In order to effectively respond to repeated disasters, the most important thing is the systematic management of records which were produced from past disaster response processes. It is necessary to develope a business reference model(BRM) to incorporate scattered disaster safety record information resources into the record management system. In this regard, this study examined crisis management standard operation procedures(SOP) manuals and analyzed common businesses of disaster and safety response processes. Based on analysis of 28 manuals three times, 1,667 main business transactions are drawn, which are grouped by 5 middle functions and 20 small functions. Furthermore, by looking at forecast records by business type, several insight is proposed in terms of disaster and safety response business processes and of disaster and safety records management.

현대의 조직은 급격한 업무 환경의 변화와 극심한 경쟁에 대응하기 위하여 정보기술에 상당부분 의존하고 있다. 업무 체계가 다양하고 복잡해지면서 이들 체계 간의 연계를 효과적으로 하여 조직의 전략들 달성하는 것이 중요하며, 또한 업무의 민첩성과 유연성을 확보할 수 있도록 정보체계를 구축하는 것이 필요하다. 이를 위하여 전사적 아키텍처(EA)와 서비스 지향 아키텍처(SOA)가 각광을 받고 있으나, 이들은 일회성 프로젝트로 추진하여서는 섬과를 얻을 수 없으며, 지속적인 관리가 필요하다. 이를 뭐하여 EA 거버넌스와 SOA 거버넌스가 필요하다. 이들 간의 어떤 관계가 있는지를 고려하며 어떻게 구축할 것인가를 설명하였다.

Geo-Spatial Information Systems(GSIS) are being used in various urban municipalities as a tool in decision making. Efforts are being made to implement geo-spatial information system databases to systematically and effectively carry out planning, management and monitoring in various fields. This study is about the database establishment of geo-spatial information systems. The study was then applied to water supply facilities management, where the functions and data used in water management were identified through system analysis and the geo-spatial database was designed based on this analysis. Also four application programs were developed to support departments which used various maps and drawings.

기상청의 위성기상업무는 위성자료를 취득하여 위성영상 및 기상분석정보를 생산하고, 예보관을 비롯한 자료 사용자들에게 자료를 신속하게 제공함으로써 체계적인 위성자료 활용서비스를 수행하는 것이다. 최근 외국의 우주개발 동향과 관련하여 활용 가능한 위성자료가 증가함에 따라 위성자료 활용시스템 개선을 추진해 왔으며, 2002년 현재 종래의 GMS, NOAA 이외에 Meteosat-5, FY-2B, FY-1C, Terra, QuickScat, DMSP, TRMM, SeaWiFS 등의 다양한 위성자료를 활용하고 있다. 예보현업에 대한 원격탐사자료 지원업무는 24시간 근무체계로 위성수신분석장비를 안정적으로 운영하면서 각종 위성정보를 종합적으로 활용하여 기상실황의 변화를 감시하고, 특히 전선, 저기압, 태풍에 동반된 구름의 변화상황, 황사의 발생 및 이동 등에 대한 상황을 파악하고 있다. 또한 위성자료의 보존관리 및 외부기관으로부터의 위성자료 요청에 대한 지원업무도 중요한 업무의 하나로 수행하고 있다. 위성정보 활용체계를 강화하기 위해, GMS-5호 위성의 관측임무를 대체하게 될 GOES-9, MTSAT-1R 위성의 자료수신 및 활용체계 구축을 준비하고 있으며, Terra, Aqua와 같은 첨단 지구관측위성자료를 이용한 기상정보 산출기술의 개발을 단계적으로 추진할 것이다.

체계를 개발하기 위한 목적뿐만이 아니라 BPR, 예산측정, 효과도 분석 등 다양한 분야에서 이용하기 위한 구조가 제안되었으며 그러한 구조를 위한 프레임워크들이 전사적 차원에서 개발되고 있다. 또한, 여러가지 프레임워크를 기반으로 특수한 목적에 따라 구조의 테일러링하여 사용하고 있다. 본 논문에서는 기존의 미 국방성 구조 프레임워크와 프레임워크의 테일러링한 방법들을 살펴보고 장단점을 분석한 후 상황인식을 위한 한국형 운용구조를 제안한다. 제안하는 운용구조는 군의 운용현황을 가장 잘 알고 있는 현 업무자가 업무를 분석하고 구조를 작성할 수 있도록 지원하며 체계를 개발하는 업체나 체계구조를 작성하는 체계전문가와의 군의 사용자들간에 의사소통을 증가시킬 수 있는 방법을 제안하였다. 제안하는 방법을 전군적인 차원에서 상황을 인식하는 업무에 적용하여 제안하는 방법의 유용성을 판단하여 보았으며 제안하는 방법에 대한 분석은 미 카네기 멜론 대학에서 제안한 ATAM(Architecture Tradeoff Analysis Method)에 따라 분석하였다.

지난 5월 30일 기술교범 발전 세미나가 육군 교육사령부 주관으로 개최되었다. 기술교범 업무 발전에 관한 전반적인 업무 수행체계를 검토하여 지침을 제공하고, 관련 부대 및 방산업체 관계자들이 체계적인 기술교범 임무수행을 통하여 무기체계의 경제적 운용이 가능하도록 하고자 기술교범 발전 세미나 내용을 요약 하였다.

Recently, the importance of Pre-construction is gradually increasing in construction business. In addition to increasing greatness, Pre-construction affect to success or failure of projects. However, current domestic construction business doesn't constitute exact concepts and systems, and there are a lot of problems such as disorganize management of construction because most of Pre-construction depends on supervisors' experiences. Therefore, according as doing this study, We are going to analyze the tendency of Pre-construction step and bring up designed operation systems between departments in construction company. So we can expect to develop efficiency by excluding unnecessary operation and formulating more improved operation process.

The cadastral administration is centered around cadastral maps. It is increasing that demand of the public for effective administration and higher quality of service through the development of application program of cadastral maps maintenance. Geo-Spatial Information System which is based on the graphic database of Yuseong-ku, Daejon City and the attribute database about cadastral information has been developed for effective maintenance and use in the part of map editing, public land price management and multi-parcel based work. In this pi-lot study, pointing out difficulties of database implementation and many experiences in the development of application program will be used effectively for further expansion of the automation of the cadastral administration.

The value engineering(VE) in construction projects is systematic method which improve quality as well as reduction input cost and as construction VE work extends the range of application, the importance is rising. For this reason studies are needed to enforce design value engineering work systemically and effectively. In this study, we analyzed the problem of the present construction VE processing and deduced the model to be most suitable the work efficiency. As suggested model reflects systemically requirement item of owner and user, it will make approaching direction and standard establishment possible. So it will increase the following function analysis in analyzing step and the effectiveness of creating idea and make successful VE result.

The purpose of the research is to intended to help Korean military officers establish information system security structure. Information security is a critical issue for digital information warfare. Advanced countries such as U.S. and Japan have developed a new military security strategy for future information warfare. The readiness of Korean Army, however, is far behind those countries. This paper provides a systematic information security structure for Korean Army, which is a result of the research through a group decision making process.
