본 연구의 목적은 장애인활동지원제도의 현황 및 문제점을 살펴보고 정책적 개선 방안을 제안하는데 목적을 두고자 하였다. 이를 위해 보건복지부 통계자료를 활용하여 전국의 장애인활동지원 서비스기관들의 현황과 서비스에서 나타나는 문제점들에 대해 파악하였다. 정책적 개선방안으로 장애인활동지원 기관정보 조회서비스의 표준화된 제공, 장애인 본인에게 적합한 지원 기관이 선정 될 수 있도록 정보 제공, 서비스 만족 향상에 이용자의 특성과 욕구를 신속하게 파악, 개별 서비스의 특성상 활동 과정에서 발생할 수 있는 갈등관리 대응, 개선이 필요기관 전문가의 지도 및 컨설팅 제공, 우수기관 사례관리를 통해서 노하우 공유, 회계프로그램을 효율적으로 수행을 위한 전문가 파견 및 지원을 통하여 서비스가 개선 될 수 있도록 정책적 제안을 하고자 한다.

This study aims to suggest development direction of smart city service support institutions for the development of smart cities. For this purpose, First of all, the necessity of smart city service support organization, legal basis and major functions were theoretically examined. Second, reviewed the functions of smart city service support institutions and conducted relative importance and in depth interviews with experts. Third, suggested development direction of smart city service support institutions which summarized the above results is suggested. The result of this study is meaningful in that it suggests roles, functions and future directions of smart city service support institutions.

우리나라에서의 기존 산학연 협력에 관한 연구는 주로 대학의 역할을 강조하였다. 그러나 출연(연)이 지난 $30^{\sim}40$년간 연구개발 수행과정에서 축적된 혁신역량을 국가차원에서 효율적으로 활용할 필요가 있다. 특히 최근 들어 중소기업의 기술경쟁력 강화에 대한 관심이 증대되고 있는 시점에서 정부출연기관에 의한 중소기업 지원의 타당성과 필요성에 대하여 실증적으로 도출한 연구가 부족한 것이 사실이다. 이 연구는 기존의 추상적인 정책제안을 탈피하여 1,077개의 중소기업과 13개 정부연구기관의 373명의 연구원들을 대상으로 한 광범위한 설문조사를 분석하여 중소기업이 실질적으로 요구하는 기술의 유형과 지원의 형식 및 정부연구기관의 연구원들이 체감하는 기술공급의 문제점들을 중심으로 고찰하고자 한다. 설문조사결과 정부연구기관이 지역을 기반으로 한 중소기업과 대학 등 국가기술혁신체제 속의 연구개발주체들을 네트워크화 하여 기술지식과 정보의 유통, 활용을 촉진하는 매개체로서의 역할을 수행하여 지역혁신 지원 조직이 공동으로 지역 중소기업을 위한 산 학 연 종합기술지원 사업을 추진할 것을 요구함을 발견하였다.

1992년 발족한 정보통신연구진흥원은 정보통신 분야의 기술개발과 인력양성, 연구기반조성 및 정보화촉진기금을 운용∙관리하는 연구기관이다. 정보통신부가 마련한 벤처기업 지원정책들을 실행하는 주체로 다양한 출연사업과 융자사업을 통해 중소∙벤처기업을 지원하고 있다.

