국내에서 시행중인 발전차액지원제도는 신재생에너지의 보급 확대를 목적으로 2002년부터 시행 중에 있으며, 법적으로 인증된 신재생에너지 발전전원에 대하여 일종의 우대가격인 기준가격을 적용하고 있다. 2002. 5월에 최초 고시된 기준가격지침 고시기준은 그동안 두 차례의 개정을 거친 바 있으며, 2006년 10월경에는 전면 개정을 앞두고 있다. 향후, 개선될 기준가격 시스템은 국내의 현실적인 여건 등을 감안하여 대상 전원별로 고정, 또는 선택적인 요금제를 통하여 탄력적인 기준가격체계를 적용하는 방향으로 검토할 예정이다.

대한설비건설협회 대전∙충남도회(회장 성열구)와 대한설비공학회 대전∙충청지회, 한국설비기술협회 대전∙충청지회 등 설비관련 3개 단체가 공동으로 지난 10월 24일 한국에너지기술연구원 국제회의실에서 ‘2006년도 추계 학술강연회’를 개최했다. 이날 강연회에서 특히 대한설비건설협회 김경회 상임이사가 발표한「설비건설 관련법령 개선방안」을 통해 건산법 개정 현황과 대한설비건설협회의 노력 등을 자세하게 설명함으로써 참석자들의 박수갈채를 받았다. 또한 대한설비건설협회 황영환 부장은「적산제도 현황 및 정책방향」을 통해 실적공사비제도의 추진배경과 운영방향, 공공 건설공사 예정가격제도, 예정가격 결정기준 등을 자세하게 설명하여 참석자들의 이해를 도왔다. 본지는 이날 발표된 내용 중「설비건설 관련법령 개선방안」과「적산제도 현황 및 정책방향」을 게재한다.

Construction industry has particular properties of non-continuity of production, and non-stability of market comparing to other industries. Because of them, the practical construction cost is more difficultly recognized than in manufacturing industry, so, that is various according to many projects. Therefore, it is very hard work to standardize construction cost, and it is worthy of analyzing and measuring exactly construction cost. On this study, the trouble in producing expected construction cost with original cost calculation method is progressed by the data of cost items in complete works. On the basis of analyzing data, as expected cost of practical construction is measured, it can be referred to the method and the standard of indirect labor cost rate in construction.

There are two kinds of cost estimate system in construction in china. Quota valuation model is a traditional cost estimate system under the unity of quantity and price, which is easier and has been used for decades. But the Quota valuation model becomes increasingly unsuited to the needs of society with the development of market economy. To meet the needs of China's market economy development and construction works in the field of international cooperation, the Bill of Quantities valuation model was introduced in 2003. However, there are still many shortcomings and deficiencies in the course of implementation of Bill of Quantities valuation model. In addition, interest in the Chinese construction market continues to increase in Korea due to the recent new North Korean policy and China's the Belt and Road policy. This paper aims to examine the cost estimate system of public construction works in China, and to provide basic data for deriving future improvement plans by comparing and analyzing it with standard cost estimate system in Korea.

Commercial internet auction systems have been successfully used recently. In those systems, because reserve prices of auction items are given by sellers only, the success bid rate can be decreased due to the large difference between the reserve price and the normal price. In this paper, we propose an agent that generates reserve prices to sellers based on past auction data and item prices gathered from the web. Through performance experiments, we show that the successful bid rate increases by preventing sellers from making unreasonable reserve prices. Using the pricing agent, we design and implement an XML-based auction system on the web.

It is very important that sellers provide reasonable reserve prices for auction items in internet auction systems. Recently, an agent has been proposed to generate reserve prices automatically based on the case similarity of information retrieval theory. However, one of its drawbacks is that the recent trend of auction prices is not reflected in the generated reserve prices, because it suggests the bid price of the most similar item from the past auction data. In this paper, in order to overcome the problem, we propose a new method that generates reserve prices based on the moving average of time series analysis, in which more weight is provided to the recent bid prices. Through performance experiments, we show that the successful bid rate can be increased by preventing sellers from making unreasonable reserve prices.
