Study on Status of Permission Review for Construction Activities within the National Cultural Property Historical Cultural Environment Preservation Area - Based on Recent 5 Years' (2010~2014) Meeting Records of Cultural Heritage Committee in Cultural Heritage Administration - (국가지정문화재 역사문화환경 보존지역내 건축행위 등에 관한 허가심의 실태조사연구 - 최근 5년간(2010~2014) 문화재청 문화재위원회 회의록을 중심으로 -)

  • The Cultural Properties Protection Act enacted 1962 to encourge culture level of people by preserving and using cultural properties introduced Cultural Properties Change Permission System in 2000 in order to cope with rather targeted range towards the national designated cultural properties, and introduced the Guidelines for Permission Standard regarding Construction Activities within the Historical Cultural Environment Preservation Area (2006) to complement permission process and targets, Notification of Minor Changes around the National Designated Cultural Properties (2008), etc and continuously put efforts to improve further ever since. Nonetheless, while it showed decrease in the number of process of change permission per individual cases after 2007, it began to increase again since 2010, reaching 1,554 cases by 2014 - about 29% of the cases being rejected or under observation, people living surrounding of cultural properties still experience inconveniences. This study has been carried out by creating integrated DB with total 7,403 cases of permission status from 5 Subcommittees (Building / Historic Sites / Natural Heritage / Modern Cultural Heritage / Important Folk Culture) in Cultural Heritage Committee that are related with changing status for the past 5 years (2010-2014), and by further analyzing 4,364 cases amongst, that were reviewed within historical and cultural environment preservation area - analyzed applying types and the characteristics, reviewed the improvement plans of operation guidelines for the Committee and acts of minor changes towards surroundings of the national designated cultural properties that regulate the status changing permission targets by categorizing analysis results and deriving implications. I hope that this will complement to the operational guidelines for the Committee, along with minor changing activities around cultural properties in short term, and to secure basic data for systematic improvement plans ie., for delegated works range from city/county/districts through our research. Also hope to improve administrative efficiency by reforming permission systems for building activities in historic cultural environment conservation area, and reduce inconvenience people might experience, by minimizing socioeconomic expense needed for the review.

Conservation and Restoration of Historical and Cultural Landscape on Seochon in Seoul (서울 서촌지역의 역사문화경관 보존 및 복원)

  • Seochon('West Village') is located in the west side of Gyeongbokgung(Gyeongbok Royal Palace) inside the old city wall of Seoul. Seochon has beautiful scenic view surrounding Mt. Inwang and has been known as the representative historical and cultural landscape region in Korea that historical and cultural resources are rich. But when the figure of Seochon which has repeated the changes with the ones of the times is considered, values of beauty of natural landscape that Seochon had and its own placeness have not been gradually recognized as it has been swept away in logic of the development on the strength of economics. This study tries to examine the original form of landscape on Seochon which can be the standard of landscape change, the causes and process of its change and possibility to conserve and restore it to recognize potential value about historical culture of Seochon landscape and conserve and protect it. For this, this study compared and analyzed literature including poems and Yusangi, paintings and names of the scenery of the seasons as the landscape texts with the current status. The study result has found that Pilwundae should rehabilitate cultural assets to secure the prospect right and protect neighboring bedrock, Suseong-dong should expand the restoration areas focusing on the projects to make parks which are now being restored, Cheonghwigak and Cheongpunggye areas should restore waterways including historicity which is connected to figures and Seshimdae and Baekun-dong green zone should set the protective area for conservation.

Basic Research on Improvement Schemes for the Limit of changing Current State of the Cultural Properties (문화재 현상변경허용기준 제도개선을 위한 기초연구)

  • With its growing awareness by public today, along with our heritage gaining higher standing - such as being listed as World Heritage - the needs for managing cultural heritage that meet global standard is required, and public's interest towards national heritage growing higher, Cultural Heritage Administration is actively pursuing related projects for scenic amenity that include systematic preserve/manage/restore the heritage including surrounding environment, also propose harmonious landscape. 1,834 cases of allowance limit for state-designated cultural heritage change are prepared as part of the plan, and the standards are being expanded actively towards designated cultural heritage across the country, contributing towards administrative efficiency and living conditions of the locals significantly. However, some definitions are unclear and possible complaints might arise when applied due to choice of the law, this research prepares the base material for efficient management of the establishment by diagnosing overall operational status and proposing alternatives towards the limit and improvements after reviewing the result. Through this, we expect to see establishment of policies for better management of cultural heritage and its scenic amenity via maximizing administrative efficiency, whilst positively enhance resident satisfaction around the heritage area as well as settling the regulations in short term.