연구개발 지원산업은 연구개발 활동을 직·간접적으로 지원하는 산업을 의미한다. 이러한 산업에 대한 개념화는 연구개발 활동의 전문화(professionalization), 분업화(division of labor)가 진행되고 있음을 의미하는 동시에 연구개발체제의 유연성 제고 및 고도화, 효율화가 이루어지고 있음을 나타내고 있다. 우리의 경우 (과학기술혁신을 위한 특별법) 제 15조 등을 통하여 연구개발 지원사업에 대한 특별지원제도의 시행을 명시하고 있으나 현재까지 연구개발 지원사업자를 지정·육성하기 위한 기본현황 파악이나 분석이 이루어지지 않은 실정이다. 본고는 이러한 수요를 반영하여 국내에서의 연구개발 지원산업에 대한 수요를 중심으로 실태를 파악 ·분석하는 동시에 산업지원 육성방안을 제시하고 있다. 국내 연구개발 지원산업의 규모를 추정해 보면 97년 현재 약 3,000억원에서 4,000억원의 규모로 나타나며, 이중 기술정보서비스업이 약 27.0%, 연구장비 및 시험 ·평가 ·검색 ·분석업이 약 38.4%, 연구개발 설계·자문업 등 기타사업이 34.6% 로 나타나고 있다. 연구개발지원 기능은 시험·검사 기능과 기술정보제공 기능이 대부분을 차지하고 있고, 전자의 경우는 내부처리의 비중이 높고 후자의 경우 외부의 전문기관을 이용하는 비중이 높게 나타나고 있다. 특히 기업이 연구개발활동 수행시에 필요한 지원기능을 외부에 위탁할 경우에 느끼는 애로사항은 첫째, 외부 전문위탁기관의 부족 및 정보 미흡이 가장 크고, 둘째, 전문기관의 해외정보력·경쟁력 부족이 다음이며, 공공기관의 지원기능이 미흡하다는 애로사항에 대한 비중이 상대적으로 낮게 나타나고 있다. 연구개발 지원산업을 특별지원·육성하기 위한 기본관점은 특별법의 시행령을 구체적으로 실행하기 위한 시행계획의 수립과 연구개발 지원산업의 육성 시책의 추진 절차의 결정, 사업자 선정, 지원 사항 등으로 제시될 수 있다. 먼저, 기업 연구개발활동의 고도화·효율화를 위해 연구개발 및 기술개량에 필요한 업무 중 기술정보서비스와 연구시험·평가·검사·분석 그리고 중소기업 기술집약화를 지원하는 사업 등을 연구개발 지원산업으로 범위를 정할 필요성이 있다. 다음으로 연구개발 지원사업자를 별도로 선정·인정하는 방식으로 지원해야 할 필요성이 있다. 기존의 산업 지원방식으로는 연구개발 지원기능이 주된 활동으로 인정받을 수 없으므로 국내 연구개발 지원기능의 발전에 한계가 있다. 따라서 취약한 여건을 감안하여 연구개발 지원산업을 육성하지 않게 되면, 각 분야별로 민간사업자의 참여가 거의 이루어지지 않거나, 참여해도 연구개발 지원 기능의 발전보다는 기존의 사업이 주가 될 가능성이 크다. 연구개발 지원 사업자의 지정 지원방식과는 별도로 이루어질 수 있는 지원활동에 대한 지원은 기업회계처리상의 문제와 일관성이 있는 시책추진 및 효과를 기대하기 어렵기 때문에 사전에 동산업의 참여 자격·능력을 갖춘 사업자에 대해서는 제한없이 참여할 수 있도록 Positive System으로 추진해야 할 것이다. 그리고 연구개발 지원사업자에 대한 지원내용을 조세·금융 등 직접적 지원과 타 제도와의 연계지원 그리고 정부구매 등 시장지원 등이 아울러 다양하게 추진될 필요가 있다.

We investigate the structural relationships between quality of service from Trade Promotion Agency(TPA), environmental uncertainty, and firms' uses of the service, export market orientation and export performance, using data from Korean export firms, Seoul Metropolitan export firms and local export firms. In particular, this article attempts to analyze how firms' uses of service from TPA may be influenced by their export market orientation, environmental uncertainty, and the service quality. The results from the study show that in Seoul Metropolitan export firms, TPA's service quality, environmental uncertainty, and their export market orientation have positive effects on their uses of service from TPA, which leads to increase in their export performance. The study also finds a solid evidence that, in Seoul Metropolitan export firms, environmental uncertainty has a positive effect on their export market orientation, which enhances their export performance. The study, however, finds that in local export firms, environmental uncertainty and export market orientation do not significantly affect their uses of service from TPA and export performance, respectively.

