Analyzing the effects of information technology(IT) in the life insurance Industry is important in establishing the direction for future information technology investment. In this research, the cost-elasticity of IT capital stock was measured by the SUR technique, using the second-order translog cost function, which was drawn out by a Taylor expansion of the multi-product joint cost function. Analysis was made based on data from 1991 to 2003 collected from 33 life insurance firms. The results show that although the effects of information technology investment vary according to individual life insurance firms, half of the life insurance firms surveyed reduced their costs by investing in information technology. The research also revealed that although large life insurance firms reduced their costs by investing in information technology medium & small life insurance firms and foreign ,life insurance firms increase their costs. Additionally, although both information capital and information labor increase as the information budget increases, the increase in information capital is larger than one in information labor. Because the price of information capital is decreased rapidly more than one of information-related labor.

In modern marketing environment, we are more interested in logistics as industrial structure is complicated and globalized. Most companies focus on reducing the cost price. So a lot of companies study on cost estimation logistics. However, it Is very difficult to estimate the cost of logistics. Thus they mainly use linear method such as the simple distance of transportation. This study defines the cost of logistics, structure & network of military logistics and proposes the costing estimation model in the logistics. We apply to battle shoes which are the main clothing in the military. In the result, we found some differences on the rate of cost structure between military and civil companies. This study can be used directly to the decision making for optimal military logistics alternatives and contribute to the efficient operation of military budget.

정부는 국내산 풀사료의 경쟁력을 강화하기 위해 풀사료용 기계장비 및 제조비 등의 지원에 해마다 1,000억 이상의 예산을 사용하고 있다. 이에 수반한 보조금의 공정한 집행을 위한 절차와 서류는 매우 복잡하기 때문에 집행 및 정산에 상당한 행정비용이 발생하여 국내 생산 확대의 걸림돌로 적용하고 있는 실정이다. 또한 풀사료는 생산시점의 환경(습도, 온도 등), 수분함유량, 압축압력, 풀사료 품종 등에 따라 품질이 달라지는데 품질기준이 미흡해 유통활성화에 걸림돌이 되고 있다. 풀사료 생산이력 정보 수집에 필요한 센서, IoT 통신기술 등은 상용화 수준에 도달했으나 풀사료 생산현장에 적용하기 위해서는 풀사료 수확기 등과의 통합이 필요하고, 데이터에 기반한 과학적 정책 입안을 위한 기반 데이터 축적이 필요하다. 이를 위해 본 연구에서는 국내산 풀사료의 생산량 증대 및 유통 활성화를 위한 IoT 기반의 풀사료 생산이력관리 시스템을 개발 중으로, 우선 관리 기준이 되는 표준 데이터를 정립해 DB화(化) 하고, 풀사료 수확현장에서 필요한 데이터를 확보하기 위한 생산이력 생성장치 및 생산이력 수집장치와 이를 IoT망을 활용해 전송하기 위한 생산이력 송신장치를 개발하며 수집된 데이터를 통합 데이터베이스화(化) 하여 다양한 사용자에게 유무선 인터넷을 활용해 정보를 제공하는 웹/앱을 개발 중이다. 개발을 위한 핵심 기술로는 풀사료 수확기에 부착된 다양한 센서에서 생성되는 압력 등의 데이터를 실시간으로 취득하는 기술, 제어용 컨트롤러 설계 기술, 센서 데이터 가공 기술, IoT망을 이용한 실시간 전송 기술, 풀사료 통합 DB 구축 기술, Full Stack JavaScript 기술 등이 있다. 본 시스템를 풀사료 현장에 적용하면 풀사료 현장 조사 시간 및 비용 절감, 풀사료 생산/유통/보조 업무 전반의 효율화 및 투명화, 생산이력제 정착으로 풀사료 온라인 유통 활성화 및 물류비 절감, 센서, 측정장치, 표기장치 판매 및 유지보수 등 농업분야 신규사업 창출이 가능하다.

