우리나라가 자원빈국에서 살아 남을 길은 경제사회구조 전반을 자원순환사회로 전환하는 것이 필요하다. 환경부는 자원순환사회전환촉진법 제정을 추진하면서 2013년부터 관계부처, 산업계, 재활용업계, 시민단체, 전문가와 함께 약 50여회에 걸친 의견수렴을 실시하여 자원순환사회를 열망하는 다양한 목소리에 귀 기울이고, 이를 정책에 녹여내기 위해 끊임없이 소통하여 왔다. 하지만 이러한 정부의 노력만으로는 한계가 있다. 미래 세대를 위해 자원순환사회로 빠른 시일 내에 진입할 수 있도록, 자원순환사회로의 전환에 대한국민 모두의 관심과 지지가 필요하다.

어떤 제품을 만들 것인가? 이는 영역의 다양성을 특징으로 하는 자판산업계에 있어 영원한 화두(話頭)일 수밖에 없다. 기발하고 독창적인 자판기의 제품화로 새로운 시장창출과 산업발전을 이룩해 낼 때의 쾌감은 자판기 산업이 갖는 가장 큰 매력이다. 아이디어만 기발하고 대중적인 소구력이 있으면 못 만들게 없는 자판기 영역. 앞으로 국내 자판산업의 발전여부도 과연 얼마만큼 대중적인 소구력을 가진 자판기들을 지속적으로 상품화 할 수 있느냐에 달려 있다. 그만큼 기종 다양화의 과제에 있어선 산업계의 높은 열망이 반영되어 있다. 금호에서는 이같이 중요한 국내 자판산업의 기종 다양화 방향에 대해 집중분석해 보는 시간을 마련했다. 지금까지의 기종 다양화 추세를 분석해 보고 앞으로 과연 어떠한 분야로의 도전과 시장창출이 본격 이루어져야 할지 그 무한한 가능성의 세계로 안내한다.

취임 3개월째 맞는 이재용 환경부장관은 주위의 우려와는 달리 환경정책의 수장직을 무난히 잘 수행하고 있다는 평을 받고 있다. 그는 화려한 경력이 말해주듯 소탈하고 매우 친화력이 있는 성격의 소유자이다. 그는 대학시절 민주화의 열망을 안고 휴학과 복학을 거듭하면서 이 땅의 민주화를 이룩하는데 일조를 했다. 훤칠한 키와 출중한 외모는 모델을 능가할 정도로 뛰어나다. 실제로 그는 극단을 창단하여 무대에도 여러번 선 경험이 있다. 또 그는 일찌감치 환경운동가의 길을 걸어 왔기에 현재의 환경정책을 수행하는데 큰 도움이 된다고 말했다. 본지는 지난달 13일 환경부 장관실에서 연합회 임원 간담회와 함께 인터뷰를 가졌다. 다음은 이 장관과의 인터뷰 내용이다.

지난 4월 22일 발생한 북한의 룡천역 폭발사고로 인하여 사망자수 150여명, 부상자수 1,300여명에 달하는 엄청난 재해가 발생하였다고 전해지고 있다. 룡천역을 중심으로 반경 500m 파일이 완파되었으며, 폭발 영향권도 4km에 달하였고 반경 500m 안에는 역사와 학교 및 4-5층 규모의 아파트가 다수 있었기에 피해 규모가 더욱 컸다고 알려 졌다. 1990년대 들어 우리나라도 심대한 대형 재난사고를 당하였다. 성수대교 붕괴(1994), 대구지하철 공사장 가스폭발(1995), 삼풍백화점 붕괴(1995), 대구지하철 화재(2003) 등 잇따른 대형 참사는 우리의 위기관리 현실을 되돌아보게 하였고, 국민들은 언제 발생할지 모를 재난에 대한 불안감으로 그 어느 때보다 안전한 나라에 대한 열망이 강한 것이 사실이다.(중략)

