Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

오징어 채낚기 어업의 물돛 투양묘 방법 기계화 연구

  • 우리나라 연근해에서는 약 7천8백여척의 각종 채낚기 어선이 조업중에 있으며, 이 중 오징어 채낚기 어선이 차지하는 비중이 가장 높은 연근해 주요 어업중의 하나이다. 이러한 채낚기 어업에서는 어로장비의 하나로서 물돛(sea anchor)을 사용하고 있는데, 물돛을 투ㆍ양묘 할 때 많은 인력이 소요되고 있어, 인력난으로 어려움을 겪고 있다. 본 연구에서는 오징어 채낚기 어업에 사용되는 물돛 투양묘 과정에 필요한 인력의 절감을 위하여 투양묘 방법을 기계화하므로써 오징어 채낚기 어업의 생력화를 도모하기 위하여, 물돛 투양묘기를 설계ㆍ제작하여 상업용 채낚기 어선 길양호(29톤)에 설치 한 후 해상 실용화 실험을 실시하여 그 결과를 보고한다.   • The maritime traffic is more complex these days. It is more hard for the small fishing ships to navigated in shores. The requirements for the navigate information system to protect the sea environments and support the small fishing ships are more increased. However, the Inmarsat communication system is too burden to the fishermen with the expensive terminal and call fees. We propose the wireless digital fishing information network which use the existing MF/HF SSB communications system by connecting I-PHONE, PDA, NetBook, Notebook, PC, etc with the PSK31 method and AIS(Automatic Identification System) on the MF/HF radio Band.

A Study on the Marine Accidents' Prevention of Korean Fishing Vessel which Foreign Seafarers are on board (외국인선원 승선 한국어선의 해양사고 예방에 관한 고찰)

  • Foreign seafarers have embarked on the fishing vessels as industrial trainees since 1990s and the total number of foreign seafarers on merchant ships and fishing vessels marked 21,327 as of the end of 2013. Especially, in case of deep-sea fishing vessels and coastal/inshore fishing vessels, although the number of fishing vessels decreased, the number of foreign seafarers nearly doubled during recent 5 years. Looking at the marine accidents occurred to fishing vessels, after multinational seafarers are joining on board fishing vessels, difficulties in communication among seafarers has become a major issue. And the safety rules which could be understandable by foreign seafarers are not provided and the education and training for foreign seafarers are not properly conducted either. Consequently, the risk of marine accidents during fishing operation on fishing vessels has increased and emergency response under the captain's control was not effective enough to cope with such emergency situation. Several forced labour issues were also reported resulting from abusive words and assault committed by Korean seafarers. Therefore, This study aims first to review the cases of marine accidents on board fishing vessels which foreign seafarers are working and, the problems concerning employment and education for those foreign seafarers, and then to point out the necessity of conducting training on the safety rules and regular emergency drills for the foreign seafarers in order to prevent marine accidents.

  • 갈치는 한국 동해남부, 남해, 서해 및 동중국해를 비롯하여 남중국해의 아열대해역까지의 광범위한 해역에 분포하고 있다. 이 중 한국 연근해 어선에 의해 주로 이용되는 갈치자원은 황해 및 동중국해에 분포하는 군이다. 갈치는 한국 연근해에서 1990년대 중반까지는 안강망류어업에 의해 70∼80%가 어획되었으나, 최근에는 저인망류어업 및 연승어업에 의해 각 50%, 20%가 어획되고 있다. (중략)
