A Study on Auction Mechanism for DMZ Conservation using the South-North Korean Economic Development Projects (남북경제협력에 따른 개발이익 경매와 DMZ 보전기금 확보)

  • The Korean Demilitarized Zone (DMZ) has the great ecosystem as all the artificial activities in DMZ have been prohibited over half a century. The ecosystem should be conserved even after the reunification of Korea and hence the conservation plan should be established not after the reunification but before it. It requires a considerable budget to conserve DMZ, considering management of ecology resource, recovery, and research. The objective of this paper is to analyze a fund-raising measure for DMZ conservation, using economic incentives mechanism when multiple developers participate in the auction to get the right to develop North Korean regions, have private information about their sunk costs and pay a part of their profits for the fund. First, we analyze the real option model to decide the optimal investment time. Second, we construct the auction for bidders not to misrepresent their private information, based on Bayesian Nash equilibrium.

  • The most likely influenced by the oil pollution at the sea is the fisheries industry, because if the destruction if the marine ecological system The rate if compensation for damage from IOPC Fund due to the incident if oil pollution is more or less $20\%$, which is remarkably lower than those cf our adjacent nations or European nations. The reason such a low rate cf compensation is that it is not easy to take evidences if changed caused by oil pollution requested by IOPC Fund due to the environments if our fisheries. Therefore unless the environments if our fisheries is changed completely, it is very difficult to get actual compensation for damages under the existing system, considering the results if the oil pollution damage compensation claim cases up to now. In this study tried to identify the actual benefits of 03FC convention that raises the upper limit if the compensation while keeping the criterion for compensation And proposed to supplement the compensation system of damage caused by oil pollution with analyzing the actual status if compensation from. IOPC Fund for the our oil pollution incidents and the judgment if Supreme Court on the case if oil. pollution acident in Keumdong No.5.

Renewable Electricity Promotion Policy in Korea - Feature and Challenges through the Comparative Analysis of EU and Japanese Policy - (한국의 신재생에너지전력 지원정책 - EU와 일본의 제도 비교분석을 통한 지원정책의 현상과 과제 -)

  • It is recognized that RPS(Renewable Portfolio Standard) and FIT(Feed-in Tariff) are two main policy instruments to promote Renewable Electricity(RE). The Korean Government announced in 2008 that RE promotion scheme will be changed to RPS from current FIT system in 2012. But we believe RPS is inferior to FIT for promoting less developed technologies such as photovoltaics or wind power. This is because the achievement of RE promotion in countries adopting RPS is markedly worse than that in European counties or Janpan adopting FIT. If the policy change is inevitable, when considering the lessons from Japan's failure as well as supporting the less developed technologies, it is recommended that either the market should be divided into several technology and scale categories, or more RPS-Credit per kWh should be assigned to the photovoltaic and wind power than instead of letting the all technologies compete in the "open category". It is also recommended that (1) Renewable Energy Promotion Fund(tentative name) based on a part of current energy related tax revenue should be introduced, or (2) cost of supporting the Renewable Electricity should automatically be transferred into the electricity bill of electricity consumers following the German System.

A Study on the Evolution of EU Regional Policies: Focusing on the Reform of Structural Fund (유럽연합(EU) 지역정책의 발전에 관한 일고(一考): 구조기금 개혁을 중심으로)

  • When EU was formed in the late 1950s, the income gap or economic development between member nations was similar so that the interest in execution of regional policies at the level of union was relatively small, with just Italy showing some interest relatively. In 1975, however, ERDF was founded, and nations such as Spain or Portugal that were falling behind in economic development compared to existing member nations joined EU, and the regional policy of the union gradually gained attention. Accordingly, EU gradually increased the budget size for regional policies so that through 1980s and 1990s, the budget size grew over 4 times. In 2004 and 2007, 12 Central-Eastern European nations with great gaps in income level with existing member countries joined EU all at once, so that the resolution of regional inequality among member nations arose as an important assignment in the development of the community. Accordingly, EU has modified the overall goals and basis of regional policies to deal with this matter. From such perspectives, this report examined the development process of regional policies executed by EU for the last 50 years. In the conclusion parts, the issues that appeared in the process of executing EU's regional policies were also examined at the same time.