A Study on Evaluation of the Ancient Historic District for the Preservation and Development of Ancient Capital - Focus on the Pilot Project Districts in Ancient Capital Gyoengju - (고도(古都)보존 및 육성을 위한 고도지구 가치평가 - 경주시 고도시범사업지구를 대상으로 -)

  • The "Historic city Preservative law" was legislated for the preservation of cultural properties and enacting regulations of managing the environment around them in 2004. This law was revised to "Historic city Preservative and Development law" in 2012, and specified the criteria for permissible behaviors in the preservative district. Therefore, this paper focused on the ancient capital Gyeongju and developed a comprehensive system for evaluating the value of the ancient historic district based on Analytic Hierarchy Process (AHP). Through the evaluation of the ancient historic districts, which are the pilot project districts in the "Gyeongju Ancient Capital Preservation Plan", some preferential projects were objectively proposed. As a result, according to the evaluation among 10 ancient historic districts in Gyeongju, Daereungwon got a score of 78.34, which is the highest among 7 special preservation districts. On the other side, the Gyo-dong area got a score of 76.14, the highest among 3 historic and cultural environmental districts. Finally, for the preservation and development of Gyeongju, some efficient preservation and development plans were objectively proposed for the pilot project districts in the "Gyeongju Ancient Capital Preservation Plan".

  • 철원군은 군사문화유적지와 더불어 과거 태봉국의 도읍지로서 한 시대를 풍미했던 역사문화유산이 살아 숨 쉬고 있는 우리역사의 장이다. 또한 청정지역의 이미지는 생태 관광지로서의 가능성을 보여주고 있다. 이에 따라 본 고에서는 에코뮤지엄(ecomuseum)의 개념을 토대로 철원군의 지역문화자원을 활용하는 방안을 제시하려고 한다. 연구의 이론적 바탕이 될 에코뮤지엄은 기존의 박물관처럼 한정된 공간 내에 수집품을 모아놓고 관람객을 끌어들이는 것이 아니라 지역 전체를 하나의 박물관으로 구성하는 새로운 형태의 박물관이다. 따라서 지역의 문화유산, 생태 환경, 관광자원을 포함한 포괄적인 유,무형의 자원이 모두 에코뮤지엄의 요소가 될 수 있으며, 관람객은 주변 환경과 일체가 되어 직, 간접적인 체험을 공유한다. 지역 주민은 적극적인 역할을 수행함으로써 지속적으로 지역의 개발과 보존에 주체적으로 참여하게 된다. 이러한 관점에서, 지역의 다양한 문화자원을 바탕으로 한 에코뮤지엄은 철원군의 지속가능한 경제 활성화에도 기여하게 될 것이다.

  • Even though the United States and Australia have a relatively short history, the preservation and reuse of their historical heritage and cultural heritage are considered to be very important. In the case of Korea, which has a long historical heritage, there is a lack of development and restoration systems and there are no clear guidelines on how to preserve and reuse these precious legacies. In this study, we examine and analyze through examples how the historic buildings have been preserved and reused in Australia and the United States, which have a shorter history than our own. Also, we suggest that the raising of awareness of the historicity associated with the existing architecture and that of the architectural environment following its full-scale reconstruction will enable them be considered historical heritages with the passing of time.

