Establishment of a Process for Collecting Video Scripts on a Disaster Site based on Public-private Partnerships: Focus on 2019 Practical Activities during Typhoon in the Korean Peninsula (민관협력 기반 재난현장 영상정보 수집 및 활용체계 구축: 2019년 한반도 태풍 내습 시 실전활동 사례 중심)

  • In this study, we established the process for collecting and utilizing video scripts of disaster site based on public-private partnerships. It is for the purpose of actively utilizing private capabilities in disaster management, and quickly sharing video scripts to identify field conditions. Based on the experience of actual operation of public-private partnerships system in the event of typhoon in 2019, we also derived implications for continuous operation of the process. Results are meaningful in that the government established the process for collecting and utilizing video scripts through public-private partnerships during the initial disaster response phase. And we also confirmed the possibility of spreading positive perception of disaster management organizations. However, there is a limit to the actualization and practical use of performance as an experimental pilot operation in the R&D stage. In addition, for continuous operation of the system, it is necessary to prepare institutional support measures such as organization, infrastructure for operating, programs of education and training, and policy making.

  • During normal subway rush hours, a train-driver is in charge of more than 3,000 people on a daily basis. When an emergency event occurs, millions of people and their property come to depend only on the train-driver's ability. After the Daegu subway fire disaster in February 2003, the Railway Safety Act was enacted in October 2004 and the 'Train Drivers' Licensing System' was introduced by the National Railroad Administration in July 2006 to secure and improve protection. This study was conducted to investigate and evaluate the effects of the Train Drivers' Licensing System since the Licensing System was first introduced eight years ago. In addition, the analysis will suggest better policies for the effectiveness of the 'Train Drivers' Licensing System'.

  • 경영성과(經營成果)의 평가지표(評價指漂)는 개별조직의 목표와 제약환경, 즉 이용가능한 자원량과 개별적 특수요인 등을 고려하여 설정하여야 하며, 산업내의 특성과 동질적 비교집단을 이해함으로써 조직의 성과와 직접적으로 연결될 수 있어야 한다. 또한 조직의 평가는 부분적(部分的)인 효율성(效率性)에 편중되지 않고 투입과 산출간의 유기적인 관계를 총체적인 관점에서 분석함으로써 종합적(綜合的) 효율성(效率性)에 그 촛점이 두어져야 한다. 이러한 문제의 인식에 바탕을 두어 본 연구에서는 Charnes, Cooper와 Rhodes(1978)에 의해 처음 개발되어 주로 비영리기관의 경영성과의 평가에 많이 사용하여 온 DEA(Data Envelopment Analysis)기법을 이용하여 금융기관(金融機關)의 효율성(效率性)을 평가(評價)한다. 금융기관은 다양한 투입요소를 사용하여 다양한 서비스 상품을 제공하는 조직이기 때문에, 또 재무비율을 이용한 기존의 평가나 통계적 생산함수의 추정에 의한 평가방법은 단순히 과거의 실적을 평가하는 데 그치게 되고 객관성이 결여되기 쉽기 때문에 조직의 미래운영방향의 설정에 도움이 되지 못한다는 단점을 가지고 있다. 그러나, DEA은 다수의 투입과 산출요소를 요구하는 경우에 적합하게 설계된 분석방법이므로 금융기관의 성과분석에 적절하게 이용될 수 있다. 본 연구에서는 먼저 금융기관(金融機關)의 효율성(效率性)을 평가(評價)하는 기존의 방법을 간략하게 검토한 다음, DEA에 관한 이론적 기초와 그 특성을 검토한다. 실증분석에서는 여 수신업무(與 受信業務)를 수행하고 있는 국내금융기관들 중에서 자료의 동질성과 표본대상 기업의 수를 고려하여 은행업(銀行業)과 투자금융업(投資金融業)을 선정하고 이들 업종에 속한 37개 회사들에 대한 운영효율성(運營效率性)을 측정한다. 투입요소로 직원의 수와 영업비용을, 그리고 산출요소로 영업수익과 경상이 익을 선정하고, 3년간의 자료를 사용하여 실증분석을 한다. 분석의 결과에 의하면, 18개 전체 은행의 평균적인 효율성의 정도는 가장 효율적인 은행을 기준으로 할 때, 약 85% 수준에 그치고 있어서, 나머지 대부분의 은행들 특히 대규모 시중은행들의 경영상의 개선의 여지가 매우 크다고 할 수 있다. 5대 시중은행들간에는 효율성의 차이가 거의 없는 반면, 지방은행들간에는 매우 큰 차이가 있는 것으로 나타난다. 이는 영업지역의 제한으로 인하여 지역경제 규모가 은행의 수지상황에 결정적인 영향을 미치고 있다는 것을 반영하고 있다. 29개 단자회사를 대상으로 한 투자금융업의 경우에도 은행업의 경우와 동일하게 낮은 효율성과 지역간 격차현상이 나타나고 있다.

