공인민간자격 산업보안관리사(ISE)의 창직 과정 고찰 (A study on the job creating process of ISE(public private certificate))

  • 우리나라의 자격종목은 2018년 9월 기준 약 32,364개에 달하며 국가기술자격은 252개, 국가전문자격은 149개이며, 민간 자격은 총31,993개, 그중 공인민간자격은 99개, 등록민간자격 31,894개 이다. 본 연구는 한국산업기술보호협회의 공인민간자격인 산업보안관리사의 창직과정을 살펴보고자 협회설립(2007.10)에서 제1회 공인민간자격 시험시행(2017.06.24)까지 10년간 과정을 각종자료를 통해 살펴보고, 정형화 하고자 하였으며 연구결과 창직과정이 총10가지로 정리되었다 (1) 사전준비 시 고려사항 (2) 자격체제개발 (3) 직무분석 및 교안개발 (4) 문제은행개발 (5) 보수교육과정 설계 (6) 검정전략개발 (7) 검정실행 (8) 수익방안 (9) 자격수요확대 (10) 여론형성으로 조사되었다. 이를 통해 추후 창직 모듈이 연구되어 질 것이며 산업보안 상담전문가 등에서 공인민간자격증 개발모델로 활용되어질 것으로 기대한다.

Confirming the Continued Representativeness of an Online/Telephone Panel Using Equivalence Testing

  • Decreasing response rates to traditional survey methods, like face-to-face and telephone interviews, have led survey practitioners around the world to seek new ways of conducting surveys in recent years." The COVID-19 pandemic exacerbated this problem because it made conducting face-to-face interviews even more difficult than before. For example, it made conducting face-to-face surveys infeasible in 2020 in South Korea, and so the Korean Academic Multimode Open Survey (KAMOS) was unable to conduct a planned face-to-face survey to recruit new panel members. The entire 8,514-member panel, established via two-stage probability-based sampling from 2016 to 2019, was invited to take three online/telephone surveys in 2020. Of these panel members, 1,352 responded to at least one survey in 2020. To test to what extent the panel remained representative of the adult South Korean population, we compared the two groups of panel members: those who responded to at least one survey in 2020 and those who did not. After weighting both groups on the basis of age, sex, and geographical area, we analyzed their responses to some of the questions that were asked during multiple rounds of the face-to-face panel-recruiting interviews. Using Cohen's d for survey items that could be analyzed numerically and Cramér's V for categorical items, we were able to conclude that the respondents to the 2020 surveys were equivalent to the non-respondents in terms of both demographics and in the answers they originally gave to substantive questions on a variety of topics related to social science or public opinion research, including questions about quality of life, societal issue, and politics (Cohen's d items <0.2, 95% CI; Cramér's V items <0.1, 95% CI). This analysis may provide a model for others who wish to test the continued representativeness of their panel or who would like to use a different survey mode or change some other aspect of their methodology and test whether it is equivalent to their former methodology. Our success in building a panel that retained its representativeness may be useful to those in other countries where face-to-face surveys had previously been the norm but are becoming increasingly difficult to conduct.

  • The Internet and digital devices have become an important part of life among the youth (age 17-24) of today. During the COVID-19 pandemic in Indonesia, Internet use in youth increased by 19.3%, with an average usage of 11.6 hours per day. Youths gain a lot of opportunities from the Internet, but, it also exposes them to various risks. Therefore, there is a need for measures to make the Internet a safe place for youth, in a balanced way that addresses opportunities alongside risks, through digital literacy. It is expected that through digital literacy, youths can take advantage of online opportunities, without being subjected to any dangers. This study aims to examine the relationship between the digital literacy, online opportunities, and online risks of young people, while at the same time examining the influence of digital literacy on those online risks and opportunities. This study employed the quantitative study approach (explanatory study). Cross-sectional surveys and structured questionnaires were used for data collection. The results showed that youth's (age 17-24) monthly expenses, age, and education levels were important factors for digital literacy and online opportunity; also, the digital literacy variable plays an important role and affects online risk and opportunity positively. Digital literacy has a greater influence on online opportunities than it has on online risks. As youths spend more time online, they become more digitally literate, which can enable them to benefit more from new technology. Unfortunately, those with greater digital literacy cannot find a way to avoid risks while seeking opportunities.

Analysis of the Effects of Job Policy Measures in Korea: Do the job policy measures impact the marriage and fertility of the youth in Korea?