  • The Korean market of pension plans has recently increased and pension plans will be expected to play an important role in the retirement system as complement of the national pension system in the future. However, there are a few of research papers on actuarial projections of pension plans. This paper will discuss a long-term financial projection on defined pension plans using data based on the national pension workplace participants. Previous researches focused on company-based financial projection of pension plan. But, this paper concerns on total Korean pension participants and suggests a method to calculate future financial projection of total pension plans. Finally, this research will suggest several numerical results of normal costs, benefits, numbers of workers, etc.

  • Now Korea depends upon the imported resources for about 97% of total using energy. So from October, 2001 Korean government has supported renewable energy business owners by providing them with Electric Power Industry Basis Fund. Only plant-use electricity of the small hydro power plant is exactly managed, but other renewable energy plants is unprepared or not yet managed. Therefore, in this paper, we'll analyze the plant-use electricity management of the small hydro power and propose improvement plans for plant-use electricity of the photovoltaic power plant.

  • This article aims to analyze some conditions for the reinforcing social security rights of atypical construction workers, and their socio-economical effects, and furthermore, to explore political measures for compliance with obligation of the four basic social insurances. Although the construction industry is one of the pivotal industry sectors, which contributes to the economic development, it is a typical industry sector, half of whose manpower is atypical and irregular. This kind of reality results especially from its own sectoral features and employment structure. We will argue that our society needs political measures for compliance with obligation of the basic social insurances for the construction workers, and it would help the reinforcing social safety net of the precarious construction workers, and furthermore enhancing competition in the construction industry. For this purpose, we will suggest concrete conditions for compliance with obligation of the basic social insurances and prove its positive socio-economic effects. In the end, we will propose some detailed measures like direct construction, introduction of the prevailing wage, etc. for this politic approach.

  • Academic libraries have been facing threats and opportunities at the same time because of a successful combination of information and communication technologies such as the internet. This study presented the need for library development in academic libraries, to assist with increasing costs and declining budgets and fulfilling users' expectations of additional information services. It suggested as a guide for library development of academic libraries in Korea through providing examples of various methods and cases for library development. As a result of research, this study provided the basic ideas of academic library development, which includes forming a community of friends of library and developing fundraising and fee-based information services.

  • Korea Teachers Pension (private school pension) is a mandatory pension and a social security system for private school teachers to ensure the stability of subscribers by a supplying pension when they (and their dependents) face future economic risk due to retirement or death. Therefore, the Teachers Pension must provide stability and sustainability in regards to adequacy of income and to function as a pension. However, the Government Employees Pension System (GEPS) of Korea (the most representative special occupation pension) recorded a fiscal deficit in 2001 and with an accumulated deficit that is expected to grow; subsequently, various plans for the reform of GEPS have been actively discussed. The Korea Teachers Pension system is based on the GEPS scheme and is not free from the GEPS discussions on reforms of national pension. The current system for the Teachers Pension needs to be improved because it is expected to be depleted within the next 30 years due to low fertility and an aging population in Korea. This study discusses existing Teachers Pension schemes problems and suggests a projection method and revised plans to improve it. We use long-term financial projections of the Teachers Pension to estimate the fund exhaustion point and the minus balance of the financial scale as well as analyze the supply-demand burden structure that reflects the future population structure to propose Teachers Pension reforms that will improve stability and adequacy.

  • This Study aims to criticize national pension fund governance reform plan of Korea government and to search for an alternative direction of the reform. Firstly, I examine the theoretical basis of the Korean government reform plan by clarifying limits of application of agency theory to the public pension fund governance. Secondly, I try to reconstruct principles of the public pension fund governance with an alternative theoretical view emphasizing democracy principle. Thirdly, I evaluate the government reform plan with the basis of reconstructed pension fund governance principles. The government reform plan is expected to cause retrenchment of democracy and even political autonomy. It also would make worse the problem of pension fund autonomy from the financial market and the risk of the pension fund caused by market turbulence. Finally I suggest alternative direction of the pension fund governance reform emphasizing the democracy principle. This direction contains constructing co-determination structure of the state and the civil society, escalating controling power of the governing body to the administration body, setting the limits of the roles of the state, attaining of the autonomy from the financial market, strengthening organizational and social accountability.
