Study on Vietnam's 'Socialization' Cultural Policy as Reform Policy (사회주의 개혁개방 정책으로서 베트남의 '사회화' 문화정책 연구)

  • The purpose of this study is to analyse the complexity of Vietnam's cultural policy in the socio-economic context of socialism-oriented reform with a focus on the case of 'socialization'(xa hoi hoa) cultural policy. The Vietnamese socialization policy has been adopted to mobilise resources and participation from 'the whole society' in order to promote the development of culture and arts. Although there remains the discourse of its definition, the socialization policy has showed its achievements in mobilizing financial resources, privatization, enhancing decentralization, and revitalizing the private investment, and thus help improve cultural services in both quantity and quality. The socialization policy illuminates the leadership of the state, yet gradually improved in promoting and practicing cultural policy. This study is expected to enhance understanding of Vietnam's cultural policy after reform to the Korean scholars, therefore it contributes to boosting the cooperation and cultural exchange between Vietnam and Korea.

  • Entry of women into the higher positions or professions in the fields of entertainment and performing arts has been expanding gradually. Especially, women working in these fields in New York show a dynamic growth and development. As a result, women surviving in a male-dominated world have raised their voices for their human rights to live free from violence, sexuality, slavery, discrimination, etc.. In the entertainment and performing arts, women have been shouting their voices for a long time through the theme, performance process, and the shows. Their voices influenced politics, society, and culture as a whole. The 'MeToo' movement is the result of condensation from their voices. In other words, it is the result of women's voices against sexual harassment or assault in these fields. Starting in Hollywood, the 'MeToo' movement was rapidly spread out online and strongly supported by female leaders and activists in the world. It had a strong influence on the fields of theater and entertainment industry in Korea as well. By recognizing this phenomenon, the contents of this study suggest how and what to continuously increase the value of the 'MeToo' movement in Korea's entertainment industry.

Applying Appropriate Technology Design in North Korea: An Exploration (대북적정기술 디자인의 도입 및 적용에 대한 탐구)

  • Traditional ODA to North Korea (NK) has been unsustainable and politically contentious. This study proposes the design of appropriate technology (AT) as an alternative. We identified NK residents' urgent needs and global AT instances, and classified data by Maslow's hierarchy of needs. As electricity and potable water were identified as primary needs, suitable AT cases were selected. Given NK's extreme isolation, collaborative AT practices with local residents are unfeasible. Therefore we propose a new AT adoption model customized to NK, which emphasizes community-level adoption. We proposed a solar charging station for cooperative farms, a re-design of an AT previously utilized in Africa, and tailored it to fit our proposed model. The study's significance lies in its novel AT adoption model for NK's unique social fabric and the proposition of a specific design case, thus transcending previous relevant studies exploring AT's potential for NK.

Five-stage Anger Model Approach to Narrative and Protagonist's Revolt Action Mechanism in the Movie, "The Man Standing Next" ('분노의 5단계 모델'관점의 영화 <남산의 부장들> 서사와 주인공의 거사 결행 기제)

  • "The Man Standing Next" was a 'anger-character movie' that shows a fierce psychological game between the characters. Inspired by this point, it was analyzed the narrative structure of this film based on scene unit applying the 'Five-stage Anger Model' formulated by Lakoff and Kövecses and others. The results showed that the causality and feasibility of the protagonist's anger behavior were highly reflected above the model. In particular, among the five steps, the film-maker spent the longest time on 'anger control' justifying the hero's motivation for punishment or retaliation, while giving the shortest time to 'loss of control' to maximize the urgentness of the punitive actions. The detonator causing his anger at each stage was disposed two to six times each stage with neglect, contempt, arrogance, ostentation, mockery, unauthorized intervention, etc. Sneering of "Chief Security Officer" and insulting of "The President" make the protagonist feel the scorn of a terrible friend-murderer each functioned as a "rage trigger." In conclusion, the film follows the above sophisticated model in its narrative structure. Though it was a political drama that sets up a lot of anger scheme caused from public reasons, it reflects ordinary people's routine anger, which corresponds to 24 percent of the list of Nobaco's Provocation Inventory (PI). The producers elaborately reflected the anger procedure theory and balanced the public and private drivers of rage. It was considered to be derived from the intention to enhance communication with the audience increasing their understanding and aspiration for political movie that are usually heavy and unfamiliar.