  • The purpose of this study is to analyze the effects of youth job policy measures, set forth in Korea's 2016-2020 Third Basic Plan for Low Fertility and Aging Society (December 2015), on marriage and fertility among young people. Based on the results, we provide theoretical explanations for the findings and suggest policy alternatives to overcome the low fertility phenomenon in Korea. Previous studies have shown that employment is an important factor for marriage among youth, and a job policy could increase marriage and fertility rates. To test this assumption, we performed an exact matching between Statistics Korea's Employee-Enterprise Linkage DB and the Newlyweds DB from 2011 to 2019, in order to identify all young people aged 15-34. Then, linear spline regression analysis was used to examine the impact of the youth job policy on marriage and fertility. Comparing the period before the implementation of the employment policy (2011-2015) and after (2016-2019), the fertility rate increased as the number of young people looking for work increased. In addition, it was found that these impacts were greater after the implementation of the measures (2016-2019) than before (2011-2015). It is interesting to note that job growth among young people did not lead to an increase in marriage. However, the number of births significantly increased when young people who occupy jobs got married, which seems to be related to the delay in marriage among young people who are employed. Survey results about the intentions to marry and views on fertility are utilized for the explanation of the study results.

RDD with Follow-Up Texting: A New Attempt to Build a Probability-Based Online Panel in South Korea

  • Conducting face-to-face surveys is difficult and cost prohibitive, necessitating a new attempt to build a probability-based panel in South Korea. Since 99.9% of adult Koreans own a mobile phone, mobile phone numbers provide a viable sampling frame. Random digit dialing (RDD) surveys were conducted August-December 2021. Of the 288,056 valid phone numbers dialed, 13,655 respondents between the ages of 19 and 69 completed a phone survey. These respondents were later invited by text message to join a panel; 3,202 of these (23.4% or 1.2% based on the number initially contacted) joined the panel. When compared to official government statistics like resident registration data, the census, or the Social Survey, this new probability-based panel can be said to be representative of the Korean population on the basis of age, gender, location, marital status, and household size after weighting is applied. However, even after weighting, panel members are more educated than the general population, white-collar workers and self-employed people are overrepresented, and blue-collar workers are underrepresented. As of February 2023, this panel has grown to 10,471 participants with plans to continue to invite more panel members in the same way. Based on the comparisons in this paper, we can regard this panel as a cost-effective, probability-based panel that may be used for various kinds of public opinion research, by researchers both within and outside of Korea. As we continue to refine and grow this panel, we hope it will become more widely used by researchers as well as provide a model for those building similar panels in other countries.

Unraveling the Web of Health Misinformation: Exploring the Characteristics, Emotions, and Motivations of Misinformation During the COVID-19 Pandemic

  • The proliferation of health misinformation gained momentum amidst the outbreak of the novel coronavirus disease 2019 (COVID-19). People stuck in their homes, without work pressure, regardless of health concerns towards personal, family, or peer groups, consistently demanded information. People became engaged with misinformation while attempting to find health information content. This study used the content analysis method and analyzed 1,154 misinformation stories from four prominent signatories of the International Fact-Checking Network during the pandemic. The study finds the five main categories of misinformation related to the COVID-19 pandemic. These are 1) the severity of the virus, 2) cure, prevention, and treatment, 3) myths and rumors about vaccines, 4) health authorities' guidelines, and 5) personal and social impacts. Various sub-categories supported the content characteristics of these categories. The study also analyzed the emotional valence of health misinformation. It was found that misinformation containing negative sentiments got higher engagement during the pandemic. Positive and neutral sentiment misinformation has less reach. Surprise, fear, and anger/aggressive emotions highly affected people during the pandemic; in general, people and social media users warning people to safeguard themselves from COVID-19 and creating a confusing state were found as the primary motivation behind the propagation of misinformation. The present study offers valuable perspectives on the mechanisms underlying the spread of health-related misinformation amidst the COVID-19 outbreak. It highlights the significance of discerning the accuracy of information and the feelings it conveys in minimizing the adverse effects on the well-being of public health.

  • 유튜브를 통한 뉴스 이용률이 급증하는 상황에서 본 연구는 유튜브에서 여러 뉴스생산자의 영향력을 실증적으로 규명하기 위해 2단계 의제 설정 이론을 기반으로 뉴스생산자들이 이슈의 어떤 속성을 두드러지게 보도하는지 조사했다. 연구 결과를 통해 방송사가 유튜브에서도 의제를 설정하고 여론을 형성할 수 있는 영향력을 보유하고 있음을 확인했고, 유튜브 환경에서 2단계 의제 설정 효과가 발생할 가능성을 발견했다. 뉴스생산자들이 정치 이슈를 보도할 때 뉴스생산자의 정파성이 작용해 감정적인 단어를 남용하는 것은 아닌지 비판하고, 정치 이슈에 대한 정서적 접근이 뉴스 이용자의 현실 인식에 부정적 영향을 미칠 수 있다는 것을 논의했다.

