  • In addition to aging social problem, the problem of older age structure ratio in the fire service organization playing the leading role of the disaster response activities is also expected to be this serious situation. In the case of Seoul fire fighting organization, it is expected that the ratio of over the age 50 reaches 31% or 40% between from 10 to 15 years later from now on, but this will be a serious problem in the fire fighting personnel needing a healthy body and physical strength in the disaster situation unlike the civil servants of general staff. Therefore, the purpose of this study is to take measures that can adapt to a new disaster environment of Increasing proportion of the elderly population by presenting the criteria of age limit of fire fighting field activities to analyze the relevance of the ability to perform on-site activities and age of Seoul fire civil servants, by using three analysis criteria.

  • 국민의 생명과 재산을 보호하기 위해 아무리 강조해서 지나치지 않는 안전을 중요시 하는 우리나라는 각종 재난 사고가 많이 발생한다. 이는 안전의식이 결여되었기에 발생하는 사고들이다. 특히 안전사고와 관련해 다사다난한 일들이 많이 있는데 책임감을 비롯한 본인과 타인의 안전의식 결여로 일어난 문제들이다. 우리나라는 재난에 좀 더 현명하고 안전하게 대처하기 위해서 사전의 적극적인 예방과 사고 후의 빠른 조치, 건전한 안전의식 함양이 필요하다. 2014년 4월 16일 세월호 침몰 사고로 수백 명의 사상자를 낸 대형 참사를 계기로 국민들의 해난(해양사고) 안전에 대한 관심이 높아졌다. 위기상황 속에서 당황하지 않고 올바르고 안전한 판단으로 신속히 대피 할 수 있도록 미리 체험하는 안전체험교육시설을 통해 체계적인 대비로 인명피해를 줄이기 위한 대책이 필요하다. 본 연구는 해난(해양사고)로 인한 인명피해 위험도의 관리기법을 수립하고 재난 관리 체계 중 대비(Preparedness)에 중점을 두고 체험교육을 통해 어떤 효과가 있는지 설문조사를 실시하여 연령대별 체험자들의 반응을 토대로 가상적인 방법을 적용한 인명피해 위험도 저감효과를 분석한다. 국내 여수 해양경비안전교육원에서 올해부터 한국해양소년단연맹과 협업하여 '바다로 캠프' (해양안전 체험 프로그램)를 운영하여 위기 대응 훈련을 실시 할 계획이다. 따라서 본 연구에서는 교육원 대상자를 대상으로 설문조사를 실시하고자 한다.

Factors Affecting Potential Disaster Damage and Perceptible Stress Influencing Evacuation Behavior (재난피해가능성불안 및 지각된 스트레스가 대피행동에 영향을 미치는 요인)

  • Purpose: The purpose of the present study was to identify factors affecting anxiety about disaster damage potential in Gyonggi-do and evacuation behavior that influences evacuation behavior. Method: Multiple regression analysis was performed to test the hypothesis and to analyze the influence of anxiety about disaster damage potential and perceived stress, and analyzed similarity in correspondence between age and anxiety about disaster damage potential. Results: The anxiety about disaster damage potential of a group vulnerable to safety and anxiety about disaster damage potential of disaster system collapse were perceived in close proximity. Disaster system collapse, evacuation life, and natural disasters were found to be factors affecting perceived stress. Stress and natural disasters were found to be influencing factors on evacuation behavior. Conclusion: The necessity of managing stress was confirmed since anxiety about natural disaster damage potential and stress affect evacuation behavior. The recent experiences of heavy rain disasters indicate that the anxiety about disaster damage potential is expected to increase. The findings also indicate the importance of preventive planning and psychological management to manage the anxiety about disaster damage potential.

The Spatial Location Analysis of Disaster Evacuation Shelter for Considering Resistance of Road Slope and Difference of Walking Speed by Age - Case Study of Seoul, Korea (도로경사와 연령별 보행속도 차이를 고려한 자연재난 대피소의 입지분석 - 서울시 사례분석)

  • In Korea, local governments have decided the location of shelters as part of their disaster planning. However, no quantitative standards, such as assuming different hazard and shelter types, shelters' capacity, are specified in that planning. To propose the direction of disaster evacuation policy, first of all, the current state of shelters' location and evacuation area is needed to be analyzed. In addition, considering topographical condition such as road slope and physical strength by age are important factors to measure optimal evacuation route. The purpose is to suggest a new methodology of estimating optimal evacuation route considering resistance of road slope and difference of walking speed by age. Moreover, as a case study of Seoul, Korea, using coverage analysis of GIS analysis tool, the accessible area (or vulnerable area) to the shelters is evaluated based on the spatial distribution of disaster evacuation shelters and their accommodation capacity, according to evacuation time within 7.5, 15 and 30 minutes. The main results are summarized as follows: 1) The average area of disaster evacuation shelter per person is calculated as 0.45 square meters. Considering that the minimum shelters' area per person is 1 square meters, only 45% of people in Seoul can be accommodated. 2) The ratio of inhabitants who live in accessible area within 7.5 minutes presents only 33% of all. Furthermore, the ratio of inhabitants by age group of 5~9 or over 65 years old shows significantly lower percentage in comparison with 15~49 years old people.

