한국 연근해 어업의 합리적 관리를 위한 소고

  • 한국의 수산업은 "200해리 경제수역" 시대에 접어 들면서 연근해어업의 체제정비와 자원의 관리 및 어장 생산성 제고를 위한 노력을 경주해 나가지 않으면 안될 전환기에 있다.이러한 추세에 따라서 우선 기존 연안어장 및 연안 어업의 재편성 문제에 못지 않게 중요한것은 종래 어장의 확대.개발이라는 거의 일방적 자세로 추진된 근해어장및 근해 어업에 대한 재정비라는 문제이며 본 논문은 이러한 문제의 중요성을 인식하여 현재허가어업으로 되어 있는 근해어업과 그 대상어종및 어장에서의 어업간 조정문제를 분석하고자 시작되었다.한국의 거의 대부분의 어업이 다종의 어종을 대상으로 하고 있으며 또한 동일 어종을 동일어장에서 다수의 어업이 경쟁적으로 어획함으로써 나타나는 어업상호간의 마찰과 이로인한 경제적 비효율성은 현 시점에 있어 어업 합리화 및 어장의 합리적 관리를 위해 극복하지 않으면 안 될 중요한 과제라고 생각되어 현재 우리나라의 이업관리 실태와 허가 어업의 어업별 어종별 어획실태. 연근해어업의 문제점을 살펴보고 그중 최근의 선망어업과 대형 기선저인망어업 및 트를이업과의 취지 분쟁과 같이 현실적으로 문제점이 부각되고 있는 동일 어종에 대한 어업간의 겨압관계 심화의 원인을 분석하고 그 대책을 강구해 보고자 하였다.그러나 본 논문에서는 본인의 능력부족과 제한된 시간으로 보다 구체적이고 게얄된 분석을 하지 못하고 그 개관만을 나열하는 정도에 그친다는 점이 유감이나 차후 본 연구를 기초로 부족된 점을 보완할 예정이다 부족된 점을 보완할 예정이다

A study on improvement of fisheries resources management through analysis of fishing capacity of coastal and offshore fisheries (연근해어업의 어획능력 분석을 통한 수산자원관리 개선방안)

  • Although Korea operates various systems and policies for the management of fisheries resources, it is judged that a more systematic resource management policy is needed due to the continuous decrease in the production of coastal and offshore fisheries. In this study, the catch capacity was analyzed using the DEA technique for coastal and offshore fisheries. As a result, despite the decrease in the amount of fisheries resources and the number of fishing vessels, there was a trend of increasing fishing capacity. As of 2019, the total maximum catch of offshore fishery was estimated at 820,007 tons. The actual catch was 548,159 tons and the CU was measured to be about 66.8%, which was analyzed to be an excess of about 33.2% of the catch. The total maximum catch of coastal fisheries was estimated at 187,887 tons. The actual catch was also the same value and the CU was measured to be about 100.0%. Thus, it was analyzed that there was no excess in catch. For the management of fisheries resources, it is necessary to manage the fishing capacity. To this end, policies such as scientific TAC should be promoted as well as expanding the reduction of fishing vessels.

  • Currently, environment-friendly and sustainable fisheries are one of the major issues among fisheries authorities. A variety of alternative management policies and projects are going on to enhance fisheries management systems and fishery resources such as a TAC management program and a VDS (Vessel Day Scheme) management scheme for distant water fishing nations in Western and Central Pacific Fisheries Commission (WCPFC) convention area. These kinds of efforts among fisheries management authorities are aimed at limiting fishing capacity or fishing power. In terms of fisheries management, Fishing capacity and fishing power have increased the importance of the impact on a fishery and level of the resources. Increased fishing capacity and fishing power have caused not only depletion of fisheries resource, but also additional fishing cost. therefore, there is a clear need for authorities to manage fishing capacity and fishing power. It is also help ensure the conservation and sustainability of the fishery resources. Because of lack of data, absolute fishing power is difficulty to measure. The notion of relative fishing power is frequently used. In this study, relative fishing power was assessed using Mastuda (1991) method for fishing power index. The raw data for assessment was based on fishermen's logbook data from sampled fishing vessels in coastal snow crab gillnet fishery. Data Envelopment Analysis (DEA) method was used to assess fishing capacity. DEA is a linear programming methodology to measure the efficiency of a set of entities called Decision-Making Units (DMUs). It was recommended by FAO for assessing capacity in fisheries.