A Study on the Chinese Minority Dai's tattoo culture (중국 태족 문신 문화에 관한 연구)

  • Tattoo, which has been 5000 years' history is the symbol of the collective society. It was used as one of the methods not only to defense and camouflage but also to decorate themselves. In modern society, tattoo culture is either limited to ethnic minorities or be used as a decorative element of personal preference. Among them, the Chinese ethnic minority, the Dai, is still maintaining its tattoo culture, but gradually faded. Hence, the necessity of protecting the tattoo culture of the Dai is essential. The procedures and methods of this study were conducted by analyzing an antique book, explore residential areas, data research, and data collection through interviews. According to research, the tattoo culture of the Dai has been consistently passed down through traditional tattoo pictorial books, the memories of tattooists, and the stories of people who got tattoos. However, the Dai's traditional culture and customs are influenced by the China political reform between 1952 and 1956, confirming that the size of tattoo culture was reduced than before and evanesces. As a result, in order to inherit the ethnic minorities Dai's tattoo heritage, records of tattoo culture are required. Besides, it is considered that the records of tattoo culture and interpretations of tattoo culture by tattooists and the people who got a tattoo due to aging in the future should be studied.

A Study on a Democratic Records Management System in Korea (자율과 분권, 연대를 기반으로 한 국가기록관리 체제 구상)

  • We have innovated the records management since 2004. So, We innovated the electronic records management, transparency, and accountability. From these results, we could mark a turning point to plant the democratic values in the government It is very surprising, but it is fact that there are the estrangement between the high level institutionalization and low level records cultural soil. But after starting new government, things have been going backward. We have experienced the hyper-politicized problem, shrinking governance problem, regressive personnel policies in the National Archives of Korea. 'New Innovation Model' has resulted the shrinking democratic values, and the growing the bureaucratism. At this point of change, it will be meaningful to review the future of records management. First, we should make the more archives to realize the self-control decentralization model. It means that all local governments has the duty to build the archives, and to operate it with a principle of autonomy. Second, We should start the culture movement to build the more archives, the small archives in private sector. Archives are necessary in the NGO, Universities, firms, art, media, etc. And the small archives are necessary in the various communities, which enhance the rights of minority. All these will spread the democratic values in our society. Third, right democracy system should be operated for the political neutrality, independency. This problem is not prohibited within the national archives innovation model. So, we should transfer the powers of government to local government, and we should re-innovate the National Archives Committee will have the role to make the important records management policies. In short, Unless going to forward with the more democratic values, it would go backward 'records management without democracy'.

Place-myth of The Scenic Beauty from Mt. Kumgang : The social nature and the travel geography of noted mountains ('금강산'에서 전승되는 아름다움의 장소신화 : 사회적 자연과 명산의 여행지리)

  • Conventional social science typically regards the idea of a 'mountain' as part of 'nature' and a physical environment existing separately from, or prior to, human society and culture. However, in Korea, which is 70% mountainous land, the 'mountain' is part of a unique 'social nature'. This research develops the idea that in this context the mountain is a social nature and a cultural landscape which are tied heavily to the idea of travel. The article interrogates why the scenic beauties of Mt. Kumgang have been perceived and conveyed through multiple generations since the Chosun Dynasty period. Focusing on Mt. Kumgang, this article illustrates how strongly people have held dreams of mountain travel, for the whole life-time. Travel writings(or accounts of trips to the mountain) and artwork have played a particularly important role in creating Mt. Kumgang's reputation as the most beautiful mountain in the country. At the same time, the access to the mountain was often a dangerous adventure, with many travelers facing hunger and extreme physical challenges. As portrayed in writings and artwork, the overall effect of these dynamics was the creation of a socionatural place of striking beauty that even seemed to have mystical or magical fantasy. According to Confucian ideals, full appreciation of nature and its beauty was key to understanding the logics of the universe and to achieving a high moral standard, which contributed to decide to leave for the mountain as well. The essays, poems, and paintings of Mt. Kumgang since the Chosun Dynasty period that portrayed the mountain's beauty collectively served to produce the mountain as a socionatural landscape engendered with potent place-myths, important historical meaning, and strong aesthetic associations. Thus, the travel to the mountain seemed never completed over until travelers had completed various artistic representations to record and to memorize what they'd done and seen in Mt. Kumgang, which had been performed for the strong purpose of social sharing of the real the mountain's beauties and itinerary.

