This paper aims to introduce the basic concept of probabilistic record linkage and its statistical framework, and describe the specific process and principle of performing it using a real example from Statistics Korea. First, we briefly describe the deterministic record linkage and compare it with probabilistic record linkage. We introduce the Fellegi-Sunter model framework for record linkage and the related paprameters: m-probability, u-probability, matched weight and decision rule. Finally, we show the detailed process of record linkage under Fellegi-Sunter model framework and evaluate the record linkage results, using sample data from the registered-based census and Population and Housing Census survey in Statistics Korea.

본 연구는 웹상에 존재하는 메타데이터의 통합이나 그 활용성을 증진시키기 위해서 RDF를 활용하여 상이한 메타데이터 형식에 정의된 기술요소간의 어의적인 연계성을 확보하기 위한 방안에 대한 연구이다. 이를 위해 RDF스키마를 기반으로 연계성 확보의 기반이 되는 공통스키마를 설계하고, 이 스키마의 해당 클래스를 rdf： domain속성값으로 메타데이터 스키마를 설계함으로써 결과적으로 공통스키마를 기준으로 메타데이터 형식상호간 연계성을 갖도록 하였다.

This study proposes MF (Model Filter)-based M-BDL (MF-based BIM Data Linkage), which is a model filter-based data mapping method for BIM (Building Information Modeling)-BEMS linkage. Recently, BEMS (Building Energy Management System) is actively utilizing 3D spatial information. This allows the user to intuitively manage the facility energy linked to spatial information. To use BIM data in energy management systems, it is essential to link BEMS with BIM data only in terms of the user requirements. On the other hand, if the BIM is a rich dataset and is linked as it is, the user will need to manage the unnecessary information. By mapping only the data required for BEMS in heavy BIM data through M-BDL, the BIM data can be lightened and the amount of data required for maintenance can be reduced. This technology proposes a mapping method that can link the BIM data with the filtered BIM data.

Recently, National Emergency Management Agency constructs integrated information system for preventing national earthquake based on underground information. In the past, there are numerous difficulties in construction and management of underground information, because underground information is constructed by each management agency. But a link and application of underground information are available because of government 3.0. This study shows the integrated information system for preventing national earthquake based on real-time link of underground information. The integrated information system for preventing national earthquake developed in this study consists of boring information input modules, underground information search/analysis modules based on V-world tile map, user authority management modules, user management modules and real-time liaison interface modules. Also, this study proposes enhancement plan to construct integrated information system for preventing national earthquake stably and strongly. Stability test conduct on stability of data storage, system stability and consistency of processing speed test results show stability of the integrated information system for preventing national earthquake is high.

본 연구에서는 교량의 정보를 효율적으로 관리하고 활용할 수 있는 3차원 형상기반 표준정보모델을, 현실 세계와 유사한 3차원 가상공간에 표현함으로써 실제 공간에 대해 보다 정확한 분석을 수행 할 수 있도록 교량정보모델과 3차원 지리정보체계를 연계하는 방안을 제시하였다. 교량의 표준정보모델은 기존에 개발된 STEP 기반의 교량정보모델을 활용하였으며, 3차원 지리정보체계는 지리정보상에 3차원 도시객체를 표현하기 위한 표준데이터모델인 CityGML를 활용하였다. 교량정보모델을 GIS와 연계하기 위한 핵심 요소인 교량구조물의 형상표현 LOD(Level of Detail)는 CityGML의 가이드라인을 준용하여 교량구조물에 적합하도록 새롭게 구성하였다. 즉, 빌딩구조물 위주로 정의되어진 기존의 CityGML의 한계점을 극복하기 위해, 총 5단계의 교량구조물의 LOD를 작성하여 각 단계별로 지리정보 상에 교량 형상을 표현할 수 있도록 LOD를 정의하였다. 또한, 두 모델을 소프트웨어적으로 연계하기 위하여 기존의 STEP 기반 교량정보모델을 활용하여, GIS의 정보로 변환하기 위한 소프트웨어 아키텍처를 구성하였다.

With the rapid development of information and telecommunication technologies, the adoption of ubiquitous technologies is increasing for the realization of new effective u-City services. u-City is defined as a next-generation informatization city that can innovate a city's various functions, such as improving the welfare of the citizenry, ensuring safety based on systematic urban management, improving the quality of lives, and increasing convenience in city life, by merging cuttingedge information and telecommunication infrastructures and ubiquitous information services with urban space. There is therefore a need to recognize that a successful u-City implementation strategy involves developing the previous UIS into a ubiquitous technology-based UIS and integrating UIS's various urban informations with effective u-City services. In this paper, for UIS-based u-City implementation, the intelligent integration model of urban spatial information based on interoperability is proposed.

Various basic information is required to scientifically and rationally utilize and manage national territory. For this, a variety of informatization projects have on developed from public sectors. However, there are a lot of problems including weak linkage between individual information systems and databases and lack of the coordinating function in promoting national territorial informatization projects. This study aims to provide policy alternatives on the integration and linkage of basic information within national territorial planning system. These results will be applied to the planned utilization and environmental friendly management of national territory.

Internet portals have been revolutionized not only as simple search engines but also as a new space for the Internet users. They have developed to give satisfying search results for academic information users. academic fields. However, their attention was given to the quantity rather than the quality of the results. This tendency is now changing. This study addresses the problems in the search process using the current portal sites and presents an integrated scholarly information service where users can access more organized and trustworthy information linked with online technical keyword dictionary. When a user enter a keyword on a portal site, he/she can access to high quality scholarly information resources linked with keyword. This could assure the user to get an expanded knowledge with confirmation.

In this study, we link informal Web resources to KISTI NDSL's collections using automatic semantic indexing and tagging to examine the possibility of the service which recommends related documents using the similarity between KISTI's formal information resources and informal web resources. We collect and index Web resources and make automatic semantic linking through STEAK with KISTI's collections for NDSL retrieval. The macro precision which shows retrieval precision per a subject category is 62.6% and the micro precision which shows retrieval precision per a query is 66.9%. The experts' evaluation score is 76.7. This study shows the possibility of semantic linking NDSL retrieval results with Web information resources and expanding information services' coverage to informal information resources.

Given Korea does not have a competitive edge compared to developed or other competing countries in national information and knowledge resource, it is necessary to consider ways to ensure the best out of the limited resource. It is believed that Korea has to develop a national information policy which enables effective and efficient communication, management and availability of information resource within Korea. In order to ensure the strategic integration of information and knowledge resource in Korea, this research encompasses the followings: First, the needs for establishing a strategic system that helps ensure the integration of information and knowledge resource on national level are probed, Second, current status of national information and knowledge management policy is reviewed, and some problems are brought forward, Third, to resolve the problems a strategic approach to the integration of information resource according to material types and individual institution's characteristics is proposed, fur effective allocation of government budget. Ant finally, based on the findings and models proposed, a national information strategy to integrate the dispersed information resource is suggested.
