This study aimed to provide an empirical analysis of the effect of preventive fire administration (PVFA) and prepared fire administration (PPFA) on response fire administration (RPFA) in fire service organizations in Korea. To this end, panel data was collected from 16 metropolitan councils from the period of 2008 to 2018 and statistically analyzed using PVFA, PPFA, and RPFA. The independent variables were PVFA and PPFA, while the dependent variable was RPFA. The analysis of the current situation of the specific target for firefighting (STFF), public use facilities, proof of completion of safety families for public use facilities, and special fire inspection were sub-variables of PVFA. Fire safety education (FSE) and the mobilization for fire suppression (MFS) were sub-variables of PPFA and RPFA, respectively. In the results, STFF and FSE had a significant positive influence on the MFS. This study will contribute to the basic research regarding the investigation of the effectivity of fire service organizations in Korea.

This paper aimed to statistically analyze the impact of fire needs not considered in previous reports based on preventive and preparedness strategies of fire administration and fire budget.. The panel data came from 16 metropolitan councils from 2008 to 2018 and was statistically analyzed based on the preventive measures of the fire administration (agreement for building permission, specific target for fire-fighting, public use facilities, and special fire inspection [SFI]), preparedness of the fire administration (fire safety education [FSE]), response of the fire administration (mobilization for fire suppression [MFS] and mobilization for ambulance service [MAS]), and fire budget. In the results, SFI, FSE, and MFS had a significant negative influence on the fire budget. Meanwhile, MAS had a significant positive effect on the fire budget (p < 0.01). These results reflect public policy in Korea; there has been a paradigm shift in fire administration: from disaster acceptance (focusing on recovery) to disaster response (focusing on field response) to disaster preparedness (focusing on preparedness).

우리나라는 1960년대의 경제개발계획에 따른 공업화 시축의 추진으로 산업의 발달과 경제성장은 인구를 도시로 집중시키면서 도시건축물은 대형화, 고층화, 과밀화 현상을 가져왔다. 한편, 국민생활의 향상과 산업활동의 다양화로 화재발생의 주요원인이 되는 전기, 가스, 유류등의 사용량이 해마다 늘어나고 있어 화재의 위험을 가중시키고 있다. 최근 10연간('81~'90) 전국에서 발생한 화재사고는 9만 5,154건이 발생하여 인명피해 1만1,117명, 재산피해 1,859억 2,200만원의 많은 손실을 가져 왔으며, 이 중에는 서울에서 발생한 화재가 3만6,089건으로 전체의 37.9%을 차지하고 있다. 화재가 발생할 경우 대형 참사를 방지하고 귀중한 인명피해는 물론 경제적 손실을 최저로 줄일 수 있는 소방시설을 도시건축물에 설치하여 이에 대비하는 것이 무엇보다 귀중한 일이다. 이는 화재예방 또는 발생 초기에 이를 감지, 통보하고 피난하며 소화활동에 이르는 모든 방재 및 소화를 위한 소방시설의 유용성을 최대로 발휘할 수 있기 때문이다. 본 논문에서는 서울특별시를 중심으로 도시건축물에 설치된 소방시설의 유지 관리 실태와 화재시 소방시설의 이용실태를 분석하여 문제점을 도출하고 이에 대한 개선방향을 제시하므로서 예방소방행정의 발전을 기하고저 하였으며, 그 내용을 요약하면 다음과 같다. 제1장에서는 서론부분으로서 연구의 목적과 범위및 접근 방법을 서술하였고, 제2장에서는 도시소방행정의 특성 및 소방환경의 변화로 먼저 소방행정의 의의와 도시소방행정의 유형으로 예방소방과 진압소방 그리고 구급.구조업무등을 살피고. 도시소방환경변화에 따른 화재발생추세를 살펴 보았다. 제3장에서는 도시건축물에 설치하는 소방시설의 설치.유지 및 이용실태를 검사.분석하였다. '90년도 서울시내 소방서에서 실시한 소방대상물에 대한 소방검사와 방화관리자에 대한 설문조사를 실시하여 소방시설의 유지관리실태를 통계.분석한 결과, 소방시설이 양호한 소방대상물은 전체의 75.9%이며, 불량소방대상물은 24.1%로 나타났다. 그리고 화재가 발생한 소방검사대상물에 대한 화재현장 조사결과 화재시 소방시설을 사용한 소방대상물은 전체의 72.1%를 차지하고 있다. 제4장에서 는 소방시설의 문제점으로 \circled1 소방설비부실공사, \circled2 소방시설 유지관리능력부족, \circled3 소방검사제도 불합리등이며, 이에 대한 개선방향으로 \circled1 소방설비 시공자의 지도. 감독강화, \circled2 자체시설관리능력향상, \circled3 예방소방행정제도의 개선을 제시하였다. 제5장은 결론으로, 우리나라가 최근 경제성장과 산업의 발달로 도시건축물의 화재발생 위험이 가중되면서 이에 대한 소방안전대비책이 요구된다. 이에는 도시건축물에 방화시설과 소방시설을 완비하고, 그리고 자격있고 유능한 방화관리자 선임하여 자체 소방계획을 수립하여 시설점검, 정비와 유지관리를 철저히 한다면 어떠한 화재도 예방 또는 초기에 진압할 수 있고, 또한 입주검자에 대한 소방교육 및 훈련을 지속적으로 수행하여 나간다면 여하한 도시건축물의 소방안전도 그 목적을 달성하리라고 생각한다.

