Welfare-to-work으로 표현되는 근년의 미국 복지 환경의 급속한 변화는 공적 부문 사회복지인력의 역할 변화를 요구하고 있다. 강력한 민간 사회복지의 전통에 밀려 역할과 기능이 상대적으로 미약했던 미국의 공공복지부문은 지난 100여 년간 상당한 정체성 혼란을 겪어왔고 공공복지에서의 사회복지사의 역할과 기능은 해결되지 않는 논점이었다. 이 글에서는 뉴딜에서부터 미국사회복지의 일대 변혁이라고 일컬어지는 1996년의 복지개혁입법 Personal Responsibility and Work Opportunity Reconciliation Act 까지, 미국 공적부조(public assistance)의 변화와 이 부문 실천가들의 역할 변화에 주목하고자 한다. 신연방주의, 복지다원주의 등으로 대표되는 복지환경의 변화에 대해 공공부문 사회복지의 변혁과 발전방향, 그리고 미국 공공부문 사회복지사들의 정체성에 관한 고단한 탐색 작업은 국민기초생활보장법의 통과로 예상되는 우리나라 공공복지의 변화와 직업적 정체성 고민을 거듭하고 있는 공공복지 인력인 사회복지전문요원들의 역할에 대한 시사점들을 읽어내는데 도움이 될 것이다.

This study look into a role change and geographical inertia of the central place. The place is selected and progressed as the center which is the joining of physical condition and social situation of the region. The central place is the role change according to social change but it has geographical inertia as the central place. The result is as follows. Firstly, the role of regional center is changed. This sample region is the center of a national defense and administration and traffic in Three-Country period. But the role of the national defense is disappeared with the unity of the three countries. A traffic center facility was lost because of traffic axis changed from the east-west line to the north-south line when Ko-Ryo period. A facility loss as a traffic center leads to diminish the administration function and the movement of the regional center within that area. Secondary. the new regional center function was maintained by the joining of an outside and inside peoples. It maintained the geographical inertia by Confucianism culture instead of administration function. Thirdly, it had geographical location movement within the area.

This paper tries to interpret the processes of small libraries changing sociological role and its direction of movement in Masan City. The roles of small libraries are changing according to the aspects of the communities. Thus the roles of the small libraries in Masan have also changed with the various changes in Korean society. The periods are divided into three : 1980's : the appearances of civil libraries, 1990's : maeul libraries that the citizens have established and participated, 2000's : small libraries that have established from cooperation of government and private. By the three periods this paper interprets the processes of small libraries changing sociological role and its direction of movement in Masan City.

정보기술은 정보의 생산 및 유통방식에 커다란 변화를 가져왔으며 그 결과, 전통적인 대학도서관의 기본 역할이 변화된 것은 아니나 역할 이행을 위한 기능수행방법 및 영역에 커다란 혁신을 겪고 있다. 본 연구는 대학도서관의 서비스 환경을 변화시키고 있는 정보기술의 발전과정, 정보기술의 발전으로 인한 대학도서관의 변화 등에 관하여 고찰하였고, 그것을 바탕으로 대학도서관이 이러한 변화를 수용하여 대학의 핵심기구로서 그 역할을 다하고 위상을 한층 높일 수 있는 대응방안을 모색하였다.

본 논문에서는 상황 인식 역할 기반 접근 제어에 기반한 유비쿼터스 환경 정책 기술 언어를 제시한다. 역할 기반 접근 제어는 권한을 사용자에게 부여하지 않고 역할에 부여함으로써 접근 제어를 효율적으로 관리할 수 있다. 유비쿼터스 환경에서는 빈번하게 변화하는 사용자들의 일치 정보와 같은 동적인 상황을 고려해야 할 필요성이 있다. 본 논문에서는 유비쿼터스 환경에서 동적으로 변화하는 상황을 고려하는 역할 기반 접근 제어 모델을 고안하고 이에 기반하여 정책 기술 언어를 설계하였다. 제안된 언어는 역할 기반 접근 제어의 장점을 활용하며, 동적인 상황 조건에 따라 사용자에게 역할을 할당하고 정적인 상황 조건을 이용하여 역할에 권한을 부여하는 방법을 기술함으로써 역할 기반 접근 제어에 기반한 상황 인식 유비쿼터스 환경의 특징을 효율적으로 구현할 수 있다.

