Current Statuses of World Governments' Expenditures for Space Program and Space Markets (세계 정부의 우주분야 투자 및 우주산업 현황)

  • In this paper the current statuses of world governments' funding for space program and space market were presented. Since 2001, governments' expenditures for space program have experienced strong growth, and are at a historical high, estimated $62.1 billion in 2008, as compared to $30-35 billion in 1990s. Following a peak growth of 9% in 2008, government budgets for space program are expected to continue their growing trend but at a slower pace during next five years, with 4.5%. Also world space market revenue reached a historical high $123 billion in 2007 with 11.5% annual growth rate during 2002-2007. In this paper the Korean government's budget and Korean space market revenue were presented too, and compared to those worldwide.

Optimal Fiscal Budget Allocation of Oil Crisis Strategies Using Portfolio Approach (포트폴리오 기법을 활용한 유가대응 대안별 최적 예산배분)

  • Using the cost-risk portfolio approach, this study suggests a fiscal budgeting model that provide a measure to allocate fiscal budget among the strategies responding to oil crisis. In addition, it calculates the appropriate fiscal distribution among policy measures for the 2000 to 2006 fiscal years. According to the empirical results, a certain amount of budget should be allocated to the option using futures markets. The strategic stockpiling option turns out be hard to be included in the policy portfolio due to its costs much higher that the other options. Oil well development option should take more than half of total budget since its expenses are assumed to be relatively low.

  • While the role of local community is getting important in reducing greenhouse gases, current financial supports have not considered these efforts. Instead, development activities have been the only basis of fiscal distribution, which have led to unsustainable development. In this context, this paper analyzes the emission and absorb of air pollutants by local districts in Daegu Metropolitan city and constructs an empirical energy database for local energy use and environmental emissions. Based on the data, it prioritized environmental contribution by region through using MCDM methods, that include maximin & maximax method, simple additive weighting (SAW) and hierarchical additive weighting method (HAW). This concludes the possibility of policy methodology through which we can input environmental variables in distributing local budget.

Comparative Study Between RCPL and Jeonju Municipal Library (미국 RCPL과 전주시립도서관의 비교 연구)

  • This study attempts to compare Jeonju Municipal Library(JML) and RCPL(Richland County Public Library). It was expected that the comparison would give public librarians some suggestions as to their libraries' strengths and weaknesses. JML has shown some weaknesses compared to RCPL, specially, in the quality and quantity sections of resources, budgets, areas of library, public relations, circulations, reading club enrollment are strengths of RCPL, compared to JML. However, JML has the strength in the participation of a lot of volunteers and visitors to the library. JML should extend and publicize the high service quality as the citizens' library.

  • 우리나라 연구개발(R&D) 투자는 2014년 기준 세계 6위, GDP 대비 총 연구개발비 비중은 4.29%로 세계 최고 수준으로 조사되었다. 또한 정부 R&D 예산은 지속적으로 증가하는 추세를 유지하고 있으며, 연구개발비 투자 규모 증대에 따라 국가과학기술역량의 양적 증대뿐만 아니라 질적 수준 또한 향상되고 있는 것으로 평가되고 있다. 뿐만 아니라 연구성과의 활용 측면에서 기술사업화로 연계가 큰 폭으로 증가한 것으로 조사되었다. 반면 R&D 예산 및 성과 활용의 양적 질적 증대가 이루어졌음에도 불구하고 다수의 연구성과가 사업화로 연계되지 못하고 휴면 상태로 있다는 조사결과도 있다. 이에 본 연구는 막대한 예산, 특히 정부 R&D 예산 투입에 의하여 창출되는 연구성과가 기술이전뿐만 아니라 사업화까지로 연계될 수 있도록 영향을 미치는 요인을 선행연구 분석을 통해 도출하고, 각 요인 간 영향 및 기술사업화에 영향을 미치는 핵심요인에 대해 정량적 데이터 분석을 수행할 것이다. 본 연구는 기술의 이전 및 사업화에 관한 연구를수행함에 있어 결정주체, 정책/제도 등의 관점에서 분석한 정태적 접근과, 사업화 전체 프로세스의 관점에서 분석한 동태적 접근을 포괄하는 통합적인 연구라는 점에서 의의가 있으며, 본 연구결과는 산 학 연 및 정부의 기술이전 사업화 관련자들이 보다 종합적인 관점에서 효과적인 사업화 전략 수립을 통해 성과 확산에 기여하는데 정책 자료로 활용될 수 있을 것으로 기대된다.

