IT분야에 대한 정부지원은 직접적인 자금지원방식과 간접적인 인력양성지원, 기반환경조성 등 다양한 형태로 추진되고 있다. 그러나 중소벤처기업들은 기업의 영세성과 무경험성, 기술 중심적인 경영과 국내 편향적인 경영 둥으로 인해 많은 어려움을 겪게 되고 이를 극복하기 위한 노력에 대해 정부의 지원이 한계에 도달할 수밖에 없다. 이를 보다 효율적으로 지원하기 위해서 기술개발자금 지원업체의 운영실태를 조사하여 문제점을 살펴보고 개선방안을 모색하였다. 중소벤처기업의 기술개발 진행상황 및 연구비 집행사항 파악을 통해 기술개발 부진과제 독려, 자금 부당집행 등 위반사항 적발ㆍ제재, 지급집행방법 교육 등을 통해 집행의 적정성을 도모하고 기술개발 애로사항을 청취하고 연계 지원사업을 안내하였다. 중소 벤처기업의 경우 회계에 관한 지식ㆍ관심의 부족, 내ㆍ외부 감사시스템 미비, 자금 애로 둥의 사유로 출연연구소 등에 비해 연구비 집행 증빙 둥 회계처리에 미숙하고, 고의 또는 과실에 의해 연구비를 목적 외의 용도로 사용할 가능성이 커서 중소ㆍ벤처기업을 대상으로 하는 사업의 경우 연구비 집행의 적정성 제고를 위해 집행관련 사항을 간소화ㆍ투명화하여 연구비 부당 집행, 집행 오류 둥의 여지를 줄이는 둥 개선방안을 모색하였다.

기존의 연구비 관리업무는 예산계획, 예산편성 및 예산정산 부분으로 관리됨으로써 여러 가지 문제점이 발생된다. 연구비의 안정적인 확보와 효율적인 운영 및 투명한 집행을 위하여 이러한 문제점의 해결이 절실하게 요구되고있는 실정이다. 본 논문은 이러한 문제점들을 해결하고자 엔터프라이즈 환경의 연구비 통합관리 데이터 웨어하우스를 개발하였다. 본 논문에서의 핵심 요소는 정보검색 에이전트와 정보통합 에이전트이다. 정보검색 에이전트에서는 기존의 예산계획 DB, 예산편성 DB, 예산정산 DB의 데이터를 이용하여 사용자가 원하는 정보를 찾아주는 역할을 수행한다. 정보통합 에이전트에서는 정보검색 에이전트에서 수집한 데이터를 추출, 전송, 가공, 로딩하여 통합 데이터베이스에 저장한다. 또한, 정보통합 에이전트에서는 다수의 정보소스를 사용자가 하나하나 접근하여 검사하는 노력을 줄여주고 사용자에게 불필요하다고 판단되는 데이터를 걸러주는 역할을 수행한다. 엔터프라이즈 환경의 REIM 데이터 웨어하우스는 사용자 요구사항을 최대한 반영한 기능들로 연구비 관리정책의 수립에 필요한 다양한 형태의 의사결정 지원정보를 제공한다. 최종 사용자에게는 원하는 분석정보를 신속하게 접근하여 단편적인 관점보다는 종합적인 관점에서 다양한 분석자료를 제공받을 수 있도록 하였다. 또한, 3개의 시스템을 하나로 통합한 결과 데이터의 공유, 시스템 통합, 운영비용 절감, 의사결정 지원환경을 단순화시키는 효과를 제공한다.

기존의 연구비 관리업무는 예산계획, 예산편성 및 예산정산 부분으로 관리됨으로써 연구비의 안정적인 확보와 효율적인 운영 및 투명한 집행을 위하여 통합관리가 절실하게 요구되고 있는 실정이다. 에러한 추세를 반영하고자 기존의 연구비 관리 프로그램을 재사용하기 위해 모바일 협업 비즈니스 모듈을 개발하여 모바일 기기의 특성에 적용할 수 있도록 특화된 협업 프로세스를 지원하는 새로운 형태의 모바일 협업 컴포넌트를 개발하였다. 이러한 결과 사용자의 요구사항을 최대한 반영하여 연구비 관리정책의 수립에 필요한 다양한 형태의 의사결정 지원정보를 제공할 수 있도록 하였다. 또한, 서로 다른 목적으로 운영되던 시스템을 통합하여 시스템의 총 운영비용을 줄이고 실시간으로 의사결정에 참여할 수 있도록 하였다.

The government authorities holds a policy that they should impose a tax on the research funds which are judged to be profits from commercial research service among others provided for academic research and development fields. This study reveals the present condition of the research funds and suggests a counterproposal and legal complement. In concrete terms, the present condition of research funds in universities, the provisions concerned with them, opinions of Korean National Tax Service on the profits from them, problems following the provisions and policies, and the foreign taxation cases upon them are investigated. As a result, the counteract policy that research funds should be laid tax on with caution to clarify the criterion for judging whether a research service is commercial and noncommercial, and to supplement unprepared part of the legal propositions.

The government has implemented policies to increase university technology commercialization while supporting university research over time. This paper adopts the neo-institutional theory and examines the effect of change in the government research funds that universities have received overtime on the change in their technology commercialization performance. It also investigates a location (Seoul metro or others) effect on the relationships. Using latent growth curve modeling (LGM), which is widely used for time-varying analysis, this study longitudinally analyzes 138 universities in South Korea over the past nine years from 2009 to 2017. The results indicate that the growth in the annual government research funds that universities attain affects the growth in the economic value of technology transfers. In addition, the relationship is stronger for universities in Seoul metropolitan areas than those in other areas. The relationships are intact with one-year lagging effects. The findings help understand the effectiveness of government R&D policies for promoting technology commercialization.

우리가 향유하고 있는 문명의 이기는 거의 기초과학의 산물인데도 우리나라 기초과학연구비는 전체 연구비의 15% 정도로 푸대접을 받고 있어 이 분야의 과감한 투자가 아쉽다. 또한 선진국의 교육제도를 과감하게 수용해서라도 21세기를 이끌어갈 엘리트를 길러내는 일도 시급하며 산업화사회를 지향하다가 자멸할지도 모를 우리 주변환경을 보존하기 위해서는 첨단과학의 헌신도 있어야 할 것이다.

The purpose of this research is to analyze the performance of technology transfer of university and professors' capability based on their research activities and performance. For this study, paper citation index, patenting activities, R&D funding scales from public and private sectors separately, careers before and after being professor, scale of research team of 80 professors, who had experienced in technology transfer, were collected. Major result of this research shows that patenting activities rather than paper publishing, R&D funding from private sectors rather than public sectors, and careers after being professor rather than before, are significant factors to affect the performance of university's technology transfer.