This study is on the modification of characters' role and personality between spin-off animation and original works. For this, one of box office hits, (2011) and (2015) have been analyzed with Enneagram and Greimas' Actantial model. The result shows, firstly, the protagonist of spin-off work plays subject role in a new narrative comparing that he/she plays faithful helper's role in original work. Secondly, the protagonist's personality does not show big difference between in spin-off and in original. But, anyway, there's a small change that the secondary personality in original stands out as a primary personality in spin-off. Finally, the standing out personality of the protagonist tends to be 'achiever' or 'loyalist', those of stereotype successful animation characters. In conclusion, the role change according to new narrative seems to be unavoidable. And, the personality change is, too. However, the personality change is partial and it has continuity from the original considering the potential audiences' expectation.

In this paper the key drivers change for cadastral organizations have been presented according to the following aspects; Geo-ICT development including positioning technology, government's public organization innovation policy, cadastral market opening pressure and decreasing of cadastral survey work. It was confirmed that the role of cadastral organization has to be changed from the conducting cadastral survey organization to the spatial information provision organization. Eventually it should take a role to realize Spatially Enabled Society(SES) which is fundamental for national development and upgrading quality of life in the society. From the case study of international cadastral organization, cadastral organization should take core responsibility for the Nation Spatial Data Infrastructure(NSDI) and meeting the future costumers requirements through technical developments and organization's innovation efforts.

This study is a policy research conducted for the purpose of finding new roles for adoption agencies and suggesting future tasks for effective adoption practice in Korea. To achieve this goal, this study analyzed the characteristics of adoption practices and the roles of adoption agencies in four countries (U.K., Sweden, U.S.A. and Hong Kong) and conducted a survey of the staff members of adoption agencies in Korea. The survey questions included: (1) the real changes and problems they feel in the adoption field after the amendment to the 'Act on special cases concerning adoption' in 2012; (2) the prospects for change in the future; and (3) the new roles they expect in the changing context. Based on the review of foreign cases and the results of the survey, the future direction of adoption practice in Korea and the new roles and tasks of adoption agencies were suggested.

미국의 전파관리 정책은 1990년대에 들어서 새로운 변화를 맞이하고 있다. 특히 경매에 의한 전파통신 사업면허의 부여, 전파사용료(Regulatory Fee)제도의 도입 등과 같은 새로운 제도의 시행과 이러한 제도의 시행을 뒷받침하기 위한 새로운 행정기구의 설립이나 기존 기구의 역할변화 등의 정책변화를 시도하고 있다. 본 논문은 FCC, NTIA 그리고 이들 두 기관사이의 협조와 조화업무를 담당하는 IRAC 등 미국의 전파관리 행정기구의 구성과 역할을 분석하고자 한다. 이러한 분석을 통하여 연방국가인 미국에서의 연방 정부와 민간간의 전파자원 이용에의 조화와 장기적인 전파지원 개발을 위한 각 기구의 노력을 엿볼 수 있다.

Purpose: This study was designed to investigate various role changes of nurses who have cared both medical cases and hospice patients and what they experienced. Methods: Focus group interviews were done 3 times and participants were 12 nurses who have worked in the hospice unit of medical ward. Results: Role changes in 4 areas such as holistic care, end-of-life care, care fur rare givers, and coordination of hospice team were reported by the participants. What they felt were as follows : fear, confusion, maturation, increasingly labor, regret, accomplishment, sympathy and depression. Conclusion: Although hospice care in general medical ward added extra tasks, it helped clinical nurses recover professional identity and led to growth of nursing by acquiring new knowledge and skill in hospice care.