  • There is increasing interest in the introduction of smart work as a flexible working form to perform a task without restrictions of time and place by using the information and communication technology as a creative innovative capacity has become an important element of enterprise competitiveness. However, because of the lack of understanding about smart work and concrete practices, most local SMEs are staying at the beginning of introducing the smart work. It is required to provide the standard of a smart work common structure and interface to quickly develop smart work services in a standardized way for SMEs and promote the deployment of the smart work in this environment. In this paper, we present standard development directions for the smart work service common structure and component interface to develop specialized services according to the size, the purpose and the needs of local SMEs.

  • It is true that Blockchain has been known as a core technology for cryptocurrency like bitcoin (BTC). It is caused by its rapid value rises. Now, one BTC is trading around 10,000 US dollars while it bought just less than one dollar at its first trading in May, 2010. Blockchain makes on-line transactions possible by the safe cryptocurrency swiftly based on P2P network and distributed public ledger while its on-line traffic is rapidly increasing. However, this technology has bigger potential in the fourth industrial revolution era and its application areas will be varied. The evolving intelligent information society needs to make new added value through utilizing, sharing and processing of useful digital information. Obstacles such as hacking and fraud often exist when transactions of digital properties, right transfers, etc. are done through digital network specialized with anonymity. It is expected that blockchain will be a definite solution in this regard. This paper addresses useful development directions and countermeasures for blokchain in the digital economy by analysis of its current status and issues.

  • 최근 지식정보 사회는 IT가 핵심 구성요소인 스마트 사회로 변모하고 있으며, 인간과 사물 간 의사소통에서 사물과 사물 간 의사소통까지 확장하고, IT간 융합에서 나아가 타 산업과 융합하는 지능형 사회로 나아가고 있다. '공간'에 대한 정보는 '시간'과 함께 인간이 생활하는데 있어 반드시 알아야 하는 가장 근본적인 정보로써, 공간에서 발생하는 정보를 기반으로 다른 사람들과 소통을 하고 목적을 충족함으로써 삶의 질을 향상시킨다. 현대 사회에서 공간정보는 중요한 인프라 가치를 증대시키므로 새로운 사회 패러다임 전환을 위한 필수적인 요소라 할 수 있다. 따라서 본 연구에서는 수재해 정보 플랫폼 구현에 앞서 사용자의 니즈를 만족시키고 효용가치 증대가 가능하도록 공간정보서비스 활용 방안 연구를 하고자 한다. 공간정보는 시대의 흐름에 따라 형태 및 생산?활용방법이 달라졌으나 항상 중요한 정보로 인식되어 왔으며, 미래 공간정보는 단순 콘텐츠 영역을 뛰어넘어 상황(Context)정보까지 범위를 확장하였다. (1)미국의 공간정보는 시설, 기록관리 및 지도와 같은 공공분야에서 현재는 업무통합관리, 의사결정지원 등에서 데이터 웨어하우스(Data Warehouse)로서의 역할 담당한다. (2)일본은 아시아 최고의 원천기술력을 보유하고 있으며, 높은 수준의 GIS, RS(위성항측), ITS(지능형 교통 시스템) 기술을 기반으로 하고 있다. (3)영국은 지리정보시스템과 공공서비스를 접목하여 시민의 요구에 부응하는 고객맞춤형서비스 제공을 국가정보화의 우선과제로 선정하고 있다. (4)우리나라는 초고속통신망과 모바일 기술 등 세계 최고 수준의 인프라를 확보하고 있어, 이러한 인프라 기반융 복합 공간정보서비스를 이용하는데 안정적인 기반을 확보하고 있다. 본 연구는 국내외 공간정보서비스의 패러다임 변화 및 추진 동향 등을 제시하였으며, 수재해정보 플랫폼 활용에 능동적 적극적으로 접근할 수 있는 기반을 마련하였다. 공간정보서비스를 활용하여 커뮤니케이션 강화, 수재해 정보 서비스의 효율성 증진, 재해부문 선진화 측면에서 발전적 영향을 미칠 수 있으며, 특히 각종 현안에 대한 미래 예측 및 대응에 기여할 것으로 판단된다.