A Study on the Investigation into Obstacles in Construction Budget Estimating (건설기업 실행예산 편성업무의 애로요인 분석에 관한 연구)

  • Under the circumstances where the profitability has become a more critical issue for general contractors, the objective of the study is to identify and discuss obstacles and their key characteristics in the construction budget estimating. Through the questionnaire survey and interviews with experienced estimators of general contractors, the study identified 18 obstacles by 6 groups. It discussed that although various obstacles exist, there are key obstacles to which general contractors should pay attention for the realistic construction budget estimating. In particular, improving subcontractors' estimating competency and incubating estimating experts are identified as the key issues to overcome obstacles in the construction budget estimating.

  • The recent cultural properties utilization projects by the Cultural Heritage Administration have no rational standards to pay reasonable prices to stakeholders participating in budget compilation or projects. Therefore, there are frequent conflicts when calculating budgets between the Cultural Heritage Administration supervising projects and local governments or private organizations. Especially, as the items or detailed standard of budget compilation from planning to completion of projects are unclear, it is hard to stably operate projects, and eventually, they are no more than one-shot events without being developed into long-term projects. Thus, this study analyzes the overall operational status, systems, and problems of current cultural properties utilization projects. A national-level budget compilation standard system is then suggested, for the stable operation of cultural properties utilization projects. In addition, this study benchmarks the items and detailed standard of budget compilation used in similar areas, and also puts together actual cases.

  • Because of the difficulties on budget estimation of National R&D projects, it is expected that the errors of decision making can be reduced if the information on project performance and its evaluation result is provided to the decision stakeholders in a timely manner, as a reference. In reality, however, the result of project evaluation is not utilized in its own purpose. One reason is that the information on evaluation result and budget is not shared at the right time. The other is that the interconnection between systems to support those information is not realized yet. Therefore, the current status of National R&D projects is analyzed in terms of before and after the reign of current government. In particular, this paper is focused on the improvement through the procedural and systematic approaches and attempted to suggest the enhanced process for the seamless interconnection between National R&D performance evaluation and budget information.

  • As a large portion of defence budget are alloted for military facility construction, reasonable budget estimation in the planning stage has been officers' main concerns. However the proper estimation of construction cost is difficult to be carried out due to the absence of systematic criteria. To improve the budget estimation for military facility construction, this study proposes a cost index model which can convert historical cost to current cost. Thus the developed cost index would enhance effectiveness of budget estimation process 3nd support reasonable decision making. This cost index model is developed by analyzing historical cost data with statistical methodology The study is executed by following process. First, factors which affect construction cost for the most are selected by analyzing historical cost data. second, the selected factors are categorized material cost, labor cost and equipment cost, and weights of those factors are calculated by dividing the cost of each factor by total item costs. Last, cost index is developed by using weighted average method.

  • The scale of national research and development work is expanded gradually and grows bigger, so necessity of building system rises to guarantee more objective and fairer selection of business and clarity of budget administration according to active progress of convergence between study territories. In the study, standard frame work is suggested for information connection between dissimilarities, and based on this work; the study considers the system for information connection of digital budget accounting system handling budget and accounting of national finance and national science technology knowledge information system that is in charge of result administration and result evaluation of national research and development work, so suggests application plan of standard frame work connected with information solving current state and problems for connection.
