This study proposes the improvement of maritime traffic management for domestic ships and fishing vessels by introducing the e-navigation environment. This study discusses the development of present Vessel Traffic service (VTS) in a systematic aspect and a fuctional aspect. The concept and architecture of e-navigation operation system based on the General Information Center on Maritime Safety and Security (GICOMS) are proposed as a solution for the improvement of maritime traffic management in Korean coastal waters. Especially, means of data exchange between ships and ship-shore based on the Maritime Cloud and regional e-Data Center are discussed. This study will help to the implementation of the Korean e-navigation project which focuses on the safety of small ships and fishing vessels. In the future, it is needed to study for the development and operation of accident prevention system under the e-navigation environment.

The on-going pre-environmental investigation at present is performed by separate numerical analysis of each provision which makes integrated pre-environmental investigation is difficult. The application of numerical data is insufficient, which results to the deterioration of environmental investigation result's objectivity. A lot of time and money is required for the investigation. In this study, the spacial analysis function of GIS was applied on the 8 pre-environmental investigation factors. Pre-environmental investigation GIS DMS(Decision Making System) using AHP was constructed to make integrated investigation possible through the use of investigation results for each factor. Through the use of the developed pre-environmental investigation GIS DMS and the pre-constructed GIS data, the objectivity of environmental investigation is sufficient and time and cost are reduced. Therefore, this system can be used for pre-environmental investigation during route selection in the initial stages of road construction. Through the numerical and visual data obtained from the system developed in this paper, it is easier to gain the approval of the public. Furthermore, environmental problems due to road construction can be investigated with less time and money during the initial stages of road construction.

최근 전 세계적으로 서비스 산업의 노동력 비중이 늘어나고 서비스업 뿐만 아니라 농업 및 제조업 분야에서도 서비스의 가치 비중이 높아지고 있다. 그러나 최근까지 서비스는 대부분 제공자의 직관과 경험에 의존하여 운영되었기 때문에 서비스의 성과와 고객 만족도는 미미한 수준에 그칠 수밖에 없었다. 이에 따라 서비스의 생산성을 향상시키고 서비스 수준을 혁신하는 방법을 찾는 것이 산업 사회의 주요 현안으로 떠올랐고 이러한 배경 하에 서비스업의 본질을 과학적으로 규명하여 서비스 분야의 혁신을 이루기 위해 경영학, 사회과학, 산업공학 등 여러 분야의 지식을 종합하여 서비스 과학(Services Science)이라는 새로운 학문 분야를 만들려는 움직임이 일기 시작했다. 서비스 과학의 목적은 공급자와 고객 사이에 가치를 창출하는 일련의 과정인 서비스를 보다 과학적인 방법을 통하여 측정하고 예측할 수 있는 것으로 변환시킴으로써 서비스의 미래 가치와 위험을 정량적으로 예측하고 나아가 서비스의 성과와 만족도를 높이는 것이라고 할 수 있다. 본 연구에서는 U-city 건설에 중추적 역할을 할 것으로 기대되는 지리정보시스템(GIS)의 비즈니스 모델을 대상으로, GIS 정보 서비스의 특성을 규명하여 이러한 정보 서비스가 높은 생산성을 갖기 위한 방안으로서 다학제적 관점의 공유를 통해 다양한 학문 분야의 지식을 종합 적용하고 서비스의 특성을 고려하여 직관과 경험이 아닌 과학적인 도구와 방법론을 통해 GIS 정보 서비스를 관리할 것을 제안한다.

Recently in order to more effectively and scientifically process forest official tasks, which have been focused on documents and inventories, they should be applied with the up-to-date spatial information technologies. Especially, the forest resource information management based on GIS(geographic information system) and aerial orthophoto is expected not only to play an important role as DSS(decision support system) for domestic forest conservation policy and forestry development industry but also to service forest resource information toward people such as the owners of a mountain rapidly. In this study, the important forest information such as digital topography map, digital forest type map, digital forest cadastral map, digital aerial photographs and attribute data were first reprocessed and constructed in DBMS(data base management system). In addition, forest officials could analyze and retrieve forest information by using detail sub-application systems such as forest cadastral retrieval, forest land development information management, reserved forest information management and forest resource information retrieval. For this, the user interface is developed by using Visual Basic 6.0 and MapObjects 2.1 of ESRI based on CBD(component based development) technology. The result of developing this system will not only perform constructing economical forest and better environment but also be the foundation of domestic spatial technology for forest resource management.

