다양한 국적의 선박 운항자와 영어라는 공용어를 매개로 교신해야 하는 해상교통관제사에게 영어구술능력은 필수라고 할 수 있다. 본 연구는 영어교신분석을 통하여 영어구술능력 인증의 필요성에 대해 살펴보고 항공관제연구사례와 해상교통관제사 대상 설문조사를 통하여 영어구술능력 인증을 위한 영어구술능력시험 도입으로 인해 발생할 부작용에 대해 알아본 후 이를 최소화 할 수 있는 방안에 대해 제시함을 목적으로 한다.

The aim of this study is to determine the relationship between variables affecting learning effect and flow experience on an e-Learning English program. There are 4 independent variables; English thinking structure, self-efficacy in English and flow. The results are as follows: Firstly, there is statistically significant positive correlation between each variable of English thinking structure, pre English skill, self-efficacy in English, flow and learning effect. Secondly, it appeared that flow was affected by all three variables of English thinking structure, pre-English skill and self-efficacy in English. Also flow experience affected learning improvement. Finally, it is verified that there is a mediating effect of flow experience on the relation of self-efficacy in English and learning effect.

This study is aimed at looking into the security English ability status and progress plan of security related department students. The status was captured through a questionnaire survey to English proficiency and simple tests on security knowledge. Current status to general English and security English ability was indicated very low and unsatisfactory as a whole, through which individuals and students perceived their need of positive effort. The security personnel for domestic figures and VIPs need to have English communication ability as an international ability, and the security related department students have to improve English communication ability during their college course for smooth post-graduation employment and career preparation. General English ability should be bettered through the diversity of cultural English programs, and systematic learning and effort needed for equipment of ability on specialized security ability, for this, compilation of security English curricula encouraged by each college. It is expected that significance and perception of security English would be conscious and progressive in Korean security related departments, by which more security personnel with international qualifications and abilities would be produced.

This study aims at investigating how English proficiency affects economic development of a country by analyzing the relationships among English proficiency, economic activities (amount of trade, R&D investment, etc), and the rate of economic growth, focusing on twenty-one non-English-speaking OECD countries. Ordinary Least Square (OLS) and Seemingly Unrelated Regression Estimation (SURE) were used for the data analysis in the study. The findings reveals that there existed little statistical significance to support the fact that English proficiency was directly related to the economic development in a positive way in many countries except Mexico, the Czech Republic, Finland, and Poland. However, English proficiency indirectly influenced the economic development in the way of increasing the amount of trade. These results can lead to the conclusion that English proficiency is not a sufficient element but a necessary one. Furthermore, it is expected that English proficiency can positively affect the economic development when it plays a part as sufficient complementary goods which make up for physical capital, technology accumulation, political stability, and worthy government.

최근 해상교통관제사의 자격제도 및 평가제 제도의 도입이 활발하게 논의되고 있다. 전 세계의 상선대가 비영어상용국 출신의 다국적 선원으로 채워진 현실에서 관제사의 영어 구술능력 배양은 시급한 과제이다. 본 연구에서는 실제 현장에서의 선박항해자와 관제사간의 영어구사 현황을 중점적으로 살펴보고, SMCP에 규정된 표준관제영어와의 괴리를 지적하였다. 관제영어 학습 커리큘럼을 현장의 상황위주로 재구성할 것을 제안하였으며 항공분야에서 실시하고 있는 항공영어구술능력 평가 제도를 참고하여 해상교통관제 영어구술능력 평가 제도를 모색하여 보았다.

The purpose of this study is to examine the effects of English integrated instruction on the 6th grade Korean elementary students' English ability using science animation. Twenty-seven students took English integrated instruction before their regular class for 10 minutes while the other students took review activity instead of it. At first, the students were asked to take the sixth grade diagnostic evaluation sponsored by C office of education in 2018 as the pre-test and ten months later, they were asked to take the first grade diagnostic evaluation of middle school sponsored by C office of education in 2017 as the post-test. Results of the study showed that the English ability and the affective attitude of the students taking English integrated instruction were improved. These results suggest that English integrated instruction can contribute to the improvement of Korean elementary students' English ability.

This paper is to verify the effects of English immersion program through the case study of the three and an half week English camp run by Hongik University. The student's proficiency in English varies according to different factors. Another goal of this paper is to pin down certain objective factors that have an effect on the English proficiency and the improvement of the proficient. The generalized linear model(GLM) is adopted for the related analyses in this paper.

한국해기사의 취약점으로 영어구사능력에 대한 지적이 끊임없이 제기되고 있다. 선상에서의 원활한 의사소통을 위해서는 해기사의 영어구사 능력을 향상시킬 필요가 있다. 본 연구는 해기사의 선상 의사소통능력 향상을 위하여 현재 시행되고 있는 해사영어 시험제도을 분석하였고, 이를 통하여 현 제도의 문제점을 식별하고 이를 해결할 수 있는 방안을 제안하였다. 식별된 문제점으로는 불충분한 면접시간, 세부지침의 부재, 지나친 전문지식 위주의 질문, 교육기관의 해사영어 커리큘럼과 선사의 요구사항의 불일치 등이며, 개선방향으로는 전문시험위원제도(가칭) 도입, 해사영어 교육콘텐츠 개발, 충분한 면접시간 확보 등이다.

해사영어는 SMCP(표준해사통신용어)를 기반으로 하는 특수목적영어의 한 분야로 콘텐츠 개발을 비롯한 학습과 훈련을 지원할 수 있는 해사영어훈련기관을 통해 효과적인 학습과 훈련이 제공되어 진다면 교육생을 단기간에 그 구사 능력을 상당한 수준에 이르게 할 수 있다. 이 연구에서는 우리나라 해양분야의 국제 경쟁력을 제고하고 새로운 일자리 창출을 위해 필수적인 해양산업 종사자들의 영어구사 능력개발을 위한 해사영어훈련센터(METC)의 필요성과 설립방안을 제시한다.

This study aims to illustrate students' and teachers' perceptions towards certification of English proficiency and proficiency- based curriculum, and to investigate their needs for developing college English program. A total of 597 students and 28 teachers participated in the survey. The findings showed that both groups acknowledged the usefulness of the certification of English proficiency and proficiency-based curriculum. However, both groups showed a negative response to 'waive test' (testing for the replacement of English required class). They also expressed high level of needs in increasing the number of courses and credit hours, reducing the class size, and improving facilities. Both groups perceived speaking and listening as more important skills, while students showed various preferences for effective language practice activities. The findings of this study suggest t hat the introduction of certification of English proficiency should he supplemented with follow-ups both in pedagogical aspect and on administrative level.