SNS감성 분석을 이용한 주가 방향성 예측: 네이버 주식토론방 데이터를 이용하여 (Stock Price Prediction Using Sentiment Analysis: from "Stock Discussion Room" in Naver)

  • 주식의 가격을 이해하고 예측하기 위해서 활용되는 데이터의 범위는 기존의 정형화된 데이터에서 비정형화된 다양한 종류의 데이터로 확대되고 있다. 본 연구는 SNS에서 수집된 댓글 데이터가 주식의 미래 가격의 변동에 영향을 미치는지를 조사한다. 가장 많은 주식투자자가 참여하는 커뮤니티인 네이버 주식토론방에서 20개 종목에 대한 6개월 간의 댓글 데이터를 수집하여, 이들 데이터가 1시간 후의 가격 변동의 방향과 가격 변동의 폭에 대한 예측력을 가지는지 조사한다. 예측 관계는 LSTM과 CNN등의 딥뉴럴네트워크 기법을 활용하여 모델링하였다. 20개 종목에 대해 조사하여 13개 종목에서 미래의 주가 이동 방향을 50% 이상의 정확도로 예측할 수 있다는 결과를 얻었고, 16개 종목에서 미래의 주가 변동폭을 50% 이상의 정확도로 예측할 수 있다는 결과를 얻었다. 본 연구는 네이버 주식토론방과 같은 SNS에서 형성된 여론이 주식 종목의 수급에 영향을 주어 가격의 변동 요인으로도 작용할 수 있다는 점을 확인한다.

  • 최근 목포-고하 대교가 목포내항을 가로질러 건설될 계획이고 목포시 인근에 남악신도시가 건설중이다. 목포항의 모습을 자연경관과 해양환경에 어울리도록 아름답게 조성하기 위하여 미항목포가꾸기 운동에 대한 시민의 관심과 참여가 필요하다. 지역시민여론에 관한 설문조사를 통하여 연안해양환경에 관한 시민의식 수준을 확인하였으며, 설문조사 결과에 기초하여 목포항과 그 주변해역의 해양환경럴전방안를 제시하였다. 해양폐기물 발생제어에 관한 지역 정책 및 해안의 해양폐기물 수거운동에 시민의 적극적 참여가 요구된다. 도시하수처리장의 운영은 효과적·효율적으로 이루어져야 하고 일반대중, 환경운동연합 혹은 민간단체에 의하여 주기적으로 감시 및 평가를 받아야 한다. 해양 환경교육프로그램의 개발과 시행 그리고 환경보전 계몽운동이 지역주민의 협조 하에서 끊임없이 이루어져야 한다. 지자체가 시민의견을 수집하고 반영하여 목포를 세계적 미항으로 꾸준히 가꾸는 경우에는 시민들이 환경보전을 위한 시민장기실천계획에 적극적으로 참여함으로써 목포항 주변의 연안해양환경은 잘 보전될 수 있을 것이다.

결혼이주여성 게이트키퍼 분석을 통한 이주여성의 정보리터러시 향상 방안 (A Study on Improving Information Literacy of Marriage Immigrants through the Analysis of Marriage Immigrants Gatekeepers)

  • 본 연구는 부산과 경남지역에 거주하는 결혼이주여성 게이트키퍼의 정보리터러시 수준을 살펴보기 위해 51명을 대상으로 설문조사를 실시하고 2009년 같은 설문도구로 진행된 일반 결혼이주여성 189명의 정보리터러시 수준과 비교하였다. 그 결과, 게이트키퍼들의 정보리터러시 수준은 2009년 같은 설문조사로 얻어진 일반 결혼이주여성의 정보리터러시 수준에 비해 높은 것으로 드러났고, 총 8개의 정보리터러시 세부항목에서도 그러하였다. 또한 결혼이주여성 게이트키퍼들이 일반 이주여성에 비해 상대적으로 높은 정보리터러시 수준을 가지게 된 배경을 조사하기 위해 게이트키퍼 14명에 대해 면담을 실시하였다. 그 결과, "모국의 정보이용환경"은 그다지 도움을 주지 못한 것으로 나타나며, 그들의 "높은 교육 수준", "한국어 능력과 이중/다중 언어능력", "정보활용교육의 경험", "정보이용 관련 한국 가정의 우호적 환경", "적극적인 삶의 태도와 활발한 사회참여", "다양한 정보제공기관과 매체의 적극적 이용" 등은 그들이 상대적으로 높은 정보리터러시 수준을 가지게 된 배경으로 작용하는 것으로 인식되었다. 끝으로, 위의 연구결과들을 토대로 하여 결혼이주여성들의 정보리터러시 증진을 위한 몇 가지 방안들이 제시되었다.
