This study aims to draw the characteristics of the regional operation system of the shared research instrument service, which contributes to the R&D investment efficiency by the avoidance of duplicated research instrument investment and the enhancement of the network collaboration. So from the perspective of technology infrastructure policy and regional innovation system, Gyeonggi region of Korean metropolitan area has been analyzed for the case study. The case study has been conducted by 2 step process of within-case analysis and cross-case analysis. Firstly, the characteristics of operation system of the shared research instrument have been examined through various research methods. Secondly, in the cross-case analysis, the examined issues and problems have been organized by the matrix of 3 organizational governance characteristics and 4 issues to facilitate the regional policy approach. The issues deducted by the cross-case analysis have been deducted as (1) 'usage fee charge system', 'relevant method for the performance index and measurement of the instrument service management' for the regional policy led case, (2) 'performance management issue', 'financial and managerial accounting system for the instrument operating division', and 'change of budget support scheme' for the joint operation case and lastly (3) 'usage facilitation after the expiration of research lab support project' for the university led case.

This study analyzed the effects of traffic enforcement on accident reduction. The results revealed a significant reduction in both overall accidents (28.53%) and fatal accidents (39.44%). Notably, enforcement equipment targeting speed limits of 30 km/h and 50 km/h demonstrated similar accident reduction rates of 42.23% and 25.85%, respectively. However, variations were observed based on accident types and types of traffic violations. Therefore, it is evident that enforcement equipment yields distinct accident reduction effects depending on speed limits and types of traffic accidents. This finding underscores the potential for making informed policy decisions to enhance traffic safety measures.

급변하는 디지털방송 시장 환경과 향상된 국내 디지털방송 기술을 고려할 때, 국내 방송장비산업을 육성할 수 있는 좋은 기회들이 다가오고 있으나 실효성 높은 방송장비 육성정책을 마련하기 위한 체계적인 연구가 제대로 마련되어 있지 않은 상황이다. 본 연구는 이러한 방송장비산업에 대한 체계적인 연구를 위한 첫 걸음으로 방송장비산업의 범위를 정하고 분류체계를 구성하였으며, 이를 기반으로 방송장비 보유 현황 및 국산화율을 파악하였다. 방송장비는 170여 개의 다양한 품목을 4대 분류, 23개의 중분류로 나누었다. 이들 장비 중 영상장비들의 보유비중 및 보유대수는 높으나 국산장비 이용률은 매우 낮은 것으로 나타났다. 품목별로는 호환성, 예산규모, 장비대당 가격, 핵심장비의 기준에서 중요한 품목들이 제조사들의 주요 생산장비에는 속하지 않는 것으로 나타났다. 시장규모 추정 결과, 그간 별로 논의되지 않았던 비방송사의 방송장비 투자규모와 수입규모가 매우 큰 것으로 추정되었다.

With regard to the examples of establishing various sorts of information security, it can be seen that there are gradual, developmental procedures including Firewall and VPN (Virtual Private Network), IDS (Intrusion Detection System), or ESM(Enterprise Security Management). Each of the security solutions and equipments analyzes both defense and attack for information security with the criteria of classifying the problems of security policies by TCP/IP layers or resulted from attack patterns, attack types, or invasion through specialized security technology. The direction of this study is to examine latency time vulnerable to invasion which occurs when L2-stratum or lower grade equipments or policies are applied to the existing network through TCP/IP layer's L3-stratum or higher grade security policies or equipments and analyze security holes which may generate due to the IP preoccupation in the process of establishing policies to limit particular IP area regarding the policies for security equipments to figure out technological problems lying in it.

