본(本) 연구에서는 에너지절약을 위한 주요 정책수단(政策手段)인 저리융자나 세제감면 또는 특별감가상각 인정 등 에너지절약 비용측면의 금융 세제지원이라는 과인성(課引性)정책과, 에너지수요조절를 위한 에너지가격 규제해제(energy price deregulation)나 에너지세(稅)의 추가부과 등 가격관리(조세) 정책의 경제적 효과를 비교 분석하였다. 그리고 에너지세(稅)부과의 경우 과세단계별 효과분석을 통하여 바람직한 과세포인트를 선택하고, 이를 통하여 현행 에너지절약 지원(支援)정책이나 에너지가격 및 조세체계에 대한 개선방향을 모색하였다. 분석결과, 약간의 물가상승 압박효과를 감수하더라도 에너지가격통제 해제나 에너지세 부과가 금융 세제지원제도에 비하여 에너지절약에 있어 그 효과가 크게 나타났다. 또한 에너지과세의 경우 그 대상과 실행시기에 대해서도 신축성을 기하는 것이 바람직한 것으로 나타나 에너지의 소비감소라는 효율성 측면과 함께 수반되는 물가압박요인을 고려하여 신중히 결정되어야 할 것으로 보인다. 그렇지만 단기적으로 에너지가격의 상승을 감수하더라도 DSM 프로그램비용을 자본화해 나감으로써 점진적으로 가격상승요인을 흡수하고 효과적인 에너지소비의 절약을 통하여 국민경제의 에너지비용을 줄여나갈 수 있는 종합적인 에너지대책이 마련되어야 할 것이다.

The purpose of this paper is to empirically analyze the economic effect of energy saving investment on the improvement of energy intensity. The data used in this paper are panel data, both time-series and cross-section data. In addition, eight manufacturing sectors has been divided into two groups: massive energy consuming (four industries) and non-massive energy consuming (four industries) ones and the time period of analysis is from 1982 to 2004. According to the empirical results, firstly, energy saving investment has a negative relationship with energy intensity, however, its effect is not high in terms of absolute volume of energy consuming. Secondly, in improving energy intensity of energy saving investment, its elasticity IS higher in non-massive energy consuming sector compared it with massive energy consuming sector. Thirdly, automation investment is also playing an important role in energy conservation. The elasticities of automation investment to energy intensity are larger than those of energy saving investment. In terms of the reduction of greenhouse gas per investment unit cost, however, energy saving investment has larger effect than automation investment.

최근 인버터의 에너지절약 및 이용 합리화는 공조용뿐만 아니라 전에는 별로 생각하지 않았던 반송(搬送)기계, 기타 일반산업기계에도 니즈가 높아가고 있다. 그 결과 여러 가지 에너지절약 방법에 의한 대처방안이 추진되고 있다. 1999년 4월에 시행된 개정 (일본)省에너지법에서도 (1)팬, 펌프, 블로어, 컴프레서 등의 유체기계에 대해서는 회전수 제어 등으로 송출량과 압력을 적절히 조정하여 전동기의 부하를 저감시킬 것 (2) 전동력응용설비를 부하변동이 큰 상태에서 사용할 때는 부하에 따른 운전제어를 할 수 있도록 회전수제어장치 등을 설치하도록 검토할 것 과 같이 공조용도 이외의 일반용도에 대해서도 인버터 설치를 장려하고 있다. 그래서 본고에서는 인버터운전에 의한 에너지절약을, 공조용도에 한정하지 않고 부하특성에 따른 것과 운전상태에 따른 것에 대하여 각각의 에너지절약 실현방법을 소개한다. 2장에서는 인버터운전으로 에너지절약을 할 수 있는 기본적인 생각을 기술한다. 3장에서는 부하특성에 따른 에너지절약 방법으로 2승저감토크 부하, 정토크 부하, 정출력 부하로 분류하여 상용운전에서의 에너지로스 요인을 분석, 인버터운전이 에너지절약이 되는 이유를 기술한다. 4장에서는 각 운전상태에 따른 에너지절약방법으로 시동$\cdot$가속, 일정속도 운전, 감속$\cdot$정지 모드로 분류하여 각각의 상태에서의 에너지로스의 요인을 분석, 인버터운전이 에너지절약이 되는 이유를 기술한다. 5장에서는 공조용도 이외의 분야에서 새로운 에너지절약이 가능하게 된 구체적인 사례 도입에 있어서의 주안점과 효과에 대해 소개한다.