해상통신은 인명 안전을 위한 중요 통신으로 국제적으로 보호되어 왔다. 뿐 만 아니라 지구 전역을 커버하기 위해 전송 특성이 좋은 LF/MF/HF대역의 통신시스템 및 위성 시스템이 이용되고 있다. 최근에는 통신 기술의 발달로 육상이동통신 기술을 해상 및 항공에 확대하려는 시도가 꾸준히 진행되고 있다. 통신 기술의 급속한 발전으로 해상 및 항공 통신망은 기존 음성 위주의 통신망에서 멀티미디어를 처리할 수 있는 디지틀망으로의 전환이 시급히 필요하게 되었다. 대부분의 아날로그 시스템은 디지틀 시스템으로 전환되고 있으며 데이터를 이용해서 보다 정확한 정보를 제공해서 해상 안전을 높이고 있으며 기존 개별 장비를 시스템화하여 주파수를 효율적으로 활용하고 사용을 편리하게 할 수 있도록 하고 있다. DSC, AIS 등 이미 많은 디지틀 장비들이 국제 해상 통신에 이용되고 있으며 해상 통신 시스템을 종합화해서 해상안전을 제고하기 위해 IMO를 중심으로 주진 중에 있다. 그러나 연근해 해상 통신 시스템은 SOLAS조약에서 제외되어 있으므로 나라마다 다양하게 개발되고 있다. 특히 연근해에서 중요한 MF/HF/VHF대역 시스템을 각 국이 경쟁하면서 현대화를 추진하고 있으며 ITU-R을 통해서 표준화를 주도하려고 노력하고 있다. 본 고에서는 연근해 핵심 통신망을 구성할 HF/VHF대역 시스템에 대한 기술을 분석하고 기술하였다.

최근 수년간 슈퍼컴퓨터 분야에서 중국과 일본은 막강한 자본력과 인적 자원에 힘입어 급격한 발전을 거듭하여, 2010년 중국이 세계 슈퍼컴퓨터 1위를 차지하고 이어서 2011년 일본이 이를 다시 추월함으로써 슈퍼컴퓨터 분야에서 세계적인 경쟁우위를 확보하게 되었다. 이와 같은 국내외적인 추세에 따라, 최근 한국 내에서도 슈퍼컴퓨터에 대한 관심이 늘고 있는 추세이다. 슈퍼컴퓨터 기술은 컴퓨터 시스템 및 관련 소프트웨어의 최첨단 기술이 종합된 기술로 한 국가의 기술력을 판단할 수 있는 기술 분야의 하나로써, 전 세계적으로 슈퍼컴퓨터 기술은 이미 Petaflops 시대를 시작하였으며, Exaflops 시대로 진행 중에 있다. 국내의 경우는 생활에 밀착된 IT 정보기술 분야에 집중하여 연구개발을 진흥함에 따라, 슈퍼컴퓨터 관련 기술의 수준이 경제 수준에 비하여 상대적으로 낮은 것으로 평가되고 있다. 본 고에서는 슈퍼컴퓨팅 기술개발 정책 및 연구방향에 도움이 되고자, 슈퍼컴퓨팅 기술과 관련한 세계 각국 및 한국의 연구정책 동향과 기술개발 현황을 알아보도록 한다.

Environmental geologic maps were produced on the cheong-Ju area using GIS technique. They are GIS maps on land management and regional land use planning. In the last year, the model of environmental geologic map was established, and the digital database was constructed by environmental and geotechnical data collected form various sources. The special maps for environmental geologic study were also pnoduced ; landslide hazard and risk map, cut & fill map, actual run-off map and engineering geological map. The maps are secondary models (sub-model) in order to create final environmental geologic map. Finally, Environmental Geologic Unit(EGU) was evaluated for regional land use planning and land management by EGIS(Environmental Geologic Inforafion System). This unit is very important in order to assess environmental geologic impact on large construction works and detailed road design etc.

본 논문에서는 증대하고 있는 재난안전사고에 효율적으로 대응할 수 있도록 훈련할 수 있는 시뮬레이터 플랫폼을 제안한다. 최근 재난은 복합적이며, 타 부처 간의 협력이 필요한 대규모 성격을 띠고 발생하는 빈도가 커지고 있는 반면 훈련도구는 각 부처별로 재난유형별 시스템들이 필요에 따라 독립개발 및 운영되고 있기 때문에 다양한 시나리오에 의한 종합적 분석결과를 기반으로 하는 스마트한 재난대응 방안 모색이 어려운 실정이다. 이러한 이유로 본 연구에서는 재난에 대응하는 사람의 다양한 능력을 반영하여 인공지능 기반 하에 훈련 시나리오가 생성될 수 있는 지능형 재난대응훈련 시뮬레이터 개발을 위한 플랫폼을 제안한다. 또한 몰입감을 가지고 가상의 상황 하에서 훈련할 수 있도록 가상현실 기반의 시뮬레이터 플랫폼이 될 수 있도록 제안한다.

A student's school records should be utilized not only as data for storage and a guide for entrance into future schools, but also as data for evaluating the student's school life whenever their parents or the student wants to. This study is based on the necessity of the communication between school and home by means of information communicative media, and the duty of faculty to provide the parents with information regarding the student's educational growth. For this purpose, a system was developed and discussed to permit both the students and their parents access to a database of the students' school records which were stored in the School Total Information Management System. This system had been promoted as part of an education information program, so that both students and parents could read it individually at any time.