The development of weapon systems that look only be introduced as a huge budget directly related to combat rea diness. If we develop the expensive equipment it will not be the same state or have to wait a lot of time in mainten ance facilities for maintenance, which will have a profound impact on the exercise Efficiency. In order to solve this problem, the operation and use state of the weapon system requires effort to successfully p erform the duties held by the defined and assigned, Further analysis should be conducted RAM in order to reduce m aintenance manpower and logistic support costs. The role of business is to increase the RAM system reliability by L ee to Fig system failure rate from the development and maintenance, and reduced life cycle costs. Therefore, the present study was to determine the RAM to perform analysis procedures and methods and limita tions of each element, such as to maximize the effectiveness of comprehensive logistics support and help to study to become an effective logistics support.

Recently, as the business using IT has increased rapidly, a lot of budget is required to operate and manage the complex IT infrastructure. There is a need for a new IT infrastructure technology that can effectively and reduce costs. In this paper, we introduce CI(Converge Infrastructure) and HCI(Hyper Converge Infrastructure) methods, which are IT infrastructure methods for simplifying information systems and reducing operational management efficiency and cost. In addition, it proposes an information system using the HCI method, a new IT infrastructure technology, and a plan to establish a disaster recovery system to provide continuity of service in the event of a disaster or failure. In addition to the introduction of major technologies for using the HCI method, the area, power consumption, and operational efficiency of the information system before and after the introduction of HCI are compared and analyzed.

The existing management job of research expenses has been divided into three parts： budget planning, budget draw-up, and exact settlement of budget. However, it caused some problems. Under this current circumstance it is required to obtain research expenses steadily, to operate efficiently and to use them clearly to solve such problems. As a result of a study on data warehouse development process of existing system integration company (Inmon, IBM) to reflect current trend described above, data warehouse development process of Inmon uses systematic and gradual access as a classical development cycle method. It causes overlap and feedback to the previous step in the process of each step Is requested. And another problem that it is difficult to toil what function refers and corrects data because functions and data are separated during performing development process at data warehouse development process of IBM is caused. Integrated management data warehouse development process of research expenses in the enterprise environment which applies UML at planning and analysis step, design step and implement and test step is suggested in this paper. Information retrieval agent uses existing budget plan DB, budget draw-up DB and budget settlement DB to find out information that a user wants to know. Information retrieval agent collects and saves information at integration database and information integration agent extracts, transports, transforms and loads the data. Information integration agent reduces a user's efforts to access to a number of information sources and check each of them. It also screens out data that a user may not need. As a result, integrated management data warehouse development process of research expenses in the enterprise environment reflects a user's requirements as much as possible and provides various types of information to make a decision which is needed to establish the policy of research expense management. It helps an end user approach his/her desired analysis information quickly and get various data from the comprehensive viewpoint rather than the fragmentary viewpoint. Furthermore, as it integrated three systems into one, it is possible to share data, to integrate the system, to reduce operating expenses and to simplify supporting environment for the decision making.

Recently, Design-build project as delivery system public construction sector tends to be increased according to the Masterplan for promotion of construction technologies, and construction projects are increasing their complexity, variety and scale. And owner's requirements become various. Preliminary design for design eligibility judging of design-build has been designed excessively to get a good point and this tendency includes the elements which is capable of wasting the budget. Because of excessive design, owners require to apply VE study into the design development phase but in the Design-build system, VE application has not been of no effect that owners expect, owing to the characters of lum-sum contracts. The purpose of this study is to propose the plan for effective application of VE in the design development phase in order to solve the problems such as excessive design of preliminary design in the design-build project. This study established plans for VE application through investigating and analyzing VE application case and then proposed the applications in the aspect of regulations and contracts, parties participated in project, VE operation through research for verification of usefulness.

