During recent 5 years, it was recorded that 20% of total accident frequency and 30% of total number of death have been occurred due to drowsy driving. Drowsy driving accident is result from the loss of driving ability due to driver's accumulated fatigue. Continuous driving time can be measured as a surrogate variable to quantify the level of fatigue. The main purpose of this research is to investigate statistical correlation between the proportion of continuous driving vehicle (more than 2 hours) and the number of drowsy accidents. To carry this out, continuous driving time was measured using GPS route-guidance trajectory data. Also, accident frequency, traffic volume and segment length were collected to estimate safety performance function (SPF) for Jungbunearuk expressway in Korea. Through various types of estimated SPFs, statistical correlation was analyzed based on estimated statistical indices. This research can provide theoretical background for enforcement to regulate commercial vehicle driver's continuous driving time. In addition, throughout the trajectory data expansion, it is expected that strategy for anti-drowsy driving facilities installation can be established based on the suggested methodology.

The southern coastal area of Korean peninsula maintains unique natural views, social environment and tourism infrastructure. Even though the coastal area has world-class tourism resources and a great potential for development, it was an outsider from the tourism development in Korea. The coast development has recently reemerged because of increased tourism demand in the Northeast Asia, however, increased interest for the outstanding marine tourism resources and the marine culture, improvement of accessibility to the coast Considering these characteristics, the southern coastal area will be grown to a marine resort-belt, which will serve as a marine tourism hub in the Northeast. In the long run, it can be developed for leisure residential space with environment-friendly well-being fashion, new growing area that continuously drives the local development and area for a mutual development between Yeongnam and Honam Region. To accomplish this vision, several strategic matters should be resolved. Mall strategic issues are as follows: the loosening related rules and regulations that limit the development, legislation of a special law for tourism promotion, supporting for investment in public service and strategic investment, establishment of a marine tourism route connecting China-Korea-Japan, formulating new planning for Hallyo-Haesang Marine Park, designation of special marine tourism development zone, and invitation of the World Expo 2012.

As passenger ship accidents so frequently have occurred, crisis consciousness is highly aroused in Korean society. Although bombastic policy guidlines were suggested in accordance with every passenger ship accident, there remains a still high possibility of such an accident reoccurring because passenger ship accidents occur from the perspective of non-compliance. The research objective of this study is to government's safety regulatory policies. Data for the analysis was collected from literature review. A Case study related to passenger ship accident is adopted for the analysis. The research methods utilized in this study consist of extensive quantitative analysis of 138 passenger ship accidents which had happened over last 10 years from 1984 to 1993 in Korea and a qualitative analysis of the passenger ship accident of the Seohae Ferry in October 1993. The results of the quantitive analysis on the 138 passenger ship accidents are as follows; Seeing the accidents yearly, the accidents which occurred by policy non-compliance are still exist, only somewhat reduced as years gone by. Seeing the accidents from the perspective of types of accident, fire accidents and death and injury accidents had more non-compliance factors than contact accidents and one-side collision accidents, etc. had. Seeing the accidents from the perspectives of types of passenger ship, large ships like car ferries and general passenger ship accidents had more non-compliance factors than any other kinds of ships had. Seeing the accidents from the perspectives of tons of passenger ships, large ships weighing more than 1, 000 tons and small ships weighing less than 50tons contained a lots of non-compliance factors. The results of the qualitative analysis of the passenger ship accident of the Seohae Ferry in Octovber 1993 are as follows; From the viewpoint of the human factor, there were non-compliance to the recruiting of required number of qualified crew members and non-compliance to the rule which prohibited them from leaving port in bad weather and high wave conditions. From the viewpoint of the ship factor, there were defects in the ship. So we might say that there was non-compliance which was aroused from the lacks of technical skills. From the viewpoint of the administrative factor, there were many non-compliance factors such as sailor education, shipping management, rescue, safety equipment. From the viewpoint of the passenger factor, there were passengers' threats which compelled the crews to leave the port under bad weather conditions. In conclusion, the principal non-compliances factors are passenger ship company did not follow safety rules such as shipping the permitted number of passengers, loading permitted tons of freight and fastening freights properly and recruiting required number of qualified crew. In order to reduce accidents, firstly we should find out the causes which play key roles in passenger ship companies' non-compliance to the government's safety regulations. Secondly we should tackle the causes.

This study investigates the time-space characteristics of intra-urban passenger flows in the Metropolitan Seoul area. In particular, we analyze the relationships between transit ridership and land use through the use of the subway passenger flow data obtained from the transit transaction databases. For this purpose, the strength of each subway station, i.e., the number of total in-coming and out-going passengers at each station, in the morning, afternoon, and evening, is calculated and visualized, which reflects urban land use patterns. Then the subway stations are classified into four groups via a hierarchical analysis of the in-coming and out-going passenger flows at 353 stations. Each group appears to have characteristic properties according to the region, e.g., residential areas and central business districts. This has been confirmed by the analysis which probes explicitly the relationship between the local socio-economic variables and station groups. This analysis, disclosing the inter-relationship between the subway network and urban land use, may be useful at various stages in urban as well as transportation planning, and provides analytical tools for a wide spectrum of applications ranging from impact evaluation to decision-making and planning support.

