본 연구는 대한민국의 나날이 증가하는 범죄에 대한 문제의식을 바탕으로 주요 강력범죄 중 여성을 대상으로 삼는 범죄의 심각성에 대하여 초점을 두고 있다. 특히 4대 강력범죄 중 살인, 강간의 경우 여성이 피해자가 되는 경우가 매우 높게 나타나고 있으며, 최근 데이트 폭력 및 몰카범죄 등이 심각한 사회문제가 되고 있는 실정이다. 이에 여성을 대상으로 하는 범죄의 경우 다양한 기술이 결합된 CPTED를 활용하여 사회적 안전 확보 및 효과적인 환경설계를 통한 범죄예방 방안에 대하여 연구하였다.

본 연구는 여성 안전에 대한 다양한 정책이 시행되었지만, 공공장소에서의 여성의 안전을 위협하는 사건과 사고는 지속해서 발생하고 있다. 최근 여성 대상 범죄, 특히 성폭력 범죄가 매우 높아지면서 공공장소에서의 여성 안전에 대한 문제가 대두되고 있다. 이러한 문제를 해결하기 위해서는 여성 안전사고 발생 원인을 분석하여 그 원인을 해결할 수 있는 전략과 방안들을 개발하는 연구가 필요하며, 이를 통해 여성들이 공공장소에서 안전하게 생활할 수 있는 환경을 조성할 수 있다. 따라서 공공장소에서의 여성 안전 개선방안 연구는 매우 중요하다. 그러기 위해서는 첫째 범죄율을 분석, 공공장소에서 여성 범죄의 유형 및 발생 경로에 대해 분석하여 언제, 어디서, 어떤 유형의 범죄가 발생하는지 파악한다. 둘째 교육 및 정보 제공, 여성들에게 주변 위험 요소와 대처 방법, 보호시설 위치 등을 교육하고 정보를 제공하여 위험 상황으로부터 탈출하거나 대처할 수 있도록 한다. 셋째 시설 개선, 공공장소의 설계나 조명, 치안 등을 개선하여 여성들이 안전하게 사용할 수 있는 환경을 조성한다. 넷째 적극적인 관리, 공공장소에서 범죄가 발생하거나 이에 대한 우려가 있을 때, 적극적으로 주변 상황을 관찰하고 대처한다. 다섯 번째 커뮤니티 참여, 지역사회와 함께 여성 안전에 대한 캠페인을 전개하고, 지역주민들의 적극적인 참여와 지원을 유도하여 여성 안전의식을 확산시킨다. 이러한 방법들을 적극적으로 활용하여 여성들이 더욱 안전하고 편안한 환경에서 일상생활을 영위할 수 있는 사회적으로 안전한 여성 안전 문제에 대한 개선방안을 제시한다.

최근 학교폭력 및 묻지마 범죄가 꾸준히 증가추세에 있다. 2011년 12월 학교폭력에 의한 대구중학생 자살사건, 2010년 2월 김길태 사건과 6월 김수철 사건, 2016년 5월 강남역 노래방 살인사건과 6월 섬마을 여교사 사건 등 사회적 약자인 소년, 여성 대상범죄 및 묻지마 범죄가 사회문제로 대두되고 있다. 이에 따라 범죄예방 도구이자 전략으로써 CPTED가 하나의 대안으로 부각되고 있다. 국토교통부는 건축물, 건축설비 및 대지에 관한 범죄예방 기준인 '범죄예방 건축기준 고시'를 2015년부터 시행하고 있는데 적용대상 건물 등은 이 기준에 따라 설계하고 건축해야 한다. 현대 위험사회에서 강력범죄 및 경범죄의 사전예방을 위해서는 사회 안전시스템 구축이 요구되며 그 대안으로 환경설계를 통해 범행기회를 심리적, 물리적으로 차단하는 정책을 모색함으로써 환경범죄학 입장에서 범죄예방에 접근할 필요가 있다.

A survey of 220 male and 233 female residents of Seoul was carried out to investigate why women appeared to be more fearful of crime than men. As expected, female respondents reported higher levels of fear of crime and perceived physical vulnerability to crime. Incivility factors in the neighborhood and perceived possibility of criminal victimization were significant predictors of fear of crime for both male and female respondents. For women more psychological variables such as trait anxiety and age were other significant predictors of their fear of crime, whereas the distance to police station and frequency of watching crime-related TV programs were significant predictors for men's fear of crime.