  • This study takes the identity and characteristics of public art in historical and cultural regions as the research object. Through the theoretical investigation and research on the public art of historical and cultural regions, six evaluation factors that shape spatial identity and characteristics were drawn: Environmental characteristics, public characteristics; Symbolic characteristics; Artistic characteristics;.Historical characteristics; Interactivity. The identity and characteristics of Taoxichuan public art in Jingdezhen was analyzed and evaluated. The results show that the " public art " of seven large chimneys is consistent with the historical structure of the industry. Among them, environmental, public characteristics, symbolic, artistic and historical characteristics of the Industria park have a high degree of preservation value and can be recognized as the historical landmark of the park. In the new public art, the artistic quality of public art, the environment, and the public characteristic of public art, are also at a moderate level, but it is comparatively weak. Public art recreated as an industrial heritage has formed an identity that can communicate spiritual sympathy to the public by forming a time-space communication between the public with historical relics and ceramic elements, and the new public art for local rehabilitation has given new artistic flavor to the city, but the new identity has not been shown.

A Study on Improvement Examination Standard for the Limit of changing Current State of the Cultural Properties (문화재 유형별 현상변경 검토기준 마련 연구)

  • The Cultural Properties Protection Law Act 1962 has been achieving its role for systematic preservation, management and application of the cultural heritage under rapid economic growth circumstances through continuing revisions. Introduced the influence review system for cultural heritages in 2000, and legislated the guideline for the state-change allowance standard for the National Cultural Heritage in 2006 in specific, the law has been contributing significantly for the cultural properties and historical/cultural environment preservation, along with increase in administrative efficiency and improvement on settlement environment. However, increase in public awareness about the cultural property's value and the needs for the local revitalization by utilizing the heritages, while some allowance standard not peoperly delivering the surrounding conditions, such as the value of the properties and their substantial characteristics, land utilization, etc. being applied, complaints from the local residents are increasing continuously. Thus this research focuses on clear vision/value of the heritage and apply them to create the review criteria for the state-change allowance per heritages. Here we set the Focus of Landscape Management Indicators in order to actively preserve and manage the physical characteristics and the native value by analyzing the Cultural Heritage Protection Laws and related guidelines, manuals and research papers, and redesign the cultural propertiy's classification scheme and propose the Review Standard for state-change from the view point of changing the current state. With this research, we expect increase in the satisfaction for the Property management system with public understanding promotion regarding the Standards by applying the reviewed state-change allowance Standards, white securing the consistency for the review criteria as well as the systematic management of historical/cultural environment with their typification characteristics and the value for short-term.

A Study of the Landscape Agreement Project for Historical and Cultural Landscape Preservation (역사문화경관 보전을 위한 경관협정 항목에 관한 연구)

  • This study was designed to suggest a landscape agreement in order to effectively preserve historical and cultural landscapes at this point of time when many landscape agreements are being concluded for landscape management, to analyze landscape management methods according to the problems of comprehensive and widespread landscape agreements and landscape types and to generalize landscape agreement contents. To begin, sustainable and practical landscape management plans that local people can themselves participate and carry out were proposed, based on historical and cultural landscape preservation guidelines extracted from the consideration of domestic and foreign cases about landscape management by citizen autonomy and participation. The guidelines considered what regional residents would follow by themselves, as well as what should be considered with regard to the accessibility and symbolism of a building's appearance and external spaces designed with the motif of historical and cultural landscapes. The guidelines also pay attention to the maintenance management of outdoor advertisements and facilities in order to maintain a pedestrian-friendly street environment which pursues designs in harmony with the existing historical and cultural landscapes. In addition, the recommended guidelines that are considered less important,are restricting the sizes of buildings, encouraging maintenance management of the details and external spaces to hide building facilities and block them from being exposed and including information about the use of nature-friendly materials, and the management of neon signs in the landscapes and lighting time during the night. These results demonstrate that local residents need to improve the landscapes and change their consciousness by themselves to maintain the historical and cultural landscapes with a sense of tradition.

  • A city is the space which has a various historical experiment and memories. From these social and cultural environment, regional competitions through the introduction and settlement of a local self-government have been important in city marketing. For city development, a serial activation policies are come and in this process the native history and cultures have recognized as the core tool of cities. For possession of city competition, we have developed the cities' tangible and/or intangible cultural properties and make full use of a attractive asset. The city identity is established and the opportunity of a special space is made. This city identity has been dependent on spending time. We suggest the strategy for the historical and cultural city image through the historical element and the development of program for the promotion of publicity activities. The preservation and application of the modern architectures as the cultural and historical element promote the city image and build the position of city identity. We suggest the city marketing application strategy for the implication on the sustainable reproductive city.
