As such, it gathered rules with regard to record management, conducted a survey, and interviewed general R & D managers. As a result of the research, the ratio of the arrangement of R & D managers to R & D management departments is 100%; however, the ratio of the arrangement of record managers is 33.3%-50%, and the ratio of the arrangement of record management departments is 23.1%, which was poor. The enactment ratio of record management rules is 26.4%, and 73.7% of institutes has managed their records under the provision only of document management rules or only of office management rules. R & D management records has been collected according to an institute's capability without a prescribed collection scope, and the conditions with regard to the omission, damage, and loss of records were poor. There are institutes that did not comprehend the production status of R & D management records. Thus, as a response, this study suggested a record management manual (item) established for the arrangement duties of record managers and record management departments as well as for notifications on the status of R & D management records. In addition, this study produced a standardized collection scope and described how to manage R & D management records.

  • The use of records has been regarded as the ultimate goal of preserving records, and reference services are considered key tasks in records management. Particularly in Korea where the importance of archives and records management is not recognized sufficiently, we need to help the public recognize the importance of institutions, managing archives, and archives kept in the archives, and create new uses. In order for archives to notify archives, institutions and managing archives to potential users, they can use publications, exhibitions and education programs. In foreign countries, services such as public programs and outreach services have already been being executed by archives in order to publicize the archives actively to the public, and various supports are provided so that people can use archives in educational activities. What is more, publishing and exhibition programs are also linked to education, which can increase the use of archives and promote archives culture. Thus, archives play important cultural and educational roles. As archives' roles are being expanded and local archives are being established compulsorily in Korea, archives should play their roles not just as administrative agencies collecting official documents but also as cultural and educational institutions providing various forms of information and education. Creating new demands for important archives by notifying such archives through public programs approaching users, they should find ways for laying the ground for their existence. The objectives of this study are to look for the method of public program operation suitable for the Korean situation, to define abilities and roles required to archives as program planners, and ultimately to increase the use of archives and contribute to the settlement of archives culture.

  • The record management system of the National Assembly was remarkably reformed as 'Record Management Act' was enacted in 1999. At first, the records of the National Assembly had been managed by the general services division, the proceeding division and the stenograph division. But as Record Management Act was enacted, the system was remarkably reformed. 'The National Assembly Archives' was set up for the first time since the National Assembly was established in 1948. In addition, the proceeding division and the stenograph division were set up as 'the National Assembly Record Management Rules' were laid down. In result, The National Assembly Archives took to comprehensively manage records that had been scattered over 'the National Assembly Secretariat', 'the National Assembly Library' and otherwise, and so it had been true to its name. The two changes, the enactment of Record Management Act and the reform of the National Assembly record management system, well show how national records are managed by constitutional institutions. 'Governmental Document Regulations' was enacted ahead of Record Management Act, but there was no obligation to apply it to the National Assembly. But Record Management Act, enacted in the form of 'a law' in 1999, began to be in force even in constitutional institutions and therefore the National Assembly felt the need to take follow-up measures so as to bring the act to effect smoothly. As a part of follow-up measures, the National Assembly set up The National Assembly Archives and reformed the National Assembly Record Management Rules. This study was performed to ascertain how Record Management Act affected the National Assembly, how the National Assembly coped with the act, and how the record management system of the National Assembly changed.

  • The discussion on local archives management institutions started in the early 2000s and has been steady. In the law, local records management institutions first appeared in 1999, and in 2007, the establishment of local records management institutions by local governments became compulsory. The archival institutions of local government, however, were actually founded in the Gyeongnam Province, 2018, and in the Seoul City, 2019, over 10 years after the revision of the law. And as of 2021, various local governments, including Gyeonggi-do, are conducting research to establish local archives management institutions. This is the time when domestic records management institutions are introduced in earnest. However, it is still unclear how regional archives will operate in practice, particularly how they will accommodate the management of private archives, which has long been regarded as the mission of regional archives. In this thesis, the past discussions on the local record management institutions will be reviewed focusing on private record management. In this regard, it is intended to examine the current state of private records management of local records management institutions through the current status of local records management institutions in operation, and to seek directions for local records management institutions based on this.
