According to the amendment of the Enforcement Decree of the Public Records Management Act in 2020, an administrative information dataset record management plan will be enacted, and the National Archives of Korea plans to establish an integrated administrative information dataset management system to support it. However, there is no specific service plan that considers the characteristics of the datasets and the Management Reference Table. Therefore, this paper compared and analyzed the current status of dataset services at 14 domestic and foreign public data portals and archives websites, derived implications, and proposed 6 service plans applicable to the integrated administrative information dataset management system. This study's results will lead to utilizing the administrative datasets and the activation of services.

Due to the ongoing spread of digital technology, there is a movement around the world to open the process and results of research, and Open Science in order to improve access to data produced during the research process, which, as a result, supports the open development and advancement of science. In Korea, discussions on the DMP service are starting at domestic universities for the systematic management, sharing, and utilization of research data. Therefore, in this study, the status of DMP services provided by overseas university libraries were examined through case studies, opinions and requirements for DMP services. The effectiveness of DMP services were confirmed with collected research data, including interviews with research support service personnel of domestic university libraries. Through this, it was intended to suggest matters to be considered in terms of policy making, service implementation and awareness enhancement when providing DMP service in domestic university libraries.

This study examined the current practices of Research Data Management (RDM) services recently built and implemented at research university libraries in the U.S. by analyzing the components of the services and the contents presented in their web sites. The study then analyzed the content of web pages describing the services provided by 31 Research Universities/Very High research activity determined based on the Carnegie Classification. The analysis was based on 9 components of the services suggested by previous studies, including (1) DMP support; (2) File organization; (3) Data description; (4) Data storage; (5) Data sharing and access; (6) Data preservation; (7) Data citation; (8) Data management training; (9) Intellectual property of data. As a result, the vast majority of the universities offered the service of DMP support. More than half of the universities provided the services for describing and preserving data, as well as data management training. Specifically, RDM services focused on offering the guidance to disciplinary metadata and repositories of relevance, or training via individual consulting services. More research and discussion is necessary to better understand an intra- or inter-institutional collaboration for implementing the services and knowledge and competency of librarians in charge of the services.

This study aimed to examine the perception and experience of researchers in the field of mechanical engineering on research data creation and management, and suggest implications for research data management and services in the field. Research data management and services of domestic and foreign research institutes were investigated, and in-depth interviews were conducted with researchers belonging to domestic mechanical engineering research institutes to analyze the perception and conduction of research data creation and management according to four major categories: "research data, accountable conducting of research and compliance with research ethics, utility and effectiveness of research data management, and the value of sharing research data." To ensure effective research data management and services in mechanical engineering, it is necessary to conduct a data investigation on the process, type, and form of production to collect explicit metadata and implicit contextual information. It is also necessary to propose a plan to recognize research results using the publication of data journals and to prepare infrastructure such as a cloud-based system that supports safe data management and communication between researchers. In addition, it suggests that it is important for various officials in the research field to allocate roles and responsibilities for research data management and services at the organizational level.

This study defines concept and service framework of Geo-Spatial Big Data(GSBD). The major concept of the GSBD is formulated based on the 7V characteristics: the general characteristics of big data with 3V(Volume, Variety, Velocity); Geo-spatial oriented characteristics with 4V(Veracity, Visualization, Versatile, Value). GSBD is the technology to extract meaningful information from Geo-spatial fusion data and support decision making responding with rapidly changing activities by analysing with almost realtime solutions while efficiently collecting, storing and managing structured, semi-structured or unstructured big data. The application area of the GSBD is segmented in terms of technical aspect(store, manage, analyze and service) and public/private area. The service framework for the GSBD composed of modules to manage, contain and monitor GSBD services is suggested. Such additional studies as building specific application service models and formulating service delivery strategies for the GSBD are required based on the services framework.

빅데이터 시대로 변화함에 따라 도서관 및 정보서비스 분야에서도 데이터 분석에 대한 중요성이 점차적으로 증대되고 있다. 본 연구는 도서관 분야에서의 데이터 분석활용 현황 및 분석서비스에 대한 인식수준을 파악하고, 이를 바탕으로 데이터 분석 기반의 도서관 운영을 지원할 수 있는 빅데이터 분석 서비스 개선방안을 모색하고자 하였다. 먼저, 도서관 분야 데이터 분석 교육 전후 인식조사를 토대로 현재 데이터 분석현황 및 인식변화를 분석하였다. 또한 개인적 특성과 분석서비스 인식과의 관계를 분석하였고, 추가적으로 인식수준이 교육 및 분석서비스 만족도에 미치는 영향에 대해 살펴보았다. 분석결과를 기반으로 향후 데이터 분석 교육 및 분석서비스의 발전방향을 제시하였다.

This study aims to improve bibliographic data of public libraries by linking service data, which are produced out of library service programs. Service data collected from the seven award-winning public libraries were selected and analyzed. A Bibliographic Framework is used for linking bibliographic data and service data. Interfaces are also suggested for the two-way data linking. The results can be used to obtain 1) selective and value-added bibliographic data, 2) bibliographic data updated continuously throughout the lifecycle, 3) structured service data for preservation and sharing, and 4) bibliographic data linked to the additional external linked data.

Recently many countries have established data platforms to disclose government-owned data that include administrative data-sets and provide free access to the public via Web. This research analyzes the "Socrata" and "CKAN", the most popular representative open data platforms in the world, and reviews functions and their practical cases in operation in several cities of various nations. It also examines the current status of the data-set services in the City of Seoul to provide conceptual bases for management and service of the local governments' data-sets using open data platform. Then it suggests measures that ensure the long-term preservation and management of data-sets as archives for services, which includes the aspects of preparing systems, creating and managing data, providing services, and selecting platforms.

The purpose of this study is to propose a W3C standard, DCAT, to manage and service dataset that is becoming increasingly important as new knowledge information resources. To do this, we first analyzed the class and properties of the four core classes of DCAT. In addition, I modeled and presented a system that can manage and service various data sets based on DCAT in digital library. The system is divided into source data, data set management, linked data connection, and user service. Especially, the DCAT mapping function is suggested in dataset management. This feature can ensure interoperability of various datasets.

Academic libraries have actively responded to social requirements and changes in scholarly communication system. In recent years, social and scholarly requirements for systematic management and sharing of research data have become apparent. Major countries including U.S., UK and Australia have begun national policies requiring management and sharing of research data from publicly funded R&D projects. This case study identified four academic libraries in the US with active research data support services and analyzed them in terms of how they established dedicated unit and the extent of services in the areas of instruction, consulting and system support. The analysis provides context for academic libraries in Korea in formulating their future research data strategies. The core of the recommendation is primarily concerned with developing instructional services and strengthening library's capabilities for research data management and sharing.