담배자판기는 되는데 주류자판기는 왜 안 되나? 담배자판기의 경우 성인인증장치를 도입해 부분적인 로케이션이기는 하지만 합법화되어 있음에 비해 주류자판기는 여전히 설치 자체를 규제한 채 철옹성의 장벽을 구축하고 있다. 이러한 현실에서 산업계는 성인인증장치를 도입한 주류자판기는 이제 규제가 완화되어야 한다는 목소리가 높이고 있다. 주력기종인 음료자판기는 극도의 시장불황에 시달리고, 이를 대신할 마땅한 사업아이템을 찾기 힘든 현실에서 주류자판기로 시각이 집중되는 것은 어찌 보면 자연스러운 일이다. 성인인증 주류자판기 시장은 규제만 완화된다면 산업계의 숨통을 틔어 줄 유망아이템이라는 점에서 결코 포기할 수 없는 영역이다. 산업계는 성인인증 주류자판기의 규제완화의 명분을 강화하고, 적극적인 산업계 자율대책을 제시하며 규제완화에 총력을 기울여야 한다. 협회에서는 산업계의 규제완화에 대한 열망을 반영해 최근 재정경제부 소비세제과를 대상으로 하는 건의 작업을 진행했다. 성인인증장치 도입을 통해 청소년 보호, 탈세방지 등 과거 주류자판기가 가질 수 있었던 위해요인을 극소화하는 산업계 자율대책을 바탕으로, 건전하게 주류자판기가 유통될 수 있게 해달라는 게 건의안의 골자이다. 이 건의안은 앞으로 적극적으로 검토가 될 예정이지만, 여전히 관련부처에서는 주류자판기에 대한 부정적인 시각을 가지고 있다는 점이 넘어야 할 벽이다. 재정경제부 소비세제과는 성인인증장치를 도입해 청소년 보호를 하는 측면은 높게 평가하지만, 과연 주류 유통기기로서 주류자판기가 필요한 것인 가에 대한 부정적인 시각을 가지고 있다. 또한 주류정책 자체가 유통을 억제하는 방향으로 나아가고 있다는 점, 또 탈세 방지 등 세원관리에 대한 문제점을 들어 주류자판기 자체를 부정적으로 보고 있다. 이 모든 벽들을 극복하고 규제완화의 길을 가는 것은 쉽지가 않다. 하지만 시대가 변하고, 관련 기술은 첨단화되고 있는 데 규제가 만사인 정책으로 주류자판기를 보는 시각을 곤란하다. 산업계가 얼마든지 위해요인을 해결하겠다는 자세를 보이는 마당에 이를 묵살하는 행정만능주의적 자세는 결코 올바른 행정이라 할 수 없다. 오랜 시간이 걸려도 산업계는 강력한 의지를 가지고 성인인증 주류자판기의 생존권을 확보해야 한다. 협회에서는 재경부 이외에도 국세청, 규제개혁위원회 등을 통한 규제완화 작업을 지속적으로 진행해 나갈 계획이다. 금호 정책초점에서는 성인전용 주류자판기 규제완화에 대한 뜨거운 열망을 담아, 협회에서 재정경제부 소비세과에 건의했던 건의안의 세부내용을 게재했다.

Humankind longed for an image like the sense of sight and has developed history of image on the basis of the will toward record and reproduction. A long period of time was required for accumulation of technology for reproduction of an object, but directing point has always been impression experienced by the 'eyes.' But it has not all been pointing in the realistic image. This study aimed to discuss about its process and directing point of the paradigm of image creation that has been continued together with progress of humankind based on the academic outcomes achieved by Platon. 'Mimesis' classified by Plato required techne how far it may be distant from 'Idea.' Techne went forward in the direction of securing rationality according to accumulation of civilization in the end and reality, the history of mimesis was the process toward 'realistic image' and 'fantastic image'.