Cabotage means transportation of cargoes or passengers between two points within same country by vessel or aircraft which registered to foreign country. Cabotage regulation has justified by the protectionism in economic aspect and by national security in the defence of a country, thus most world's major countries including United States of America, Japan and European Union(outside EU) are executing cabotage. Even though Korean's controlled fleet ranked to 5th in the world, shortage and ageing of Korean domestic seafarers came to the restricted factor in the Korean domestic shipping. Resultingly Korean government permitted 530 Myanmarese and Indonesian seafarers to come on board in domestic vessel. In regarding to the Korean law, there are no direct relationship between boarding foreign crew in domestic vessel. However the baxic concept of cabotage will be spoiled by boarding foreign crew under the regulation of cabotage, so special treatment should be needed to cover the problems in coastal shipping arose form them. To minimize the problems derived from foreign crew, following actions are recommended; first, management skills of foreign crew are needed to overcome differences of communication and culture; second foreign crew supporting center should be established to counsel their difficulties; third, high level of manning companies should be promoted; forth, stabilized crew supply should be guaranteed by improving employment condition; finally, memorandum of understanding should be concluded between two countries to prevent seceders.

In February 2014, the rudder upper stock and the nut of a passenger ship were released and an accident occurred. That accident occurred because the steering gear of passenger ships that was intended to move many passengers. The accidents due to steering gear was zero according to 2010-2016 statistics. There is no rules prevent loosening of the upper rudder nut in "Ship Safety Act" and "Structural standard of steel ship". Since the accident, the Korea register has been revised to the joining method in Part 5 Chapter 7 of the rules in the classification of steel ships. In the field survey of 12 passenger ships operating on Mokpo and surrounding islands, the welding method was applied in the cases as the fastening method. The fastening type was equipped with two C-type structures. It was structured to be difficult to access. The NAS 3350 test was conducted to investigate ways to prevent homologous accident considering the characteristic of passenger ships that need to lift or unload rides once a year.
In the 21st yearly session of the Conference of the Parties (COP 21) of the 2015 United Nations Climate Change Conference, held in Paris, France, in December 2015, the "Paris Agreement" was negotiated; this is a new global agreement on the reduction of climate change, which encourages every country to participate in countermeasures for global climate change. Along with such movements, the electric railway sector has also been actively engaged in low carbon technology. This paper studied the building of a 1.5MW photovoltaic power generation system using the rooftop of the Gwangmyeong Station Building, which is the largest roof among the high-speed railway station buildings in Korea; this station has passenger traffic that reached about 7 million in 2014. For this study, we configured an optimized photovoltaic (PV) power generation system and then estimated the expected annual energy production by using PV system software; we also calculated the expected revenue that could be obtained by linking this source to the power distribution system. The obtained data were used to analyze the contribution of low-carbon energy that could be obtained by introducing a PV power generation system on the roof of an electric railway station building.
Since 1964, HSR, which was opened in Japan, has had a hoge impact on the world. Historically, HSR has similar characteristics to the Roman Road, which promoted rapid movement and hada great influence on international society as transport infrastructure. Recently the development of HSR has become more rapid because of economic, environmental and external cost concern, emphasizing Environmentally Sustainable Transport(EST). In particular, the external cost has become more important factor for justifying HSR. The successful factors of HSR are high demand and cost minimal construction costs. There are two successful HSR models, the Japanese and the French. The former operates based on high demand oriented and the latter focuses on its minimizing costs. The demand orientated model means HSR carries over 100,000 passengers per day as in Japan and Far East Asian countries. The cost minimized model focuses on lower operation and construction costs as in France. In particular, Germany carries both passengers and freight on HSR. The construction costs in Germany are in between those of Japan and France. In future, Korea, Taiwan and China HSR will follow Japan's successful model because of high population density and concentration of economic activity along railway lines. This paper supports Vickerman's argument that HSR is justified where there is a demand of between 12 million and 15 million railway passenger a year(about 40thousand persons/day) between two urban center. This will be shown in the future in Korea, in Taiwan and China. Finally, this paper reviews that HSR activates at 250km/h for dedicated new lines and 200km/h for upgraded lines. In particular, it is successful in area of high population density and cost minimizing technology.
UIC Codes 714R & 715R recommend the use of line classifications and their usage in maintenance work by employing notional traffic loads. However, the classification has not been applied to local lines and, therefore, a new line classification system based on UIC 714R has been proposed in this study. For this, various classification models of UIC, Germany, and UK have been studied first and equivalent traffic loads based on Korail's report, as well as on train timetables, have been derived. The results of the classifications have been compared with those of major European countries and it has been shown that the proposed classification is equivalent to the average value in the European cases. The line classification can be fully utilized during the decision making process of maintenance work and will also be used to model the Reliability Centered Maintenance (RCM) in the future.
The International Civil Aviation Convention (Chicago Convention) has been a backbone of international air transport system whereby air transport between States should be based on bilateral agreements, and in particular, international airfares, which are set up through IATA(International Air Transport Association) rate-fixing machinery could be approved by the governments concerned. International airfares are fares for transporting passenger and freight and their conditions between two or more countries. However, since U.S. pursued th deregulation policy in 1978 whereby routes, capacity and fares could be freely determined by airlines, many States have been following so called open-skies agreements. In many cases, aeronautical and competent authorities have been reviewing whether airlines' commercial activities including air fares could possibly conflict with free competition rules envisaged in relevant laws and regulations. As competition among airlines gets intense, airlines often resort to cooperation with other airlines in the forms such as equity exchange, M&A, code-sharing, fares consultation and resource pooling, mainly with a view to effectively use resources available and to avoid monopoly situation resulting from excessive and destructive competition among players. Whereas bearing in mind that application of competition laws is important to secure consumers' interests by preventing airlines's malpractices such as bargaining exorbitant fares, it is also important to comprehensively consider as many factors as possible, from that unilateral measure by governments may bring about retaliatory measures by the governments affected, to that airlines' cooperative practices may rather increase consumers' benefits by lowering air fares.