  • An experiment was carried out to obtain the fundamental data on the auditory thresholds of fishes for catching method using audible frequency sound, the auditory thresholds of dusky spinefoot Siganus fuscescens(Houttuyn) were measured in the presence of masking noise in the spectrum level range of 74 - 83dB re $1{\mu}Pa/{\sqrt{Hz}}$ by heartbeat conditioning technique using pure tones coupled with a delayed electric shock. The auditory critical ratios were about 23 - 34dB at measurement frequency range. The ratio increased almost linearly with increasing frequency from 200 to 500Hz. The noise spectrum level at the start of masking was about 61 - 73dB within the measurement frequency range. This suggests that hearing of dusky spinefoot is masked in the natural environment with the noise spectrum level above 70dB. The sound pressure level of which the signal sound of 100Hz is recognized by dusky spinefoot under the white noise of 70dB is above 98dB and the critical ratio of them is above 23dB.

Analyzing Potential Vessel Buyback Scale of Offshore Fisheries in Korea (우리나라 근해 어업의 잠재적 감척규모분석에 관한 연구)

  • Fisheries buyback programs in Korea have been implemented since 1994, and their scales are estimated to be the present value of 930 billion won for the last 9 yens since 1994. The paper attempts to identify the patterns of each fish species, of which their yields can be steadily increased or significant]y decreased, and to evaluate its effective level and the optimal level for buyback programs by means of fishing capacity analysis. The paper distinguishes fish species, that there is no need to reduce the fishing efforts, such as anchovies, mackerels, squids, Spanish mackerels, and herrings, because MSY exceeds yields, from fish species to control overfishing such as file fish, yellow corvenias, young pollack, hair tail, snow crab, and pollack. The paper also suggests that 65% of the fishing efforts (total tonnages) should be cut back at the national aggregate level in order to restore fish stocks.

Hearing Ability of Sharp Toothed Eel Muraenesox cinereus caught in the Southern Korean Waters (남해 연안에서 어획된 갯장어의 청각 능력)

  • The auditory thresholds for 7 specimens of the sharp toothed eel Muraensox cinerus were measured at 5 frequencies by heartbeat conditioning method using pure tones coupled with a delayed electric shock. The audible range of the sharp toothed eel extended from 80Hz to 300Hz with the best sensitivity around 80Hz and 100Hz. In addition, the auditory thresholds over 200Hz increased rapidly. The mean auditory thresholds of the sharp toothed eel at the test frequencies of 80Hz, 100Hz, 200Hz and 300Hz were 87dB, 86dB, 105dB and 126dB, respectively. Auditory masking was determined for the sharp toothed eel by using masking stimuli with the spectrum level range of about 70~80dB (0dB re $1{\mu}Pa/\sqrt{Hz}$). According to white noise level, the auditory thresholds increased as compared with thresholds in a quiet background noise. The noise spectrum level at the start of masking was distributed at the range of about 64dB within 80~100Hz. Critical ratio ranged from minimum 24dB to maximum 40dB at test frequencies of 80Hz~200Hz.

A Fundamental Study on the Auditory Characteristics of Amberjack Seriola dumerili in the Coast of Jeju Island (제주 연안산 잿방어의 청각특성에 관한 기초적 연구)

  • In this paper, We examined auditory threshold and critical ratio of amberjack seriola dumerili, in the Jeju Island coastal waters, to find out hearing ability of the fish. The auditory threshold level, critical ratio and hearing index of amberjack were determinded by conditioning method using a sound coupled with electric shock in the condition of ambient noise or white noise in an experimental water tank. The audio-signals of pure tone and electric shock were from 80 HZ to 800 Hz and DC 7 V, respectively. Values for the critical ratios were calculated in terms of the masked thresholds using the noise projected to stable spectrum levels at all measurement frequencies of background noise. Masking noises were in the spectrum level range of 65 dB∼75 dB $(re 1{\mu}Pa\sqrt{Hz})$. The auditory thresholds of amberjack within the test the frequencies were most sensitive at 300HZ as 94.5 dB. The critical ratios of fishes ranged from 36.4 to 52.8 dB. The noise spectrum level that started masking was about 58∼72 dB within frequencies.