Recently, it is expected to significantly increase the defense budget by acquiring large-scale weapons systems to enhance defensive capabilities. In order to secure funds needed to acquire such weapons systems, it is necessary to improve the efficiency of the defense budget. In addition, interest in economic factors affecting the domestic economy such as export opportunities and employment creation are increasing, as well as budget reduction of the defense acquisition business. In order to respond to these demands, this study conducted cost- benefit analysis and examined economic ripple effects in the implementation of defense procurement projects. However, research on economic analysis methodology considering characteristics of defense acquisition projects is still in its early stage. This study proposes a methodology to analyze the economic feasibility of defense acquisition projects and conducted a case study on the economic feasibility of the ${\bigcirc}{\bigcirc}$ guided missile project which is being prepared against local provocation. The proposed economic analysis method provides the cost-effectiveness analysis that has been performed in many weapon system acquisition projects in connection with the more general cost-benefit analysis method. This study contributes to the establishment of an improved theoretical methodology for weapon system acquisition projects.

In most countries the public library run as a public institution and a symbolic icon for a democratic society. Therefore public library's publicity is absolutely essential value and profit should not be made on their maintenance. More recently, as the government's budget spending increase, however, many local governments contract out to manage an entire library or new library system. Three main reasons could be identified. Firstly, alternative solutions for maintenance were supposed to save money. Secondly, contracting out provides an opportunity to improve the quality of service delivery. Thirdly, central government and some local authorities had very strong ideological reasons for contracting out of the public libraries. However, nothing proved that alternative maintenance had caused lower cost and better services in Korea. In this paper, the reasoning of a move from the traditional form of public library governance is discussed, as well as the advantages and disadvantages contracting out of the public libraries, and suggested various practical solutions in Korea.

이상에서 소개된 정보통신부 리눅스 활성화 방안을 요약하면 다음과 같다. 1991년 개발된 리눅스가 최근 저비용.고효율.안정성 등의 여러 가지 이점 때문에 대표적인 PC 서버용 운영체제로 부각되고 있다. IBM, Intel, Sun 등 세계적인 하드웨어 및 소프트웨어 업채들이 공식적으로 리눅스 지원을 시작하면서 윈도우 NT에 대적하는 새로운 서버 운영체제로 부각되었고 이에 따라 다른 여러 업체들도 리눅스 시장 선점하기 위해 활발한 개벌활동 전개하고 있다. 본 활성화 방안은 국내에서 리눅스 활성화를 통해 다음의 목표를 달성하기 위해 마련되었다. 추진목표는 첫째, 저가격.고성능의 리눅스를 이용한 PC 보급확산으로 인터넷 이용환경 구축예산을 절감하고 교육정보화 등 정보화사업에 리죽스 적용을 통해 국빈의 보편적 이용환경을 조성하는 데 있고, 셋째, 리눅스의 보급 활성화를 통한 국내 소프트웨어 산업을 육성하는데 있다. 구체적 추직전략은 다음과 같다. 첫째, 리눅스 한글환경 표준화 및 리눅스 기반기술 개발등과 같은 원할한 리눅스 보급을 위한 연구개발을 추진한다. 둘째, 리눅스 환경하의 다양한 응용 개발 촉진체계 구축한다. 셋째, 공공분야에 대한 리눅스 보급을 추진한다. 정보화사업 추진 시 리눅스활용 적극 추진한다. 또한 산.학.연의 리눅스 전문가들로 리눅스 협의회를 구성하여 리눅스 보급 확산을 위한 활동을 추진하게 될 것이다. 이 과정에서 기업들의 요구사항 및 이용 활성화에 대해서 협의가 이루어질 것이다. 곧 다가올 새 천년에서는 시작부터 국가간에 치열한 정보화 경쟁이 있을 것이다. 정보화 환경이 얼마나 저비용.고효율으로 잘 구축되었느냐, 그리고 정보화 인력을 얼마나 갖고 있느냐가 르러한 국제사회에서의 경쟁력을 죄우하게 될 것이다. 이러한 관점에서 리눅스의 활성화는 매우 중요하다. 본 활성화 방안이 성공적 수행되어 새 천년에 우리나라가 정보화 선진국에 진입하는데 도움이 되기를 바란다.