The government mandates that national research facilities & equipments through R&D business budget should be registered on the National Science and Technology Information Service (NTIS) for the purpose of the efficient use of the research facilities & equipments. This study is to contribute to the national policies on the efficient management of the research facilities & equipments by recognition methodology with the university's members and analysis of the impact factors of the universities' registration process improvement through the Define level and Measure level of the Six Sigma DAMIC. The survey and interview were conducted on research directors, professors joining university administration, graduate students, researchers, and staffs of A University. The findings are the lack of understanding specific steps and life-cycle management of research facilities & equipments. It is necessary to collect suggestions from universities and pursue policies considered the unique characteristics of the university for advanced operating and maximizing use of university's national research facilities & equipments. Research facilities & equipments enrollment compliance rate and registration accuracy were selected as CTQ-Y through the Six Sigma. 72 potential cause variables were derived through Process Map and C & E Diagram. 13 variables were determined as core potential factors through the X-Y Matrix and Pareto Chart. Research institutions should maximize utilization of research facilities & equipments through deriving a potential variables of the process improvements and designing a detail improvements based on the characteristics of each institutions.

비무장지대에 매설되어 있는 100만여개의 지뢰와 북괴의 호전적인 태도를 감안한다면 전시에 전투력 발휘를 보장하기 위한 전력화 측면에서 그리고 인도주의적 측면에서 우리군도 정책적으로 추가적인 지뢰제거장비의 연구개발에 관심을 기울여야 하겠다. 지뢰제거장비는 1종류만 사용한다면 100% 지뢰제거에는 제한이 따르며 기계식, 전자기식, 폭파식, 비폭파식 장비를 종합적으로 운용하여 전시 기동부대에 기동성을 보장하고 또한 군사작전지역이 아닌 지역에서 지뢰로 인한 민간 사상자를 방지하고 통일에 대비할 수 있도록 지뢰탐지 및 제거장비개발 획득에 박차를 가해야 하겠다.

대학·연구기관 등이 보유한 연구장비의 공동활용으로는 중소기업의 즉각적인 수요를 해결하기에는 역부족이다. 중소벤처기업의 다양한 요구를 실시간으로 충족시키기 어려우며, 이용비용, 이용절차 복잡, 예약대기 등의 애로사항이 많아 중소벤처기업은 민간의 리스업체를 선호하는 경향이 있다. 중소벤처기업은 연구개발을 위한 자체 보유 연구장비가 부족하여 자체시험, 설계분석 수행이 어려움에 따라 R&D 초기단계부터 애로가 발생하고 있다. 또한 중소기업이 외부 시험, 검사장비 활용 시 경제적 부담, 이용절차 복잡 등의 다양한 어려움을 겪고 있어 연구장비의 새로운 지원방식의 필요성이 제기되고 있다. 미국의 경우 민간 중심으로 연구장비 임대를 활성화하고 있고, 일본 및 유럽은 임대지원 정책을 추진하고 있으므로 우리도 이러한 리스뱅크 플랫폼의 구축이 시급한 실정이다. 따라서, 연구장비 임대, 공동활용 등 종합적인 서비스와 중소벤처기업이 이용하기 쉽고 편리한 전문가 시스템을 활용한 연구장비 리스뱅크 플랫폼 구축방안을 살펴보자.

최근 기후변화에 따라 여름철 태풍, 호우와 겨울철 대설, 한파 등의 기상재난이 증가하고 있다. 대설재난은 교통, 건물, 시설물 등에 다양한 피해를 발생시키기 때문에 신속한 대처가 필요하다. 대설재난이 도시안전에 영향을 주고 있으나 우리나라의 대설재난 대처는 미흡하고, 정책 연구도 부족한 상황이다. 본 연구는 대설재난이 발생할 때 신속한 도로 제설을 위하여 제설차량과 장비에 GPS 기술을 활용한 사례를 분석하고, 시사점을 도출한다. 도로 제설장비에 GPS 장비를 부착하면 긴급 상황시 제설차량과 장비의 위치를 파악하여 인근지역의 도로 제설을 응원할 수 있다. 본 연구의 사례 분석은 향후 지자체 제설장비의 효율적 이용을 위해 활용될 수 있다.
