국내 첫 에이즈 감염인의 발견 2년 뒤인 1987년 국립보건원에 에이즈센터를 설립하면서 본격적으로 예방사업이 시작되었다. 같은 해에 후천성면역결핍증 예방법이 제정되었고, 모든 헌혈액에 대한 에이즈 검사와 특정집단에 대한 의무검사도 시작하게 되었다. 그뒤 1989년에는 각 지역 보건소에서 에이즈 무료의 명검사를 실시하게 되었다. 정부의 에이즈 예방과 확산금지에 대한 노력이 역부족이라는 판단 하에 대한에이즈예방협회와 한국에이즈퇴치연맹이 설립되면서 민간 차원에는 에이즈 예방 사업이 본격화되었다. 그 후 구세군과 대학적십자사에서도 에이즈 예방사업에 뛰어들었으며, 다양한 감염인 단체들이 생겼다 사라지곤 했다. 90년대 초부터 에이즈 사업에 뛰어든 역사와 내실을 자랑하는 단체들과 이제 막 형성된 신생단체까지 국내에서는 다양한 단체들이 에이즈 사업에 뛰어들고 있다.

2006년 감염인 지원센터 운영사업 등 다각적인 사업을 펼친 대한에이즈예방협회의 미래를 이끌고 나갈 사무총장이 새로 취임했다. 엄총장에게 취임소감과 대한에이즈예방협회의 2007년 사업방향과 미래비젼에 대해 들어봤다. 엄총장은 본.지회 조직망을 정비하고 활성화시켜 사업기반을 구축하고, 투명한 행정절차와 예산집행으로 감염인과의 신뢰 회복을 위해 노력하겠다고 전했다.

인류최대의 재앙이라는 에이즈의 발견 이후 에이즈는 무서운 속도로 전세계로 확산되고 있다. 각국 정부들은 에이즈 전파를 막기 위하여 다양한 노력을 실시하고 있다. 올해는 성공한 해외 에이즈 예방사업을 선별하여 국내 예방사업의 모델을 제시하고자 연재기획하고자 한다.

The purpose of this study was to explore what program worker' experiences in suicide prevention gatekeeper program using tong/ri Chiefs. Participants were three workers who have been in charge of this program for more than 2 years. A qualitative research method, narrative study, was used. As a result of the study, they started the program with burden and fear. They felt a heavy burden of the internal and external the organization and lack of themselves. However, they were able to continue their work despite these difficulties because of the support of their families, colleagues and tong/ri Chiefs. And, they suggested ways to revitalize suicide prevention gatekeeper program using tong/ri Chiefs.

연초 국내 에이즈예방단체들은 중국과 에이즈관련 사업교류를 위하여 중국 북경, 곤명, 홍콩을 방문하였다. 아시아의 위험지역으로 세계의 이목을 집중시키고 있는 중국의 에이즈예방사업을 돌아보며 국내의 사업에 어떻게 적용할 수 있을 지 살펴보았다.