  • This research examined the business system and current status of the safety security manpower managing directly important wooden cultural heritage and grasped on the current situation of arrangement, age, and duties of safety security manpower arranged in 158 important wooden cultural heritages. Also, it intends to highlight the current status and implications of safety security and suggest developmental direction for the establishment of wooden cultural heritages preventive measures in the future.

A Study on the Factors Influencing Catastrophic Health Expenditure of the Elderly Living Alone (독거노인의 재난적 의료비 지출 영향요인 분석)

  • Background: This study aims to identify the factors that influence the incidence of catastrophic health expenditure (CHE) for the elderly living alone and to discuss how to manage CHE for the elderly living alone. Methods: This study utilizes 6th (2016), 7th (2018), and 8th (2020) data from the Korean Longitudinal Study of Aging to identify the incidence rate of CHE among the elderly living alone and conducts a panel logit analysis. The dependent variable is the incidence of CHE (thresholds: 10%, 20%, 30%), and the independent variables include demographic factors (gender, age group, region), socioeconomic factors (education level, economic activity status, income quintile, financial support rate from children), health-related factors (subjective health status, regular exercise, smoking, drinking, number of chronic diseases), and healthcare coverage factors (type of health insurance, private health insurance). Results: Descriptive statistics classified by gender show that female elderly living alone are more vulnerable than male elderly living alone in terms of disease prevalence and socioeconomic status. In addition, the incidence of CHE is higher for elderly women living alone than for elderly men living alone across all thresholds. The main results of the panel logit analysis show that higher education, income quintile, and financial support rate from children are associated with lower odds of CHE, while poorer subjective health and a higher number of chronic diseases are associated with higher odds of CHE. Medical aid recipients are less likely to incur CHE than those covered by national health insurance. Conclusion: The implications of this study are as follows. First, vulnerable elderly living alone with multiple chronic diseases and low income and education levels are more likely to incur CHE. Second, it is necessary to review policies such as a CHE support program and chronic disease management programs focused on vulnerable elderly individuals living alone. Third, the CHE support program should be operated in a patient-centered manner, with consideration given to a customized system for selecting and supporting elderly individuals living alone who are in need.

A Study on the Safety through Response Analysis Evaluation of Pre-Anxiety Behavior and Risk Sensitivity Images (대응분석을 통한 안전·불안전 행동 및 위험감수성 이미지 평가)

  • Purpose: This study aimed to understand the relationship between risk-sensitive factors and safety and unsafe behavior, and to clarify the relationship between risk-sensitive factors and demographic cha- racteristics through response matching analysis. To this end, a survey was conducted on 501 construc- tion site workers and data were analyzed using the SPSS program. Method: Six factors were derived through frequency analysis, cross-analysis, exploratory factor analysis, and reliability analysis for data purification. Multiple regression analysis and response analysis were conducted. Result: Risk-sensitive sensitivity and avoidance were found to have a significant effect on safety behavior and unsafe behavior, and the relationship was found according to age and occupation. Conclusion: Taken together, it shows that safety behavior is influenced by managing individual risk sensitivity and sensitivity, and properly managing avoidance. Accordingly, it suggests that intervention is necessary to manage risk sensitivity and sensitivity to promote safety behavior and maintain a sustainable safety culture, and to prevent excessive avoidance.

Incident shock and Related Factors in Rescue Workers (구조대원의 사건충격 정도와 관련 요인 분석)

  • This study was designed to identify the extent of incident shock who are in high risk of post traumatic shock stress, and analyze the related factors that affect the extent of incident shock. The subjects are 415 rescue workers from Seoul Metropolitan Fire & Disaster Headquarters, who are in high frequency of fire outbreaks and rescue mobilization. With a reliability of Cronbach's ${\alpha}$=.975, the results show invasion, avoidance, sleep disorder and emotional paralysis, dissociative symptom, hyper arousal as foremost causes respectively. Moreover, the results imply that the extent of incident shock was higher in people with more age or being married. Also, from the occupational perspective, the number of years as fire fighters, as rescue workers, mobilization and experiences at work in proportion to incident shocks has risen exponentially. It is notable that the groups who alleviate stress by consuming liquors had higher extent of incident shock. In conclusion, to deal with groups in high risk, management system and prevention care programs for incident shocks need to be introduced immediately and put into effect.

Impact of COVID-19-Related Stress and Depression in Public Sector Workers (코로나 19 관련 공공근로자에서의 우울증상 및 스트레스 반응)

  • Objectives : The coronavirus disease 2019 (COVID-19) outbreak is a global medical crisis imposing particular burden on public sector employees. The aim of this study was to investigate the psychiatric distress among public sector workers amid the COVID-19 pandemic. Methods : We conducted a cross-sectional study with 531 public sector workers in Gwangmyung city who completed Korean versions of the Perceived Stress Scale (PSS), Patient Health Questionnaire-9 (PHQ-9), and Impact of Event Scale-Revised-Korean (IES-R-K). Results : The results revealed more than moderate levels of stress (85.2%), depressive symptoms (22.2%), and posttraumatic stress symptoms (38.8%). PSS total score was significantly correlated with PHQ-9, IES-R-K total scores as well as IES-R-K subscale scores. Total scores on the PSS, PHQ-9, and IES-R-K were all inversely correlated with age. Conclusions : COVID-19-related workers experience considerable stress and depressive symptoms, with self-rated stress correlating significantly with depression scores. Age may serve as a protective factor against occupational stress and burnout. These findings highlight the need for adequate psychiatric screening and intervention for public sector workers.