  • With the recent COVID-19 situation, countries are seriously feeling the need for medical personnel and their technologies. PDepending on the aging society, the number of medical staff is actually decreasing, and in order to solve this problem, research is needed to replace the part that does not require high expertise among actual medical practices performed by doctors. This paper describes and proposes actual research methods related to unmanned medical systems that use various deep learning image processing-based technologies to check the recovery status applicable to rehabilitation areas where medical staff should face patients directly. The proposed method replaces passive calculations such as a protractor or a method of drawing a line in a photograph, which is the method used for actual motion comparison. Since it is performed in real time, it helps to diagnose quickly, and it is easy for medical staff to provide necessary information because data on the degree of match of motion performance can be checked.

  • This study aims to improve the situation in which accurate job information for small and medium-sized enterprises is not known and it is difficult to identify jobs that meet the preference criteria from the perspective of the 'employer brand'. To this end, through a hierarchical regression analysis of 700 young job seekers, the factors affecting the intention to get a job centered on five value factors (Interest Value, Social Value, Economic Value, Development Value and Application Value) were identified by reflecting the brand categorization theory. As a result of the analysis, it was confirmed that young job seekers are more interested in work culture, environment, and utilization of their majors, which directly affect job seekers, rather than characteristics of companies such as talent development, products, services, and management, and are influenced by their intention to work. This suggests that the job policy for SMEs needs to be changed from the existing quantitative support-centered to a qualitative improvement that strengthens the use of platform-centered job information.

  • Uncertainty in the employment market from the COVID-19 created incomplete employment. As a result, job seekers were required to have overqualifications than job requirements. In previous studies, overqualified workers by incomplete employment were not satisfied with their jobs. A representative result is the intention to change jobs. However, within COVID-19, the perceived overqualification of workers will appear differently. This is because in a rapidly increased employment competition environment due to COVID-19, it will appear as loyalty to maintain a stable job. As a result of this study, work experience was the greatest benefit and high risk for office workers. In addition, both the benefits and risks of overqualification affected loyalty. Unlike the negative impact as in previous studies, workers tried to remain stable at work in an unstable employment environment caused by COVID-19.

A Case Study on Improvement of Records Management Reference Table by Reorganizing BRM : The case of Reorganization of Seoul's BRM and Records Management Reference Table (BRM 정비를 통한 기록관리기준표 개선사례 서울시 BRM 및 기록관리기준표 정비사례를 중심으로)

  • Unlike other government agencies, the city of Seoul experienced a three-year gap between the establishment of a function classification system and the introduction of a business management system. As a result, the city has been unable to manage the current status of the function classification system, and this impeded the establishment of standards for records management. In September 2012, the Seoul Metropolitan Government integrated the department in charge of the standard sheet for record management with the department of function classification system into a new department: "Information Disclosure Policy Division." This new department is mainly responsible for record management and information disclosure, and taking this as an opportunity, the city government has pushed ahead with the maintenance project on BRM and Standards for Record Management (hereby "BRM maintenance project") over the past two years, from 2013 to 2014. The study was thus conducted to introduce the case for the improvement of standards for record management through the BRM maintenance project by mainly exploring the case of Seoul. During the BRM maintenance project, Seoul established a unique methodology to minimize the gap between the operation of a business management system and the burden of the person in charge of the BRM maintenance project. Furthermore, after the introduction of the business management system, the city government developed its own processes and applied the maintenance result to the system in close cooperation with the related departments, despite the lack of precedence on the maintenance of the classification system. In addition, training for the BRM managers of the department has taken place twice -before and after the maintenance-for the successful performance of the BRM maintenance project and the stable operation of the project in the future. During the period of maintenance, newsletters were distributed to all employees in an effort to induce their active participation and increase the importance of records management. To keep the performance of the maintenance project and to systematically manage BRM in the future, the city government has mapped out several plans for improvement: to apply the "BRM classification system of each purpose" to the service of the "Seoul Open Data Plaza"; to reinforce the function for task management in the business management system; and to develop the function of a records management system for the unit tasks. As such, the researchers hope that this study would serve as a helpful reference so that the organizations-which had planned to introduce BRM or to perform the maintenance project on classification system-experience fewer trials and errors.
