Recently, the risk of safety accidents in the coastal zone has been increased due to revitalization of marine leisure and tourism. The effective measures, however, to prevent safety accidents in the coastal zone have not taken with increasing rate of the accidents. The nature of land and sea should be taken into account properly when the countermeasures to prevent the safety accidents in the coastal zone are devised, since the characteristics of land and sea are mixed in the environmental condition of the coastal zone. Through the field survey, this study analyzes the current problems on the safety in the coastal zone. Also, it suggests the future direction of the safety standards in the coastal zone on the basis of the safety improvement direction in the coastal zone.

The objective of this paper is to analyze the characteristics of the nearshore bars using the long-term measured data of cross-shore sediment transport for Duck beach, North Calolina, USA. The effect of outer bars are directly included in the analysis to understand the characteristics of the sequential nearshore bars. Many parameters related to the nearshore bars are presented by the simple relationship. It is found that the nearshore inner bars generally move offshore as time goes. After the outer bars are formed at some position, however, the inner bars start to move landward with time and outer bars become inner bar again. Also it is shown that the seasonal characteristics of inner bars are distinctly different according as the outer bar exists or not.

We investigated seasonal changes in the marine environments and phytoplankton communities in the western part of south coastal waters of Korea during May 2009 and February 2010. In multidimensional scaling analysis of in situ data obtained by shipboard observations, the coastal waters comprised four different water masses: Yellow Sea water mass (YW) of low temperature and salinity, and high suspended solids and nutrient concentrations; south-western coastal water mass (SW) of high salinity and nutrient concentrations; Tsushima Current water mass (TW) of low nutrient concentrations, and high temperature and salinity; and closed bay water mass (CW). The spatial extent of these water masses varied according to seasonal environmental characteristics. In particular, at most study sites, TW expanded during autumn toward coastal waters. Phytoplankton abundances peaked during autumn in CW and spring in YW, which coincided with periods of high nutrient concentrations. In particular, diatoms predominated, and attained an abundance of more than 90% in most water masses. However, dinoflagellates in TW comprised a proportion of approximately 20% abundance.

본 연구는 미국의 다양한 연안해운 정책 중 America's Marine Highway Program(AMHP)을 중심으로 분석하였으며 도출된 시사점으로 바탕으로 우리나라 제주도 물류의 고비용을 초래하는 비효율화를 개선하는데 필요한 연안해운 정책의 방향성을 설정하고 공적 역할의 필요성을 위한 기초자료로 활용하고자 한다.

In 1999, Wetlands Conservation Act was enacted for the domestic implementation of the Ramsar Convention in Korea. According to the Act, wetlands have been managed by the Ministry of Environment and the Ministry of Oceans and Fisheries(MOF). In the field of coastal wetland of which MOF is in charge, starting with the designation of Muan coastal wetlands as protected area in 2001, there are 12 wetland conservation areas up to $218.96km^2$. Even though there has been rapid growth of protected areas, it is time to give attention to the effective implementation of wetland conservation policies. This study aims to analyze institutional and operational problems related to wetland management and give some recommendations for the improvement of the wetland conservation policy and legal framework.
