  • This study suggested the necessity of the management of R & D management records produced from government-supported science research institutes (the so-called "gwagichulyeon") and of a record management manual (item). As such, it gathered rules with regard to record management, conducted a survey, and interviewed general R & D managers. As a result of the research, the ratio of the arrangement of R & D managers to R & D management departments is 100%; however, the ratio of the arrangement of record managers is 33.3%-50%, and the ratio of the arrangement of record management departments is 23.1%, which was poor. The enactment ratio of record management rules is 26.4%, and 73.7% of institutes has managed their records under the provision only of document management rules or only of office management rules. R & D management records has been collected according to an institute's capability without a prescribed collection scope, and the conditions with regard to the omission, damage, and loss of records were poor. There are institutes that did not comprehend the production status of R & D management records. Thus, as a response, this study suggested a record management manual (item) established for the arrangement duties of record managers and record management departments as well as for notifications on the status of R & D management records. In addition, this study produced a standardized collection scope and described how to manage R & D management records.

  • The purpose of this study is to find out the level of the classification system of the government-funded research institutes and to search the future direction of the classification scheme of these research institutes. As a result of analyzing the classification system and regulations of the 23 government-funded research institutes, it is found that the regulations of the records management of most institutions are basically based on other regulations before Public Records Act. In addition, there are not many institutions in which the record production system that reflects the Public Records Act is introduced, and the production and classification of the records are performed separately, and the classification scheme in which the organization classification and the functional classification are mixed is often used only as a reference tool for setting retention period. To overcome this situation, it is necessary to improve the regulation, classification scheme and system. The revision of the law at the national level and establishment of records management regulations at the institutional level should be made. A special classification scheme for 'research' which is a core function of the research institute should be designed and this classification scheme must be applied from the registration stage of records. The fact that the record management obligation is ignored and the production records are not properly managed is to deny the value of the research field records by themselves. I hope that the records management of government-funded research institutes will be moved in place as soon as possible and practical issues will be communicated to academia and good ideas for better development will be returned to the field of practice.

  • Recently, a topic of Archival Science can be said 'paradigm shift'. Therefore, this study aims to establish a relationship between oral record and Archival Science through concept of the archiving 'social memory' related to paradigm shift of Archival Science. In addition, an active role theory by an archivist as main agent of archival oral record management reflecting the characteristics of oral record based on this will be supported. Especially, even if it has already been handled through previous studies, it will be focused on drawing new meaning by applying creative perspective. Main content of this study is as follows. Firstly, discussion will be progressed by establishing the concept of the archiving 'social memory'. This is related to the topic of 'paradigm shift' in the Archival Science. Despite that active research has been conducted among mainly archival researchers overseas, it has not been handled yet in Korea. Therefore, this study aims to determine to organize this part as detail purpose. Secondly, the point will be progressed with a special focus on collecting and planning stages among the stages of records management. A viewpoint of the Archival Science should start from the stage of collecting and planning the previous record of production point of time, and then should be reflected for acknowledging the subsequent stages. Therefore, collecting and planning are the most important, and this is closely connected with a characteristic of oral record which production means collecting. Thirdly, the concept of 'oral record' is established with the viewpoint of the Archival Science. The various documents have been producted through oral interview has been known to many oral history researchers as 'oral source'. It aims to conceptualize them as 'oral record' with the viewpoint of the Archival Science. Fourthly, it is an establishment of meaning why oral history should be handled in the Archival Science. It is necessary to rationalize the purpose and its appropriateness handling oral history in the Archival Science. It should clarify the reason why oral history is important in the Archival Science and what it means. This will help examine the meaning of the recording of 'oral record.' A characteristic of the oral record can be effectively revealed through the recording, and ultimately, it aims to be able to shed new light on the value of oral history and oral record. Finally, it defines the role of archivist in oral history. A point that archivist in oral history is not just an assistant who organizes and preserves oral records collected by researchers will be emphasized and persuaded. In this study, oral history study in the Archival Science which has obtained appropriateness by the theoretical discussion as above should be conducted in a connection with other studies without occupying oral history by the Archival Science and in a direction of the leap of Korean oral history study. If this is possible, it will contribute to development of the Archival Science and of study area expansion, enhancement of the role and potential of archivist, at the same time, eventually it will positively influence on oral history study.

  • This paper aims to determine how the Republic of Korea Army (ROKA) records management system affects practitioners' understanding of the importance of records management. The levels of awareness of records management, which is based on ISO 15489, are set as dependent variables, whereas the ROKA's records management system factors are set as independent variables based on the standardized elements of ISO 30301 (Management System for Records). The relationship between these variables is then statistically examined using a sample (N = 251) surveyed with record management practitioners in the ROKA. The results show that operational factors had a positive effect only on the purposes and benefits of records management. Based on the results, it is suggested that the development of an expertise-based and value-oriented policy and education is necessary to improve practitioners' understanding of record management.