하천은 이수, 치수 및 환경의 기능을 수행하며 국가의 생활과 문화의 발전에 기여한다. 현재 전국에는 총 3,836개의 하천이 존재하며, 우리 실생활에 밀접한 연관을 맺고 있다. 각 부처 및 지자체에서는 하천유역을 개발 및 복구하기 위한 사업을 추진 중에 있으며, 각 사업의 평가를 시행하고 있다. 환경부의 경우 수질개선 및 수생태계 복원을 목적으로 하는 '생태하천 복원사업'을 수행하고 있으며 '지속가능한 하천사업 환경영향평가 가이드라인'을 통해 사업의 적절성 및 사업효과를 평가하고 있다. 또한 본 평가를 토대로 매년 "자연환경대상" 공모전을 개최하여 기술적 사회적 평가 및 대내외적 홍보를 진행하고 있다. 행정안전부는 재해예방 및 환경개선, 수질보전을 목적으로 하는 '소하천 정비사업'을 수행 중에 있으며 매년 "아름다운 소하천 가꾸기 공모전"추진을 통해 소하천정비 예산으로 추진한 사업들의 평가와 시상을 진행 중에 있다. 국토교통부의 경우 물 관리 기본계획인 '물수자원장기종합계획(2001-2020)', '제4차 수자원장기종합계획(2011-2020)'을 토대로 지방하천의 재해예방 및 수생태계 복원목적의 '지방하천정비사업 종합계획'을 수행 중에 있으며 하천재해 예방사업, 수계치수사업 등의 5가지 세부사업들을 포함하고 있다. 또한 하천관리 전문가와 지역주민을 평가단으로 구성하여 평가를 진행하고 있다. 위와 같이 각 부처는 하천유역의 환경개선 및 재해예방을 위해 여러 하천사업을 진행 중에 있으나 각 기관별로 사업의 평가기법 또는 평가절차가 통일되지 않고 상이하게 진행되고 있다. 또한 국토교통부의 경우 하천사업의 사업계획부터 사후평가까지 사업의 전 절차에 대한 명확한 평가기준이 마련되지 않고 있어 효율적인 사업평가가 어렵다는 문제점이 지속적으로 제기되고 있다. 따라서 본 연구에서는 하천사업의 특성을 고려한 평가기법 개발을 통해 사업의 적절성 및 효율성을 제고할 수 있는 방안을 제시하고자 한다.

Objectives: This study aims to evaluate effectiveness of hypertension prevention and management programs (HPMPs) in rural Korea. Methods: A questionnaire survey was conducted with 700 community health practitioners working at primary health care posts (PHCPs). The questionnaire had four domains, which were hypertension management, hypertension prevention, the PHCP environment, and evaluation system, each with different maximum weighted values (WVs). Weighted values of 100 indicate the best effectiveness for the HPMP in all four domains. Results: The average WVs and percent effectiveness of all four domains combined was 61.65 (62%); the hypertension management domain was 28.81 (72%); the hypertension prevention domain was 23.44 (67%); the PHCP environment was4.29(43%); and the evaluation system was5.10(34%). Conclusion: The HPMPs were generally effective, and hypertension management was the most effective. The environment of PHCPs and the evaluation system of HPMPs should be improved to increase the effectiveness of the HPMPs.

Natural disaster has been hard to prevent the occurrence of itself, thus in order to reduce the economic damages and loss casualties, it is important to be prepared in cases that the disasters should occur in advance. Interest of the related project to prevent various natural disasters has been grown along with an investment in Korea. Along with this movement, when investments related to natural disaster prevention projects were built on, the post evaluation that can verify the ripple effects of those investments on the community should be emerging as an essential task. For evaluating the effects of public investment projects such as natural disaster prevention projects in this study, the related researches would continue through qualitative analyses, for example, cost-benefit analysis. Even the qualitative analysis alone cannot fully explain the effects of those projects, the diverse methods of analyzing and evaluating those effects might not have been presented in those fields. For the post evaluation of natural disaster prevention projects through the qualitative analysis, this study derived subjects that had effects on the post evaluation of natural disaster prevention projects. Also, employing the structural equation modeling (SEM), the causation between post evaluation subjects and the effects of projects were quantitatively analyzed, and the weighting factors of evaluation items were calculated respectively. Based on these results, post evaluation index formula was proposed for the natural disaster prevention projects in Korea.

협회는 국민보건 사업의 일환으로 결핵 및 호흡기질환의 예방과 퇴치를 위해 홍보, 교육 사업은 물론 결핵예방접종 백신 및 감염진단 시약의 생산과 연구 등과 같은 다양한 사업을 수행해오고 있다. 그 가운데에서도 이번 호에서는 결핵 발견의 최전방에 선 검진팀의 일과를 소개하고자 한다.

현재 의료보험은 치료에 국한된 요양급여가 대부분인데, 예방사업을 통한 질병발생의 예방이 건강의 손상을 줄이고 궁극적으로는 건강을 증진시킬 수 있으며 의료비의 상승을 억제할 수 있다고 안윤옥 서울의대 교수는 지난해 11월11일에 있었던 건강관리 워크숍에서 강조했다. 본문은 안교수의 발표문을 게재한 것이다.
