As society has more interest in reading activities, it has become possible to secure social value of libraries through the promotion of reading. In this regard, the study aimed to analyze social tasks that the libraries face and suggest concrete methods through bibliographical examination. Currently, various regions of the nation have an increasing interest in libraries, particularly, children's libraries. The public libraries can expand their social roles by meeting these social requests. As a variety of activities by the public libraries to promote reading have helped people recognize the importance of libraries, more aggressive reading promotion activities are considered to help expand the roles of the public libraries and secure social base. Accordingly, the libraries need to take the initiative in implementing various measures by establishing a committee to adjust various reading promotion activities in the government and the public and private sectors, coming up with legal base, pursuing development of voluntary reading promotion programs, establishing an information network for reading and books, publishing book reviews, leading campaign for reading and reading promotion activities, supporting reading at home and expanding award system with regard to the promotion of reading.

벤처기업의 수가 다시 1만개를 넘어섰다는 소식이 반갑다. 그런데 숫자의 증가보다 절실한 벤처캐피털의 질적 성장과 과학기술을 산업화하는 통로의 도약은 여전히 미약하다. 이들 핵심요인의 변화가 있어야만 진정으로 고성장 벤처기업의 탄생 가능성이 높아질 것으로 믿는다. 특히 벤처의 젖줄인 벤처캐피털의 변화 속도는 더디기만 하다. 이는 실제로 우리나라 금융제도라는 큰 틀의 관행과 역사에 뿌리를 두고 있어서 하루아침에 변하거나 수정되기도 어려운 조건이다. 이런 상황에서는 벤처캐피털이 해주는 역할을 누군가 대신해주는 주체가 필요한데, 여러 노력들이 있었지만 속 시원할 정도의 수준은 아니었다. 정부의 공공자금이 그 역할을 완전히 대체하기 어렵고, 아직은 대기업들이 벤처기업에 대해 적극적인 투자선호를 보이는 것도 아니다. 이런 조건에서 벤처의 확대재생산은 여전히 벤처업계의 자생적 노력에 의존할 수밖에 없다. 그 노력을 수평적 측면과 수직적 측면에서 생각해보자.

사회복지 분야는 정부가 개입해야 하는 대표적인 정책영역이나, 공공성을 강조하면서, 시장기능을 전혀 고려하지 않는 정부개입은 정부실패라는 왜곡을 발생시킨다. 사회복지 서비스는 공공재라기 보다는 가치재로서, 사유재 성격을 가지므로 정부와 시장역할에 대한 균형된 시각이 필요하다. 시장실패와 함께 정부실패라는 경제적 왜곡현상을 동시에 고려하면서, 정부와 시장의 최적역할분담이 이루어져야 한다. 보육정책의 방향은 공공성이 높으므로, 정부가 주도가 되어 모든 국민들에게 똑같은 보육서비스를 공급하는 것이다. 획일적인 보육서비스 질을 정부재원의 확대로서 높이려는 정책방향은 필연적으로 정부실패라는 왜곡을 발생시킨다. 현재 많은 전문가들이 지적하는 민간부문의 보육서비스 질이 낮은 근본원인은 시장규제에 있다. 즉 영리법인의 시장진입을 금지하고, 가격을 규제하고 있기 때문이다. 따라서 보육서비스 질을 높이기 위해서는 보육시장의 정부규제를 철폐해야 한다. 보육시장에 대한 규제 철폐없이 모든 국민들을 대상으로 한 보육재정의 확대는 재정의 낭비를 초래하게 된다. 보육정책의 바람직한 방향은 정부와 시장의 역할분담을 통해서이다. 보육서비스의 외부 불경제 효과가 높은 만큼, 시장에서 충족시키지 못하는 일정소득 이하 계층에 대한 보육서비스는 정부에서 무상으로 제공해야 한다. 그러나 일정소득 수준이상의 계층에게는 다양한 수요가 시장기능에 의해 해결될 수 있도록 해야 한다. 시장실패의 논리와 함께 정부실패라는 왜곡의 심각성을 인식하고, 정부와 시장기능에 대한 최적의 역할분담이 이루어져야 한다.

An interface of a circular arc formed by two isotropic, homogeneous elastic materials is investigated. It is shown that L integral satisfies the conservation law for the interface if it is perfectly bonded, in frictionless contact or separated such as in a crack with the origin of the coordinate system being located at the center of the circular arc. The property of path independence of the L integral is applied to an interfacial crack problem, to obtain the stress intensity factors, where the interfacial crack is located along the arc of the circular inclusion embedded in infinite matrix. It is assumed here that the contact zone exist as in the model proposed by Comninou, thus removing the overlapping of the materials along the interface. Another example is shown for case of a circular interfacial crack in the matrix of finite size, where the stress intensity factors are determined by computing a value of the L integral numerically along the path far from the crack tip.

미 콜럼비아대 글로벌에너지정책연구센터는 지난 3월 미국의 세계 원자력산업 내 리더십을 유지 및 확대하는 과정에서 정부 차원의 '정책'의 중요성을 강조한 보고서를 발간하였다. 보고서에서 필자인 Timothy Frazier는 미국 주도의 원자력산업 체제가 원자력 안전, 안보, 비확산 그리고 효율성 측면에서 국제 기준을 수립하고 유지하는 데 중요한 역할을 수행할 것으로 예측했다. 또한 "미국의 리더십은 원자력산업이 달성 가능한 최상 기준을 유지할 수 있도록 할 것'으로 주장하고, 원자력산업 내 미국의 리더십을 유지하기 위한 대통령의 정치 성명 발행을 제안했다. 필자는 또한 미국의 리더십 강화를 위한 원자력산업 기술의 수출 및 이전과 타국가 지원을 위한 규제 완화와 혁신적인 원자력 시스템 구축 개발에 대한 투자를 제안하였다. 본 연구 리포트를 2회 분재(分載)한다.

The role of university is expanded from the human resource provider to demand site. The mission is also changed as a entrepreneurs. There is increasing in the needs of the university and industry cooperation(UIC), but cultural difference also happened. To successfully cooperation, we have to consider stakeholder's perspective and the size of companies and universities. Through the best c luster of innovation, we can figure out the key success factors of the universities, researchers, and leaders, and suggest the new characters for successful UIC.