최근 7.7 DDoS 사건과 해킹 사건 등으로 국가기관의 정보보호에 관한 중요성이 대두되고 있고, 정보보호 관련 법률이 국회에서 논의되고 있다. 하지만 국회사무처의 정보보호컨설팅 결과 61.2점으로 매우 낮게 평가 되었으며, H/W, S/W분야의 평가에서도 보안성이 취약한 것으로 나타났다. 본 논문은 입법지원 기관인 국회사무처의 인터넷 네트워크와 사용 시스템 등에 대한 관리적, 기술적, 물리적 보안 요소에 대한 현황을 기밀성, 가용성, 무결성 등의 보안기준에 따라 파악하고, 이를 분석한다. 그리고 입법지원 기관이 갖추어야 할 인터넷 네트워크와 사용 시스템 등에 대한 보안 강화를 위한 설계를 연구한다. 본 연구를 통해 입법지원기관의 보안 현황을 분석하고, 사회적인 책임기관으로서 역할과 보안 강화를 위한 자료를 제공하고자 한다.

This paper attempts to show the status and network characteristic of regional innovation support agencies(company support agencies and R&D institutes, RISA) which play an important role in the regional system of innovation in Daegu City, using questionnaire data. Most of these agencies were established in 1990s and tend to locate in Buk-Gu and Dalsu-Gu, being major local universities which retain a large number of R&D and industry support agencies. The business areas of the agencies are largely associated with business training and applied research. Their major role is to provide the information that local firms need to acquire. It shows that they have relationships with 1 to 5 agencies, primarily in the form of informal network, for the purpose of sharing information and knowledge about science/technology and market trend. There are not many spin-offs from RISA. But most of spin-offs from RISA are located in Daegu City and maintain cooperative relationships with their parent organization primarily in the form of formal network. The main purpose of cooperative relationships with RISA is to interchange knowledges about technology.

조직의 업무활동에서 IT기술을 이용한 업무지원시스템의 필요성에 대해서는 이제 더 이상 논의가 필요가 없을 정도로 필수적 요소로 자리 잡았다. 최근에는 업무지원시스템을 웹기반으로 개발하여 원격지에서도 쉽게 접속하여 업무를 처리할 수 있도록 지원하고 있다. 이러한 웹기반 업무지원시스템 개발을 위해서는 기존 HTML기반 웹의 한계를 극복하기 위한 개념으로 풍부한 사용자화면(UI)을 구현하기 위해 X-internet 관련기술을 이용해 시스템을 개발하고 있다. 본 연구에서는 비영리 연구기관인 대구기계부품 연구원이 2006년 2월부터 2007년 2월까지 1년간 개발한 통합업무지원시스템의 구축배경과 과정, 정보시스템 개발결과 등을 소개하고자 한다. 이 프로젝트는 전체 목표시스템 구성으로 봤을 때 1단계 구축이 끝난 상태이며 전체적인 구축 및 운영성과에 대한 평가는 향후 시스템을 운영하면서 좀 더 자세한 분석과 연구가 필요할 것이다.

In early 2019, Korea passed the law that introduced data management plan policy similar to those adopted by national funding agencies in other countries. In anticipation of developing research data infrastructure and support services, this study analyzed Australia's relevant policies and policy instruments. A number of face-to-face interviews with the experts at the national funding agency, a national research data agency and a number of research libraries, along with focused literature analysis. In Australia, the 2015 Public Data Policy is applied to research data from publicly funded research. Research data management and sharing is recommended but not required by the national funding agency it its policy documents. Australian National Data Service(ANDS), Australia's national research data agency, is an important component of the national research infrastructure. ANDS plays a wide range of roles including research data platform development, education and training, policy support, and funding agency for small-scale R&D. Some of the Australian research libraries have developed in-house systems for research data storage and publishing. However, there is no significant demand for research data service as yet. Lessons learned include the following: ensuring transparency and predictability of research data policies, establishing a dedicated agency responsible for research data platform development and training, and cultivating data capabilities at research libraries.