ESCO협회는 정보통신산업진흥원이 발주한 'IT기반 에너지절약사업 동향조사 및 타당성 분석에 관한 연구용역'을 에코시안과 공동으로 수행 중이다. 오는 11월까지 연구를 마무리 할 예정으로, 연구과제가 완료되면 그린 IT와 에너지절약사업을 접목해 ESCO사업이 가능한 아이템을 발굴한다는 목표로 최선을 다하고 있다. 시범사업장 현장방문 사례를 통해 그린 IT와 에너지절약사업이 같이 상생할 수 있는 가능성을 알아보았다.

본 연구의 목적은 1992년부터 산업자원부에서 추진하고 있는 에너지절약기술개발사업의 2000년까지 상용화 과제에 대한 에너지절약효과 산정 및 사회적 비용산출이다. 기술 개발에 의한 에너지 절약효과는 개발된 제품의 사용에 의한 직접적인 절약효과와 기술축적 및 타 산업으로의 기술파급 등에 의한 절약효과 등 간접적인 효과로 나누어 볼 수 있겠으나 본 연구에서는 분석자료 및 시간적인 제약으로 인하여 이 중 개발품의 사용에 의한 직접적인 효과에 한정하여 에너지 절약효과를 측정하였다.(중략)

The residential energy consumption is intimately related with lifestyle of consumers. Therefore, this research suggests the mechanism for the effects of consumer lifestyle on consumer behavior. Specifically, the mediators are imposed of cost perception, propensity for environmental protection and energy conservation-conscious. Also, the lifestyle is composed of the over-consumption, life-centric, life-satisfaction, conservation- conscious and conservation-active type. In results, there are positive relationship between the life-satisfaction, conservation-conscious and conservation-active lifestyle and the propensity for environmental protection, cost perception. Both the cost perception and the propensity for environmental protection are positively related with the conservation- conscious. And positive relationship are appeared between the conservation-conscious and the energy conservation behavior.

This study is analyzing the effects of energy conservation consciousness on Korean energy saving behavior through the mediating effects of energy-related broadcasting media, such as TV. The study is carried out through the survey with structured questionnaire for each factors, using a mediating analysis based on PROCESS Macro proposed by Hayes (2013). The results of the study have been found that people with higher energy conservation consciousness displayed energy saving behavior more frequently and more actively for energy saving behavior as they were more exposed to energy-related broadcasting media. By energy-related broadcasting media the effect of energy public service ad and campaign was the largest at 15.3%, followed by energy news at 12.1%. But energy documentary has no effect on energy saving behavior. Based on the results of this analysis, it is necessary to establish a broadcasting policy that enhances the frequency of energy-related broadcasting media and energy documentary that can induce energy saving behavior. It is also necessary to make efforts to increase the reliability of analysis through empirical data such as electricity bills and fuel cost which show the actual saving level by energy saving behavior.

국토교통부는 '건축물의 에너지절약 설계기준'과 관련해 지난해 9월, 12월 두 차례 개정하고 시행에 들어갔다. 이 기준은 건축물의 효율적인 에너지관리를 위해 열손실 방지 등 에너지절약 설계에 관한 기준, 에너지절약계획서 및 설계 검토서 작성기준, 녹색건축물의 건축을 활성화하기 위한 건축기준 완화 등에 관한 사항을 담고 있다. 특히 9월 개정에서는 LED조명 설치 확대, 에너지성능지표(EPI) 전기부문 검토항목 추가 등 전기부문에 대한 내용이 다수 포함돼 있어 관계자들의 관심이 요구된다. 개정내용 중 전기부문에 대해 자세히 해설한다.
