This study examines the efficiency of safety management measures taken in coastal waters to prevent coastal accidents. Recent years have witnessed about 800 cases of large and small coastal accidents in coastal waters annually. On average, these accidents have been responsible for 129 deaths annually, Thus, there is a need for effective preventive measures. Accordingly, the Korea Coast Guard enacted the Coastal Accident Prevention Act in 2014 and has cooperated with related organizations, such as local governments and the Ministry of Oceans and Fisheries, to safely manage coastal waters. However, compared to the rapid increase in human coastal activities, coastal accidents continue to occur due to the lack of a safety mindset among the Korea Coast Guard, a lack of public safety awareness, a lack of safety management facilities, and poor interest from related organizations, among others. This study examines the conditions and problems faced with regard to safety management in coastal waters based on recent coastal accident data, and analyzes foreign coastal waters safety management cases. Various methods to improve the safety management efficiency in coastal waters are proposed, such as enhancing the safety mindset and capabilities of the Korea Coast Guard, strengthening cooperation among related organizations, increasing the role of local governments, expanding and strengthening safety management facilities by applying new technologies, inculcating a culture of maritime safety, and activating private-public collaborative governance.

우리나라 항만을 입출항하는 선박은 연간 390,245척(2013년)이며, 연안해역을 통항하는 선박은 우리나라 남해안이 세계에서도 통항척수가 많은 해역이다. 이러한 연안 해역에서 거리별 통항교통량 분포 및 해양사고 분포를 통하여 연안해역 거리별 위험도를 파악하여 교통량 분산 등을 유도하여 해상교통 안전을 향상시키는데 목적이 있다.

Most of marine casualties occur at the coastal sea areas where maritime traffics are heavy and on the coastal regions such as the beaches and breakwaters, etc. where a lot of people visit. Recently, tile risk of casualties along the coasts has been on the increase due to the revitalization of marine leisure activities in Korea. However, the measures to prevent accidents along the coasts have not kept step with increasing rate of the accidents and the safety management system has not been organized. Recent marine casualties were analyzed to propose alternative measures for safety management to minimize marine casualties along the coasts. Comprehensive safety system and networks are necessary to be established and the integration and unification of the relevant authorities in charge should be accomplished in Korea. In rapid response to marine casualties, the search and rescue system should be established for the systematic and effective life-saving operations in Korean coastal areas.

국민소득 증대, 개인 여가문화 확산 등으로 바닷가를 찾는 국민들이 늘어남에 따라 안전사고도 꾸준히 증가하고 있다. 이 연구에서는 연안사고 발생현황을 다각적으로 분석하고, 사고를 예방하고 인명피해를 줄일 수 있는 방법으로 개인안전장비인 구명조끼 착용의 중요성에 대해 연구하였다.

Recently, the risk of safety accidents in the coastal zone has been increased due to revitalization of marine leisure and tourism. The effective measures, however, to prevent safety accidents in the coastal zone have not taken with increasing rate of the accidents. The nature of land and sea should be taken into account properly when the countermeasures to prevent the safety accidents in the coastal zone are devised, since the characteristics of land and sea are mixed in the environmental condition of the coastal zone. Through the field survey, this study analyzes the current problems on the safety in the coastal zone. Also, it suggests the future direction of the safety standards in the coastal zone on the basis of the safety improvement direction in the coastal zone.

우리나라 연안해역의 시운전 선박의 해양사고 현황 및 원인을 분석하여 시사점을 도출하고, 시운전 선박 관계자를 대상으로 한 현장의견 분석 결과 및 교통량 분석 결과를 기반으로 하여 시운전 금지해역을 설정하고자 한다. 또한 이를 통하여 시운전금지해역 설정을 위한 법령안에 대하여 제시하여 해상교통안전을 향상시키고자 한다.

주 5일제 근무, 개인 여가문화 확산, 국민 소득 증대 등으로 인해 해양을 레저의 목적으로 이용하는 사람들이 증가하고 있으며, 이러한 이용객의 증가에 따라 사고 발생의 개연성도 함께 증가하고 있는 상황이다. 우리나라에서는 선박을 이용한 레저활동의 경우에는 안정장비의 착용을 의무화하고 있지만, 연안 해역에서의 해양활동에 대하여는 안전장비 착용 의무화가 시행되지 않고 있다. 따라서, 본 연구에서는 연안 이용객에 의한 사고통계 데이터 분석을 바탕으로 연안 이용객의 안전장비 착용의 필요성에 대하여 고찰하였다. 또한, 분석된 내용을 바탕으로 안정장비 착용 의무화 방안에 대하여 제안하였다.

Since July 2006, marine traffic safety management system have been enforced to support the vessels transiting across the coastal area and the vessels coming in and out of ports in southwestern coastal area where heavy traffic density and marine casualties occurred frequently. The marine traffic volume for the marine traffic environmental assessment was measured by the information from RADAR and AIS system in the area. The distributions of marine casualties were analyzed in the main routes and traffic separation schemes during the last five years and the navigational dangerous elements were investigated with the influence of natural environment, the distribution of fisheries and survey questionnaire. Marine accidents of merchant ships have a tendency to decrease gradually but in case of fishing boats, the rate of marine accidents have a contrary results in this area during the last five years. The dangerous elements on navigation appeared to be the dense force from June to August, fisheries activities and the vessels which not follow the compulsory watch on VHF-band radio communication equipments.

The marine traffic congestion has increased due to the expansion of vessel traffic volume in Korean coastal waterway these days. Heavy traffic could bring serious marine casualties which cause the loss of human lives, properties and marine pollution in coastal area. In this paper. the probability analysis of marine casualties in Korean coastal To achieve this aim, clears up the cause of accident and examines closely the mutual relations among marine casualties, weather condition, and marine traffic volume. These casualties are classified into several pattens or the point of view of ship‘s size, ship’s type and ship‘s age and its characteristics of each patten are described in detail.

본 연구에서는 해상교통관제제도(VTS)가 적용된 연안해역에서 해상통항흐름에 영향을 미치는 요소를 알아보고자 하였다. 본 연구의 목적을 달성하기 위해 해상교통환경조사는 2007년도부터 2012년까지 어장, 어로활동 및 해양구조물에 대한 마로해 인근해역에 대해 현지 조사방법을 사용하였다. VTS에서 제공하는 서비스종류에 대해 국제표준과 국내 적용 규정을 비교하고 2011년 연안해역에서 제공된 서비스에 대해 분석하였다. 동 해역의 해상교통흐름은 레이더와 선박자동식별장치 정보를 시공간적으로 중첩시켜 최근 6개월간 흐름패턴을 조사하였다. 연구 대상해역은 서남해 진도 인근해역($3,800km^2$)으로 통항분리제도와 탱커선통항금지해역 및 다도해해상국립공원을 포함하고 있다. 연구결과 연안해역에서 제공되는 서비스를 통해 해양사고를 18% 감소시켰다. 서비스 제공수준은 비정규분포를 보이며 공정능력은 향상된 것으로 나타났다. 안전한 해상교통환경 유지하기 위해 정기적인 연안해역 모니터링 및 관리체계의 확립에 대한 대응이 요구된다.
