, 8% and 29.7%, respectively. Main reasons were blamed for negligent management, mixed influences, natural phenomenon and traffic accident. Response activities were performed in the case of the oil leak, the fish death caused by water environment, the spill of chemicals. From the diagnosis of water pollution accidents, it is recommended that the legistration of all control centers for their roles and duties was made in case of the big accidents as well as the small/middle accidents.

  • Since the OPRC-HNS Protocol entered into forced in the June of 2007, the potential effects on industrial circles are encouraged to be analyzed according to the obligatory regulations listed in the Protocols. This study was conducted on the quantitative analysis of the possible effect on the industrial circles if Korea accedes to OPRC-HNS Protocol. In spite of any burdens caused by keeping "accident emergency program memorandum" and performing "education and any training program for the crews", potential decrease of insurance fee is in possibility provided it follows. In addition, the oil refinery and petrochemical industries may also have burdens for potential costs for acquiring any materials including equipments and fees for education and training related to HNS. However, minimizing any costs by swift response against accidents would be big advantage that comes with paying of small amounts of expense by international convention related to HNS.

  • 농업생산에 있어서 가장 큰 감수요인 중의 하나는 병충해이다. 한 해의 농사는 병해충과 어떻게 잘 싸웠느냐에 따라 풍흉이 결정될 정도이다. 이러한 병해충을 효과적으로 방제하기 위하여 농약의 사용은 현대농업에 있어서 필요불가결한 수단으로 받아들여지고 있다. 그러나 농약도 일종의 독약이기 때문에 사용에 따른 부작용이 발생한다. 즉 농약에 의한 직$\cdot$간접중독, 환경오염, 생태계파괴, 천적감소 등이 그것이다. 따라서 본고에서는 농약사용의 경제성, 농민의 농약사용실태와 문제점 등을 살펴보고 효율적인 병충해방제를 위한 방안 등을 모색해 보고자 한다.

  • 농약과 방제기가 개발되면서 적은 노력과 비용으로 넓은 면적의 작물을 병과 해충으로부터 보호할 수 있게 되어 수확량이 대폭 늘어나고 농사도 안정적으로 지을 수 있게 되었다. 이렇게 방제작업이 손쉽게 되었으나 농약을 필요량보다 적게 뿌릴 경우 병해충을 충분히 방제할 수 없고, 많이 뿌릴 경우 비용과 환경오염을 증가시키는 또 다른 문제점에 부닥치게 되었다. 현재 사용되고 있는 방제기로 농약을 살포할 경우 노출된 작물의 잎에서는 농약이 흘러내리는 반면 수관내부에 감추어진 잎이나 병해충이 주로 발생되는 잎 뒷면은 농약 부착이 미흡하다.   • Ocean pollution like as oil spill and red tide have occurred considerable and executing clean-up them. Rapid prediction of polluting area is necessary that efficiency clean-up. In this study, develop the program that clean-up worker could easy predict polluted area. This paper is introduced configuration and contents of ODM(oil diffusion modelling) which constructed with GUI(Graphic User Interface) system. ODM is consisted with pre, post and main process, and constructed on window process. So, clean-up worker easy operating program and confirm the result. Studying this program, the distribution of ocean pollutant and phase of ocean movement is shown without difficulty on a computer.