In the past, the risk of fire and the rate of fire occurrence has increased gradually as the quality of life improved due to rapid economic growth, and the government enacted Fire Prevention Act. The existing inspection method was revised considering the rapid increase in the number of fire-fighting objects(hereinafter referred to as specific fire-fighting objects) that require the installation of fire-fighting facilities, and has been applied to this day. On the other hand, unlike the rapid increase in specific fire-fighting objects and the development of fire prevention technologies, the scope of work and inspections by unsuitable inspectors caused a large fire accident, which required improvement of the related laws. This study evaluated, the Act on the relationship of firefighting facilities, which had been implemented previously to identify fire victims, save lives, secure independence of fire inspection agencies, and ensure the accuracy of fire prevention actions.

In this research, in order to prevent the fire of multiple users who are concerned about many human life damage, based on the statistical data of the National Fire Protection Agency's National Fire Information Center and the Fire Defense Administration Fire Defense Administration, Attempts were made on the exploratory approach to measures that can reduce the topic of. In this research, using the preventive firefighting administrative statistics of the Fire and Disaster Management Agency, we analyzed by focusing on the effectiveness of multiple users' firefighting safety education. Through analysis results we could infer that fire safety education does not have effectiveness in actual fire prevention. Through previous research, we found out that the cause is insufficient for the management of fire safety education, thereby deriving an improvement plan to develop a systematic fire safety education system.

한국화재보험협회는 9월 18일 오전 10시 세종문화회관 컨벤션센터에서 본 협회 방정훈 이사장과 김두관 행정자치부장관을 비롯하여 손해보허 관계자와 화재.소방안전 관련 단체 등이 참석한 가운데, 화재예방 및 진압, 구조구급 활동을 통하여 국민의 생명과 재산 보호에 헌신한 전국의 우수 소방관을 표창하는 "제30회 소방안전봉사상 시상식"을 개최하였다. 이번 시상식에서 선발된 대상 및 본상 수상자 17명에게는 상패 및 부상(대상 300만원, 본상200만원)과 함께 1계급 특진의 영예가, 특별상 1명에게는 상패와 삼금 100만원이 주어졌다. 금년도 제30회 소방안전봉사상 수상자들의 공적을 간단히 소개한다.

In Korea, about 80 academic departments related to fire science are in operation throughout the country, but fire science is not included as a branch science in the science classification system acknowledged by the Ministry of Education, Science and Technology and its position as a science is not solid yet. In response to this problem, research is being made actively to establish fire science recently. This study aims at composing the fire service policy theory which is one of sub areas of fire science. First, the concept of fire service policy should be established, and fire service policies should be divided into different types. In addition, it is necessary to examine the direction of the development of fire service policies in Korea, and the unique characteristics of fire service policies should be described. Next, we will mention fire service policy making and participants, theories on the determinants of fire service policies, the execution of fire service policies, and the evaluation of fire service policies. Particularly, based on the peculiarity of fire service, it is necessary to explain policies on fire prevention and precaution, fire investigation, rescue and first aid, public campaigns for safety and prevention, fire insurance, etc. Finally, we suggest the future directions of fire service policies according to the change of environment in the future.

현재 산림청에서는 NGIS와 연계한 국가차원의 산림지리정보시스템(FGIS)을 구축하는 사업을 추진중이며, 행정자치부에서는 정보화촉진기본법에 따라 국가적 행정종합정보화 차원에서 제안된 2단계 소방/재난관리시스템 구축의 필요성을 제시하고 있다. 이러한 범국가적인 사업과 연계하여 각 지방자치단체 규모의 산림행정체계 규모의 산림행정체계에 적합하고, 국지적 기상조건 및 확산요인을 고려한 시스템을 개발하여 일선 실무자의 행정생산성 향상차원에서 실제 활용될 수 있는 개별시스템으로 구현해야할 필요성이 있다. 따라서, 본 연구는 각 지방자치단체의 산림담당자가 산불의 사전예방 및 홍보활동을 위한 산불 다발지역을 분석하고, 광범위한 산림지역을 효과적으로 감시하기 위한 산불감시카메라 의 위치를 산정할 수 있으며, 산불 발생시 국지적 확산요인을 고려한 실시간 산불확산 형태 를 예측할 수 있는 시스템을 설계하고자 한다. 또한 평상시 소방시설물을 관리하고 산불발 생시 신속한 진압을 위한 각종정보(예 : 최단이동거리분석)를 제공하며, 산불감지 시점으로 부터 상황종료 시까지의 종합사고보고를 위하여 위성영상과의 비교분석 등 사후관리까지의 체계를 수립하고자 한다.