If using crime map which represents criminal section that violent crimes targeting women frequently happened, the police could prevent additional crimes by positioning themselves intensively in expected crime zones and each individual could avoid being damaged by referring information of criminal zones. In this paper, by analyzing crimes targeting women and offender information which is provided in public-opened datum portal, we suppose a system which prevents crimes that calculates locational danger and, by considering location and age group of users, provides user-customized information of danger. By crawling the criminals datum which is provided in public-opened datum portal, It collects them. About the areas which happened sexual crimes, calculating danger of crime based on statistical crime information including criminal information, residence of offenders, areas which happened sexual crimes, sentences and the number of crime, this system is able to visualize the areas which sexual crimes happened based on information of danger grade representing on user's location. The score of danger calculated in location unit can provide criminal information according to location and ages of users by interacting GIS.

This is the second research to explore the actual condition of the old women prostitutes serving the old men (so-called 'Bacchus Azumma') in qualitative method. For this, 14 old women prostitutes, aged 38~73, were interviewed as research participants: 9 are korean and 4 are korean-chinese and 1 is chinese. The data obtained through the depth interviews were analyzed using a qualitative analytic method. As a result, three types according to the purpose of approach (heavy petting-intent type, intercourse-intent type, and criminal-intent type) and two types according to occupation or not (full-time type and part-time type) are found. The social concerns and measures on Bacchus Azumma are needed.

본 논문에서는 귀가길 여성 및 치매노인 보호와 미아장비를 위한 정책을 제안한다. 이 정책은 GPS기능을 가진 작은 칩을 사용자가 원하는 어느 물체에든 부착하여 사용자가 원하는 시간대에 작동하며, 자신의 위치를 집이나 핸드폰에서 확인이 가능하고 유사시 정보를 보내어 가까운 공공기관(경찰서 및 소방서)에서 집으로 귀가하는 그 시간까지 체크가 가능한 시스템이다. SOS브로치는 늘어나는 아동 범죄와 귀가길 여성을 대상으로 하는 범죄 예방 및 치매노인을 대상으로 한 실종 사건 등 각종 사건 사고발생시 빠른 대처와 예방을 위하여 고안되었다.

This study is to find out empirically how the fear of crime is affected by the level of recognition of people. CPTED elements including natural surveillance, access control, utilization enhancement, territoriality securement, etc. Safety of residents could be considered and then increased when we plan, design, and operate a city. In Korea, CPTED is currently being applied to every town. However, it is not systemized and neither efficient, for there are no constraint provisions, and the foreign cases are not specifically customized to the current situation of the country. This study, therefore, aims to find the limits from analyzing related laws and regimes, administrative regulations, and applied cases, and to deduct improvement plans based on examined foreign cases.

This study seeks to analyze various aspects of women's fear of sexual crime committed against them within the Seoul metropolitan subway system, which takes center stage in public transportation today in Korea; that is, among different kinds of fear of crime, women's fear of sexual crime is empirically examined, and it is expected that the results of this study shall serve as an important basis for future policy-making, so that the fear of sexual crime against women in the subway system could be reduced. To the end, this study aims first, to investigate the real picture of women's using the subway and their attire, second, to look into the amount of information on such crime obtained and the level of its awareness, third, to analyze the characteristics of the fear of sexual crime in the subway system, and lastly, to empirically examine the relationship between women's regular women's regular attire/their level of information on such crime obtained and their fear of sexual crime. As a quantitative research method to discover facts, this study utilizes reality-analyztical and technical research methods, and for its final statistical analysis, uses questionnaire answered and returned by 509 women, out of a total of 520 female commuters on the Seoul metropolitan subway system who had originally been requested to participate in the survey. The result of this study demonstrates that the level of women's fear of sexual crime on the subway is relatively high. In detail, the higher their monthly income is, the more fearful women feel on the subway; it has also been found that women living in housing they own or in leased housing on deposits (Jeonse) fear sexual crime on the subway more than those living in the other forms of housing. However, the level of fear has been found to be low for those types of sexual crime judged to be relatively unlikely to be committed. Lastly the result of the relationship between women's regular attire/their level of information on such crime obtained and their fear of sexual crime is relatively high and very effective.

여성과 아동은 도보로 이동 시 성범죄, 아동대상 범죄 등에 쉽게 노출된다. 따라서 오늘날 여성, 아동 범죄를 예방하고 생활하는 지역의 범죄 안전도, 위험도를 알 수 있는 웹 서비스의 필요성이 요구된다. 이에 본 논문에서는 안전 길 찾기 경로 알고리즘과 안전지도 웹 서비스를 구축하여 사람들이 안전하게 이동하며 생활주변 위험에 스스로 관심을 가지고 대처할 수 있기를 바란다.