The Discursive Topography in Maker Culture A Critical Discourse Analysis of 'Maker Movement' (메이커 문화를 둘러싼 담론적 지형 메이커 운동(maker movement)에 대한 비판적 담론 분석)

  • With the introduction and expansion of 'maker movement', maker culture captured attention and saw itself as an emerging culture. This study aims to analyze published books, policy report, columns and news articles related to maker culture through the perspective of critical discourse analysis. Maker movement led by the government gives meaning to the maker culture as the force of 'creative economy' that can overcome the economic crisis. Following this meaning making, one-man digital fabrication start-ups have been actively promoted by government policies. In the case of Seoul, it criticizes government led maker movement that only focuses on economy and institutionalizes maker movement by focusing on the maker culture's aspect as 'digital social innovation' that can resolve social problems. In the world of art, it tries to rediscover the value craft, that is, 'creative craftsman'. Moreover, resistance movement that tries to fight against dominant technology structure through constructing 'critical making' was also spotted. Nonetheless, it is rather untimely to definitely find dominant discourse's power effect in reality and sign of rupture in dominant structure as the result of resisting discourse's struggle. Thus, maker movement is the field of struggle where an ongoing clash can be found: between discourse strategy that tries to make maker culture a social or economic asset by combining with dominant power structure, and alternating or resisting practice of signification that focuses on its cultural techno-political potential.

  • 축산물을 판매하고 있는 인터넷 및 통신판매업소에서 전자상거래 시 표지하여야 할 항목과 안전하고 위생적인 축산물의 확보를 위하여 표지하여야 할 항목으로 나누어 실태조사를 실시하였다. 전자상거래시 온라인(인터넷) 판매영업소가 표시하도록 규정하고 있는 항목 중에서 '상호명'과 '전화번호'를 제외한 나머지 정보는 일부 제품에서 누락되어 있는 것으로 나타났다. 특히 '배송비용 정보'(21% 미표시)와 '사이트 이용 약관'(23% 미표시)과 같은 정보는 상대적으로 높은 부적합률을 나타냈고, '이메일 주소'(22% 미표시)와 '팩스번호'(26% 미표시)의 부적합률은 가장 높게 조사되었다. 또한, 온라인 판매업소가 축산물을 판매할 때 표시하도록 규정되어 있는 항목 중에서 '제품명'과 '식육의 종류' 표시를 제외한 나머지 정보는 일부 제품에서 누락되어 있는 것으로 조사되었다. A Study on Audio-Visual Interactive Art interacting with Sound -Focused on 21C Boogie Woogie (사운드에 반응하는 시청각적인 인터랙티브 아트에 관한 연구)

  • Art is the product from the combination of politics, economy, and social and cultural aspects. Recent development of digital media has affected on the expansion of visual expression in art. Digital media allow artists to use sound and physical interaction as well as image as an plastic element for making a work of art. Also, digital media help artists create an interactive, synaesthetic and visual perceptive environment by combining viewers' physical interaction with the reconstruction of image, sound, light, and among other plastic elements. This research was focused on the analysis of the relationship between images in art work and the viewer and data visualization using sound from the perspective of visual perception. This research also aimed to develop an interactive art by visualizing physical data with sound generating from outer stimulus or the viewer. Physical data generating from outer sound can be analyzed in various aspects. For example, Sound data can be analyzed and sampled within pitch, volume, frequency, and etc. This researcher implemented a new form of media art through the visual experiment of LED light triggered by sound frequency generating from viewers' voice or outer physical stimulus. Also, this researcher explored the possibility of various visual image expression generating from the viewer's reaction to illusionary characteristics of light(LED), which can be transformed within external physical data in real time. As the result, this researcher used a motif from Piet Mondrian's Broadway Boogie Woogie in order to implement a visual perceptive interactive work reacting with sound. Mondrian tried to approach at the essence of visual object by eliminating unnecessary representation elements and simplifying them in painting and making them into abstraction consisting of color, vertical and horizontal lines. This researcher utilized Modrian's simplified visual composition as a representation metaphor in oder to transform external sound stimulus into the element of light(LED), and implemented an environment inducing viewers' participation, which is a dynamic composition maximizing a synaesthetic expression, differing from Modrian's static composition.
