In order to practically activate women's policies, it is necessary above all to develop programs for women's empowerment and to activate women's centers, which serve as a base for promoting women's welfare. To this end, the problems of the Women's Center were considered, and the history, function, and operation aspects of the Gyeonggi Women's Center were analyzed. Looking at the results of the analysis, first, the Gyeonggi Women's Center uses its current functions to spread the awareness of gender equality, and in order to promote women's social activities and welfare, it is necessary to integrate functions and form a network from a paradigm perspective. Second, in order for the Gyeonggi Women's Center to take the lead in the role of an integrated community center, it is necessary to explore the vitalization of city and county networks. Third, the development and support of internal and external resources is necessary to establish women's governance, and the Gyeonggi Women's Center needs to be responsible for the coordinator's role. Fourth, Gyeonggi Women's Center should strive to resolve regional imbalances through close communication with the Gyeonggi Women's Center Council. Based on the results of this analysis, a plan for the Gyeonggi Women's Center was suggested.

Recently, women's social activities in our society have been greatly increased and legal system and mechanism of social structure to pursue a society where gender equality shall be realized has been discussed lively in a detail manner. Nevertheless, the rate of social advancement of Korean women shows much lower than that of the western industrialized countries. The aim of this study is to examine such problem and to look for a solution thereof. As the subject for this survey, such social welfare facility as women's hall was selected, and then its state of facilities was investigated. The results from this survey revealed that women's hall, which had been started constructing since 1950s, began to spread out nationwide reaching the 1990s, and that women's hall was greatly used as a major public facility that supports women's social activities in each region, and that women's hall, which had been started as a social welfare facility, was a multifunctional facility performing functions such as welfare, education, culture and community, and that educational function among these had been changed a little by little in the aspect of contents and purpose according to the changes of times, however, education for women was treated as a major important function in the women's hall and operated accordingly.

Women's Hall is a local facility that supports women's activities in the community and has the purpose in establishing self-support for low-income women and women's participation in society. Its functions are largely separated into social welfare, education, culture, and community services. The purpose of this study is to highlight and discuss the characteristics of space for community functions among other functions of Women's Hall. It has investigated and analyzed ten cases in total of all the women's halls that have opened since 1995. The examples selected for study have been analyzed in terms of the functions of each community space, layout of the rooms, finishing materials, and colors. The result of the study indicates that social demand for women's halls is changing. However, the characteristics of the space or the environment are incapable of accommodating the change. In order for the women's halls that will open in the future to perform acceptable community functions, they need to determine the degree of satisfaction and preference of the users and come up with a specific proposal for improvement.