Hearing Ability of Bambooleaf wrasse Pseudolabrus japonicus caught in the coast of Jeju (제주 연안에서 어획된 황놀래기의 청각 능력)

  • In order to improve the availability of underwater sound by the fundamental data on the hearing ability, the auditory thresholds for the bambooleaf wrasse pseudolabrus japonicus were determined at 80Hz, 100Hz, 200Hz, 300Hz, 500Hz and 800Hz by heartbeat conditioning method using pure tones coupled with a delayed electric shock. The audible range of the bambooleaf wrasse extended from 80Hz to 800Hz with the best sensitivity around 100Hz and 200Hz. In addition, the auditory thresholds over 300Hz increased rapidly. The mean auditory thresholds of the bambooleaf wrasse at the test frequencies, 80Hz, 100Hz, 200Hz, 300Hz, 500Hz and 800Hz were 100dB, 95.1dB, 94.8dB, 109dB, 121dB and 125dB, respectively. Auditory critical ratios for the bambooleaf wrasse were measured using masking stimuli with the spectrum level range of about 70, 74, 78dB (0dB re $1{\mu}Pa/\sqrt{Hz}$). According to white noise level, the auditory thresholds increased as compared with thresholds in a quiet background noise. The Auditory masking by the white noise spectrum level was stared over about 60dB within 80~300Hz. Critical ratios to be measured at frequencies from 80Hz to 300Hz were minimum 33dB and maximum 39dB.

Hearing Ability of Conger eel Conger myriaster caught in the Coast of jeju Island (제주 연안에서 어획된 붕장어의 청각 능력)

  • In order to obtain the fundamental data about the behavior of conger by underwater audible sound, this experiment was carried out to investigate the hearing ability of Conger eel Conger myriaster which was in the coast of Jeju Island by heartbeat conditioning method using pure tones coupled with a delayed electric shock. The audible range of conger eel extended from 50Hz to 300Hz with a peak sensitivity at 80Hz including less sensitivity over 200Hz. The mean auditory thresholds of conger eel at the frequencies of 50Hz, 80Hz, 100Hz, 200Hz and 300Hz were 105dB, 92dB, 96dB, 128dB and 140dB, respectively. The positive response of conger eel was not evident after the sound projection of over 200Hz. At the results, the sensitive frequency range of conger eel is narrow in spite of swim bladder. Auditory masking was determined for Conger eel by using masking stimuli with the spectrum level range of about 60~70dB (0dB re $1{\mu}Pa/\sqrt{Hz}$). According to white noise level, the auditory thresholds increased as compared with thresholds in a quiet background noise including critical ratio at 68dB of white noise from minimum 26dB to maximum 30dB at test frequencies of 80Hz and 100Hz. The noise spectrum level at the start of masking was distributed at the range of about 68dB within 80~100Hz.

  • Isopropyl alcohol extracted filefish protein concentrate (FPC) and NaOH hydrolyzed filefish protein isolate (FPI) were used for the investigation on the effect of processing conditions on the molecular distribution and functional properties. The molecular distribution of FPC on polyacrylamide gel showed a resemblance to that of fish muscle, but that of alkaline hydrolyzed FPI showed the severe degradation of protein. The content of several amino acids in FPI were lower than those of FPC. The pepsin digestibility of the FPC dried at high temperature was relatively high. FPC didn't exhibit a significant difference in nitrogen solubility at the pH range of 3.0-9.0, while FPI showed a wide difference with the pH change. FPI was more suspensible and rehydrated in water than FPC. Although the aeration capacity of FPI was very low, foam viscosity was higher than that of FPC. In contrast with aeration capacity, FPI presented higher emulsion capacity and lower emulsion viscosity than FPC. The size of fat globule in the emulsion of FPC was larger than that of FPI. In general, most functional properties decreased with the increment in drying temperature, except water holding capacity.