A three-dimensional(3D) equivalent continuum modeling was performed to analyze hydraulic behavior of rock mass considering discontinuities by using DFN model and smeared fracture model. DFN model was generated by FLAC3D and smeared fracture model was applied by using FISH functions, which is built-in functions in FLAC3D, for equivalent continuum model of fractured rock mass. Comparative analysis with 3DEC, which is for discontinuum analysis, was conducted to verify reliability of equivalent continuum analysis by using FLAC3D. Similar results of hydraulic analysis under the same conditions could be achieved. Equivalent continuum analysis of fractured rock mass by using DFN model was implemented to compare with existing analytical methods for inflow into the tunnel.

With the rapid progress of the 4th industrial revolution, technical human capitals are considered to be the core competing factors of the enterprise. Technical manpower training of the 4th industrial revolution through technical education has become an essential task of venture start-ups. The opening of technical training courses and the education support system of companies are increasing, but the shortage of technical manpower is getting worse. This study was conducted to analyze the factors affecting participation intention of the 4th industrial revolution technology education. The research model was established based on the model of goal-directed behavior. For the analysis, 250 valid questionnaire data were used to test with a structural equation model. The results of the study are as follows. First, attitude had a positive effect on the intention to participate in education. Second, subjective norms had a positive effect on the intention to participate in education. Third, the perceived behavioral control has not been tested for a significant influence on educational participation intention. Fourth, positive and negative anticipated emotions had a significant effect on educational intention. The impact of significant variables were found in the order of positive anticipated emotions, attitudes, negative anticipated emotions, subjective norms. On the other hand, as a result of testing the mediating effect of desires, it was found that desires plays a mediating role between attitude, subjective norm, perceived behavioral control, positive anticipated emotions, negative anticipated emotions, and participation intention. In particular, the causal relationship between perceived behavioral control and intention to participate in education was not significant, but perceived behavioral control had a significant effect(full mediation) on participation intention through desires. Based on the results of this study, the following implication were suggested. First, the model of goal-directed behavior(MGB) was applied to the technical education field. Second, the direct relationship between antecedent variables and behavioral intentions was simultaneously tested. Third, unlike the existing education-related research, the factors affecting participation in education were analyzed. Fourth, the importance of desires for education were suggested.

The purpose of this study is to present the model for introduction of pharmacy information systems after medical reform. AHP(analytic hierarchy process) method is used to compute preference over factors which are included in the introduction of information systems. The fuzzified mu1ti-objective programming model is given to consider the aspects of resource and to accommodate the aspiration level and satisfaction level of decision makers. Numerical examples illustrating interpolated model are presented to accommodate the uncertainty of priority and the implications of this model is discussed.

앞으로 도래될 유비쿼터스(Ubiquitous) 사회는 보다 효율적이고 편리한 삶을 추구하는 인간의 열망으로 부터의 시작이다. 20세기의 컴퓨터의 발전으로부터 21세기인 지금은 1가구 1PC의 시대를 열었고 현재 사회 구성원 대부분은 모바일 기기를 소지하고 있으며, 모바일 기기로 동영상 및 멀티미디어 콘텐츠를 즐긴다. 하지만 용량의 문제, 네트워크의 문제 등 내재된 문제점들이 불거져 나오게 되었다. 본 논문에서는 핸드폰 내에서의 동영상 재생에 있어서 기존의 동영상 및 멀티미디어 콘텐츠의 다운로드 방식에서 벗어나 스트리밍 방식을 제안하고자 하며, 유무선간 호환성의 제고를 통한 통신업체의 MMS 서버를 경유하지 않은 P2P방식을 제안한다. 또한 동영상 서비스를 이용하여 과금하였던 결제시스템 프로그램의 예기치 못한 에러를 사전에 예방하고 새로운 화폐의 개념을 도입하여 결제 시 일어날 수 있는 중대한 문제점을 해결하고자 하며, 앞으로 다가올 유비쿼터스 시대의 쟁점이 될 것으로 예상되는 네트워크 트래픽에 대한 문제점을 P2P방식의 분산처리로서 해결을 제시한다.
